While enroute Dispatch advised that the suspect vehicle was followed to a parking lot on Boeing campus near N 8th St and Logan Ave N. I called the RP/victim/unit 2 and got his location in the Boeing parking lot. When I arrived I was flagged down by unit 2 who had obvious damage to the front of his car. He explained that he was north on Logan Ave N preparing to park off campus for Boeing. He made a right turn onto N 6th St when the car in front of him/unit 1 made a sudden unsignaled U-turn across the left turn lane before the C-curb divider. Unit 2 told me he emergency braked and slide on the wet roadway contacting unit 1 in the back driver side bumper area of his car. He told me that he attempted to get unit 1 to pull over and complete the requirements concerning this collision. Unit 2 told me that unit 1 refused any cooperation. Unit 1 told unit 2 he did not have to provide any information and fled the scene. Unit 2 told me he followed unit 1 to the parking lot just west of N 8th St at Logan Ave N. Unit 1 was parking in privileged Tier 1 parking. Unit 2 told me he attempted to reason with unit 1 to resolve the collision issue and unit 1 told him that he was not required to give him information and walked away from unit 2. Unit 1/later identified at Billy-Vincent Huang 05-20-1965 by MDC-DOL/Pic and Boeing ID card and also works at Boeing/second shift. Unit 2 showed me clear evidence of the contact points between him and unit 1. Damage between the two vehicles not only aligned but there was blue paint on unit 1 vehicle. Unit 2 vehicle was blue-small sedan, unit 1 vehicle was silver-small truck. I ran the plate on unit 1 and Boeing Security confirmed he was employed and working at Boeing. Unit 2 100% ID'd unit 1 from his ID photo and 100% in person when security and HR walked Huang back to the location of his truck. I read Huang his Miranda warnings from my prepared officers code book. I held the book so Huang could see it and read along. He told me he understood his rights and would answer questions. I asked him if he had been involved in a collision with unit 2. We were standing next to unit 2 vehicle at the time. He told me no he did not hit any one. I told him he was under arrest. I said to him I asked if he had been involved in a collision with this blue car when he was contacted by unit 2 driver and asked to remain and complete the requirements of the collision and he said no. I asked him again if he had been involved in a collision where after he was hit by unit 2, he refused to provide information and fled the scene, was followed to this parking lot and was contacted again by unit 2 and he told me no. I told him making a false statement to law enforcement was a crime and he said he didnt hit anyone. I reminded him I didnt ask if he hit anyone but was he involved in a collision with another vehicle/unit 2 over near N 6th ST and Logan when he made his U-turn to cheat traffic and fled in his car, was followed back to this location, contacted by unit 1 and then fled on foot and he told me no. I handcuffed Huang. Officer Catalan took Huang for a pat down and placed Huang in his car to be transported to Score for booking. HR was onscene during the arrest and they acknowledged this. Security took possession of Huang's Boeing ID card/badge. Bankers impounded Huang's vehicle. Huang did not provide me any additional information reference this crash other than he denied/lied that he was in a crash. Huang was involved in a collision at N 6th St at Logan Ave N and fled the scene not meeting the requirements under RCW 46.52 and fled on foot a second time telling the victim driver he did not have to give him anything since the crash. He was positively ID'd by the victim as the driver during the time of the collision and in the parking lot of Boeing and being the sole occupant during this incident. Officer Catalan cited Huang ref Hit and run as well as U-turn violation-Sector 6AO200660 and 6A0200661. I cited Huang Ref RCW 9A.76.175, making a false statement to law enforcement post Miranda, Ref RCW 46.30.020 No valid proof of insurance and Ref RCW 46.20.017 Fail to carry WADL on person while operating a motor vehicle on public roadway.
