A draft Construction Stormwater Pollution Prevention Plan has been prepared. Contractor to adopt and modify draft CSWPPP per Contractor’s construction schedule, sequences, and means and methods. Contractor to submit an amended CSWPPP in conformance with Section 01 33 00 - Submittal Procedures: 1. A Construction Stormwater Pollution Prevention Plan shall include amended or modified TESC Plans included on the Contract Drawings and shall meet all requirements of the applicable jurisdictions. 2. A Construction Stormwater Pollution Prevention Plan shall cover all areas that may be affected inside and outside the limits of the Project (including all Owner-provided sources, disposal sites, staging areas, and all nearby land, streams, and other bodies of water). 3. All elements of a Construction Stormwater Pollution Prevention Plan shall comply with the current Construction Stormwater General Permit (CSWGP) that applies to this project. 4. Submit for review and approval by the Jurisdiction Agency. After the Jurisdiction Agency approves the plan, submit to the Project Representative for review and comments ten (10) days prior to beginning construction. 1.04 QUALITY ASSURANCE A. Hoffman Construction Company of WA 9241 Greenwood Avenue N Seattle, WA 98103 METRO TRANSIT RAPIDRIDE I LINE KING COUNTY METRO Stacy Witbeck, Inc. 19000 33rd Ave W Suite 110 Lynnwood WA 98039 Construction Stormwater Pollution Prevention Plan 1.0 INTRODUCTION This Construction Stormwater Pollution Prevention Plan (CSWPPP) has been prepared by Nhon Pham (CESCL license CWTA-85685621) for Stacy and Witbeck, Inc. (SW), in support of the RapidRide I Line Bus Rapid Transit Improvements project. This CSWPPP has been prepared in accordance with Ecology’s guidance and the 2024 Stormwater Management Manual for Western Washington. The objectives of the SWPPP are to: • Implement Best Management Practices (BMPs) to prevent erosion and sedimentation, and to identify, reduce, eliminate, or prevent stormwater contamination and pollution from construction activity, • Prevent non-compliances of surface water quality, groundwater quality, and sediment management standards and, • Control peak volumetric flow rates and velocities of stormwater discharges. 1.1 CSWPPP Organization The organization of this CSWPPP follows the Ecology technical requirements and industry standards. This CSWPPP, along with the Environmental Mitigation Plan (EMP), satisfy the SWPPP requirements of the contract documents and NPDES permit. The CSWPPP contains a narrative section describing potential sources of pollution associated with site features and discusses the selection of specific pollution prevention BMPs for temporary sediment and erosion control. 1.2 Modifications and Updates Prior to new BMP implementation, the on-site Construction Site Environmental Management Supervisor (CSEMS) will evaluate its effectiveness and meet with the project environmental team to discuss the proposed alternate BMP. There will be a copy of the updated TESC figures identifying the new BMPs or TESC measures, attached as addenda to the TESC figures in the on-site ECM binder. The construction team will modify the CSWPPP and implement required modifications whenever: • A change in design, construction, operation, or maintenance at the construction site occurs and has the potential to have a significant effect on the discharge of pollutants to Waters of the State, • Routine field inspections and water monitoring results reveal that a pollutant discharge or potential pollutant discharge exceeding the Nephelometric Turbidity Units (NTUs) or pH thresholds occurs and, • Routine monitoring reveals that a construction stormwater discharge violation has occurred. In the event of an occurrence of the conditions described above, the CSWPPP and TESC figures will be modified within seven days of the inspection or investigation. In addition, the appropriate source control and/or treatment BMPs will be fully implemented no later than 10 days from the time a deficiency is identified. Damaged BMPs will be repaired or replaced. BMP implementation and maintenance will be logged in the ECM binder on site. Unanticipated events such as severe storms, schedule adjustments, problems with the water control systems, and/or modifications to approved construction techniques, etc., will be reported and modifications to the procedure will be submitted to the Project Representative for approval. 2.0 APPROACH TO WATER AND DISCHARGE The Work includes improvements to King County Metro Route 160 by installing RapidRide Stations in the jurisdictions of the City of Renton, City of Kent, and City of Auburn. The Work also includes modifications of roadways, signals, utilities and channelization to facilitate bus movements. Early work activities in along the project site include site preparation, clearing, grubbing, and demolition activities. To perform these work activities two SW crews will perform ground disturbing activities in 100 lineal foot sections with a maximum area of disturbance of about 7,500 square feet. The handling of water generated within the 7,500 square foot area of disturbance will consist of a combination of storage, ponding, infiltration, and dispersion to vegetated areas onsite. It is anticipated that stormwater in excess of the ground storage capacity can be stored in a single 21,000-gallon tank prior to settlement and discharge and that ponded stormwater will infiltrate naturally. SW will have tanks onsite to provide storage for multiple work areas, or to handle water in excess of the minimum required. Water within the disturbed areas will be managed through the installation of sumps with pumps which will be located in downslope areas. Pumps and floats will be powered by generators which will maintain a dewatered condition after-hours and on weekends. After rainfall events there are multiple paths for discharging water and restoring empty tanks. Depending on the location and water quality SW may elect to discharge to nearby catch basins in accordance with the parameters of the NPDES permit and local jurisdictions. Alternatively, water may be slowly released from the storage tanks to a nearby, onsite, vegetated area for infiltration. Excess water, which is suitable for discharge to sanitary sewer, and is classified as a “prohibited discharge” to surface waters will be discharged to sanitary sewer. 3.0 MONITORING Monitoring is required throughout the site wherever construction impacted surface water discharges from the site. Due to the means and methods described above, there are currently no planned discharge locations where we anticipate discharging construction impacted water from the site. In the event of an accident resulting in the discharge of water offsite or to surface water, we will monitor the water daily for pH and turbidity and oil sheen, in compliance with the NPDES permit and CSWPPP. Areas where water is being land applied will be checked frequently by the CESCL and SW Personnel to ensure that the water is infiltrating and not scouring flow paths to onsite sensitive areas, project limits, or surface waters. Discharge locations will be tracked in the TESC figures maintained by the CESCL and stored in the CSWPPP Binder onsite. Each month, prior to the 15th, SW will submit the monthly DMR to Ecology. 4.0 CONTIGENCY PLANS The following sections detail contingency plans in the event of various scenarios. 4.1 Capacity If our approach to handle surface water and/or dewatering water is unable to sufficiently process the influent within an area, SW may modify the plan to increase the effective capacity. Modification may include addition of additional stormwater storage tanks to increase onsite storage, installation of a CESF System, or trucking water offsite. 4.2 Chitosan Enhanced Sand Filtration SW will install and operate the treatment system. The treatment system consists of a roll-off container with external hookups for piping. Sand filter pods, dosing pumps, water quality monitors and system computers are contained within the roll-off container. 4.3 BMP Failure If uncontrolled or imminent discharge to waters of the State because of a BMP failure or change in anticipated conditions occurs, nearby inlets and discharge locations will be plugged, sealed, or otherwise temporarily protected to prevent and minimize debris to the greatest extent possible until other resources can be mobilized to control the impacted stormwater. If there is a spill of hazardous substances, or other incident which introduces unanticipated contamination into the system, discharge will be immediately stopped. The team will assess the extent of contamination and respond accordingly either by cleaning storage tanks or trucking water. Daily inspections will also ensure equipment is functioning properly. 4.4 Unanticipated Contamination General procedures for the discovery of unanticipated contaminated materials are detailed in the Contaminated Materials Plan (CMP) and Contaminated Soil Handling Plan (CSHC), submitted under a different cover. The plan details procedures for when Unanticipated Contaminated Materials are identified, including immediately notifying King County, working to isolate the potentially contaminated area, and covering potentially contaminated soils with plastic. If water is generated during the discovery of unanticipated contaminated materials which needs to be disposed of immediately, it will be disposed of in the sanitary sewer, following notifications to the local sewer agency, in accordance with our discharge permit. 5.0 SLUDGE DISPOSAL AND CONTROL PLAN The storage tank systems will be manually monitored using suitable equipment to measure the percentage of hydraulic capacity remaining in the tank system and water storage area on a weekly basis. As the tank system capacity nears 25% of settable solids, the water will be removed, and the sludge will be characterized by SW at an accredited independent testing laboratory and disposed of at an appropriately permitted facility. Approved disposal facilities are detailed in the Material Waste Management Plan (MWMP), submitted under a separate cover. Sludge will not be stored onsite. Sludge and residual water will be removed from tanks using eductor trucks. SW will be responsible for removing and disposing of sludge. Associated documentation, which may include truck tickets, manifests, and other documentation related to the characterization and disposal of sludges, will be provided on a monthly basis to the Project Representative. 6.0 NON-COMPLIANCE EVENT NOTIFICATION When sampling indicates non-compliance with a Permit Condition, or a violation of surface water quality standards, SW will notify the leadership team immediately. Following a discussion with the Project Representative Environmental Team and the relevant outside agencies will be notified. If required, SW will provide a written report to Project Representative which may be provided Ecology within five calendar days, unless requested earlier by the Ecology. The report will contain a description of the noncompliance, including exact dates and times. If the noncompliance has not been corrected, the report will include the anticipated time it is expected to continue, and the steps taken or planned to reduce, eliminate, and prevent reoccurrence of the noncompliance.
