This Change removes existing sidewalk between STA 603+00 LT and STA 34+15 RT, regrades
the shared use path to establish slope toward the roadway, constructs a revised connection
less than or equal to between the existing sidewalk and shared use path, and modifies
channelization.

The Contractor shall remove the existing sidewalk between STA 603+00 LT and STA
34+15 RT. Work shall include removal of existing sidewalk, revision of trail grading to
slope toward the roadway, construction of a revised connection between the existing
sidewalk and trail, and modification of trail channelization as shown in Field Directive
87.
iv. Measurement:
Section 8-14.4 is supplemented with the following:

c. Plans: Field Directive 87
2. Reason for Change:
The Plans required the Shared Use Path cross slope to transition from sloping toward the
roadway to sloping away from the roadway within the limits of the path. Field review
determined that this transition would create localized ponding conditions and present a
potential hazard to Shared Use Path users. The Shared Use Path grading was revised to
maintain a consistent cross slope and eliminate the potential for water accumulation
within the traveled path.
The Plans required construction of transition ramps between the proposed Shared Use
Path, the existing sidewalk, and adjacent Airport access areas. Field verification
determined that the proposed ramp grades would not meet ADA requirements.
Additionally, the existing sidewalk intended for tie-in was found to be in deteriorated
condition and unsuitable for connection to the proposed improvements.
To resolve these issues, the design connection ramps were deleted, the existing sidewalk
was removed, the Shared Use Path grading was modified, and the channelization was
revised to change the bicycle only section of the asphalt trail to a shared use section to
provide a compliant pedestrian connection consistent with accessibility and safety
requirements.
This Change Order is necessary to add quantity to the CSBC and Cement Concrete
Sidewalk items. This Change is necessary to create an item to compensate the Contractor
for the work required to remove the existing sidewalk and regrade the shared use path.
3. Equitable Adjustment: This Change Order does include an equitable adjustment per
Section 1-09.4 of the 2022 WSDOT/APWA Standard Specifications. See attached.

An independent estimate was prepared for the cost of removing existing sidewalk from STA
603+00 LT to 35+15 RT and regrading the shared use path. The cost was calculated to be
$20,956.72 and has been rounded to an estimated cost of $21,000.00.

4. Critical Path Extension of Time: The time for Completion is extended 0 Working Days.
5. Sections 1-04.4 and 1-04.5 of the 2022 WSDOT/APWA Standard Specifications shall
govern this Change Order. The Work of the referenced Contract is modified to include the
changes detailed herein. The payment provided for herein shall constitute the complete
and final settlement for all costs of labor, equipment, materials, overhead, profit, permit
fees, and all other claims that may be made by the Contractor as a result of this change.

The following is documentation of an oral order given by the Engineer per WSDOT Specification 1-04.4.
The Contractor shall remove the existing sidewalk as stated in the response to RFI #447 and shall install new sidewalk between the existing sidewalk and
the shared use path as shown on the existing exhibit.
The work to remove the existing sidewalk will be tracked by force account and incorporated into a future change order. The work to install the new sidewalk
between the existing sidewalk and the shared use path will be paid using A124 -Cement Conc. Sidewalk.

As discussed in the field with Jordan Howe and Russell Owen on 2/20/2025 there is ~1'+ grade difference between the
Shared Use Path and existing sidewalk from approximate station 601+50 to 603+00. The gravel borrow embankment for the
shared use path is spilling over onto the existing sidewalk. A 3:1 is not possible here. The existing sidewalk is in poor
condition as well. Pivetta had already placed CSBC shared use path and plans to pave the Shared Use Path on 2/19/2025 so
adding a wall for grade difference would impact schedule and lead to rework and work out of sequence. One option that was
discussed was moving the existing sidewalk to shared use path transition ramp to ~603+00.
As previously discussed at 2/19/2025 Owners meeting, the north transition ramp at should be deleted, additional sidewalk
demo to the SE is necessary and the south transition ramp would need be moving.
There is an attachment that summarizes issues and potential solutions discussed.
Please understand Pivetta has placed CSBC for shared use path as of 2/21/2025 and is continuing to place CSBC heading
north. This is in preparation for paving on 2/19/2025. When providing a solution to this issue please consider the
schedule/sequence impacts. A simple markup to describe revisions in order to proceed with work immediately would be
helpful until a revised roadway plans/details can be produced.
Please provide direction direction of what to do regarding this grade issue between the shared use path and existing
sidewalk.
Please confirm additional sidewalk demo will be tracked and paid as extra work.
