HomeMy WebLinkAboutD249 PUD Open Space_26.03.23_PDC briefingD-249 Planned Urban Development –Open Space P&D Committee // March 23, 2026 Maya Simon, AICP // Associate Planner Why only PUDs? •Planned Urban Developments (PUDs) allow modification of development regulations in exchange for protecting natural features and being innovative. •The PUD section of our code requires both common open space and private open space for every unit. •Projects permitted under other code sections can replace private open space with more common open space. •Regulations for PUDs should allow the same, if not more, flexibility as other permitting routes for residential development. 2 Peer Jurisdictions: Is private open space required? No 3 Yes Peer Jurisdictions: How much open space is required? 4 5% of residential floor area (medium and high rise zones, downtown and mixed-use zones) 25% of site area (low rise zones) Peer Jurisdictions: How much open space is required? 5 10% of gross land area (PUDs) Peer Jurisdictions: How much open space is required? 6 35% of total site area (PUDs) Peer Jurisdictions: How much open space is required? 7 Peer Jurisdictions: How much open space is required? 8 Private space OR Common space, first 6 units Common space, 7th+ units Peer Jurisdictions: How much open space is required? 9 R-10, R-14, Cottage Housing Urban Design Districts PUDs Peer Jurisdictions: Design requirements •Most require it to be near and “accessible” to all units •Mixture of outdoor and indoor space allowed •Some define a minimum area or dimension •Specific areas excluded from the calculation (driveways, parking, storage space, etc.) 10 Peer Jurisdictions: Are there alternatives? Contributing to a designated green street can reduce the required open space by up to 50%. Replace with public open space. Pay a fee-in-lieu for up to 50% of the required open space. 11 Replace with a public trail or park, in line with adopted plans. Pay a fee-in-lieu, if within ¼ mile of a public park. Preliminary Proposed Changes 12 Adding Options 1.Modify private open space dimensional standards.
