AMENDMENT NO. 1 TO AGREEMENT FOR ENGINEERING SERVICES FOR SCHOOL AND PEDESTRIAN CROSSING NO. 2 CAG-25-086 THIS AMENDMENT, dated for reference purposes only as March 9, 2026, is by and between the City of Renton (the “City”), a Washington municipal corporation, and Gray & Osborne, Inc. (“Consultant”), a Washington corporation. The City and the Consultant are referred to collectively in this Amendment as the “Parties.” Once fully executed by the Parties, this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-25-086, dated March 20, 2025, to provide necessary services for the School and Pedestrian Crossing No. 2 project (referred to herein as the “Agreement”); Whereas, the Parties wish to amend the Agreement to change the compensation in order to complete the engineering services for School and Pedestrian Crossing No. 2 Project. NOW THEREFORE, it is mutually agreed upon that CAG-25-086 is amended as follows: 1.Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit A-1, which is attached and incorporated herein. 2.Compensation: Section 4, Compensation, is amended so that the maximum amount of compensation payable to Consultant is increased by $99,922.41 from $135,480.88 to $235,403.29, plus any applicable state and local sales taxes. The additional compensation shall be paid based upon Work actually performed according to the rate(s) or amounts specified in Exhibit B-1, which is attached and incorporated herein. 3. All terms of the Agreement not explicitly modified herein shall remain in full force and effect and such terms shall apply to Work performed according to this Amendment as if fully set forth herein. The expiration date of this agreement is January 1, 2028, adding 1 year to the original agreement. Additional Engineering Services Task 5 – Additional Design Services – Sites 1-3 Provide additional design services to include adding a new electric service at Site 3, additional potholing work at Sites 1, 2, and 3, preparation of vehicle tracking exhibits and additional design of the curb ramp layouts/grading at Sites 1, 2, and 3 that were not included in the original scope. Authorize the existing Management Reserve funds for a portion of this work. 5.1 Prepare a new electrical service application to PSE for Site 3 (116th Avenue SE) on behalf of the City. Add a new service cabinet at that site. Coordinate with PSE for the power to the new service cabinet at Site 3. 5.2 Perform sawcutting work to do with the pothole construction, located at the hard surfaces on this project. 5.3 Prepare vehicle tracking exhibits for Site 1 (Union Avenue NE) and Site 2 (Hoquiam Avenue NE) 5.4 Redesign the curb ramps at all three sites based on City 90 percent comments. 5.5 Perform added survey hours for right of way research, the research was more complex than anticipated. EXHIBIT A-1 Construction Management Scope of Work Page 2 Task 6 – Additional Project Management and Coordination – Site 4 Provide additional project management and coordination required to add a fourth crosswalk improvement to the contract. The added crosswalk is located at Union Avenue NE and NE 10th Street. Task 6.1 – Invoicing Additional monthly progress reports and invoices (up to three) will be provided, either by email or by hardcopy. Each report will include task accomplishments, status of deliverables, items needed by the City and/or others, and expected upcoming activities. Task 7 – RRFB Design – Site 4 The City of Renton (the “City”) has identified the need for improved pedestrian crossings by installing rectangular rapid flashing beacons (RRFBs) and a School Speed Limit 20 mph When Flashing sign with flashing beacon at the north side of the intersection of Union Avenue NE and NE 10th Street (Site 4). The Site 4 improvements generally includes: x RRFBs with accessible push buttons; x Upgrading both existing School Speed Limit Zone 20 mph signs to add flashing beacons with When Flashing plate (solar powered ok if AC powered not possible) in the northbound and southbound approaches to the crosswalk at NE 10 th Street; x Signage; x Pavement markings; x Sidewalk widening/bulbouts; x ADA/curb ramps improvements; x Drainage improvement; x Visibility improvements; x Street lighting, if needed. Task 7.1 – Topographic Survey and Base Mapping The Consultant will provide survey services to create a base map as necessary to complete design for the added crosswalk at Union Avenue NE and 10th Street (north side of the intersection). Survey services will include the following information. Consultant will locate surface and underground features within 50 feet of the crosswalk location (in each direction). Consultant will locate curb, striping and signage from 50 feet to 200 feet. Survey will extend behind sidewalk 5 feet at each location and will stay within the EXHIBIT A-1 Construction Management Scope of Work Page 3 public right-of-way abutting non-properties. Surface and underground features will include existing vegetation, pavement markings, curb (islands and sidewalk), tactile warning strips, sign locations, edge of pavement, castings, all other traffic features (such as flexposts/pylons), utility/signal poles, overhead signs and related suspension systems, traffic/signal cabinets, and underground utilities. Other surface features that are unique to each site but not listed here will also be surveyed and included in the base map. Consultant will identify approximate right-of-way extents based on GIS ROW records. Property deeds will not be acquired during this project. Consultant will perform potholing to verify design for foundation locations at the fourth crosswalk location crossings for up to three potholes of which all will be located within the sidewalk or paved areas. For all three locations, this scope of work assumes potholes will be sawcut and then backfilled with native material (if dry and in the case that the native material is wet then crushed surfacing top course will be used) but only temporary surface replacement with cold mix is expected due to the fact that construction of new sidewalks/ roads surfaces will restore the surface to new condition. If permanent surface replacement is required (pothole performed outside of future construction limits), this could be added to the scope and budget by way of contract amendment. Assumptions 1. Consultant will calculate right of way through research and using the title reports obtained by the City as part of the project. No parcel maps will be created during this phase. If parcel maps are needed, they will be scoped during a later phase. Survey right of way lines will show on plans. 2. The City will provide GIS utilities files and all utility records where available for the project site at least one week prior to start of field work. 3. Trees with trunk diameters of 4 inches and above will be surveyed. Trees will be labeled with trunk and dripline diameter and the species will only be classified as coniferous or deciduous unless directed otherwise. All trees will show on Plans. 4. Manholes over 25 feet deep or full of debris/water will not be as- built as they require confined space entry to access the manhole in order to accurately measure the depth. 5. Assume drainage design is required at all crossings and the new drainage improvement will be tied into the existing drainage system. Pipe tracing are not included within this scope. If this service is needed, additional scope and budget can be added with an amendment at a later date. EXHIBIT A-1 Construction Management Scope of Work Page 4 6. Base maps will be provided in the Civil3D 2020 using APWA CAD standards and layering. No hard copies will be provided, PDF format will be provided. Title block and title data will be provided for PDF survey sheets by Gray & Osborne, Inc. 7. Base maps will be provided in NAD83 (2011) North Zone horizontal Datum and NAVD88 vertical Datums Deliverables (NTP to 1.5 month Post-NTP) x Two AutoCAD 2020 Civil3D digital drawings; one drawing will contain a flattened 2D base map and the second drawing will contain the 3D DTM surface. x Topographical survey sheets will be provided in PDF format. x Point data in .csv file format, point number, northing, easting, elevation, description. x Project site photos (.jpeg). Existing lighting condition will be analyzed using AGi32 for the Site 4 crosswalk area to evaluate if the existing lighting meets the City’s requirements. 7.2 – Puget Sound Energy Coordination – Site 4 The Consultant will coordinate with Puget Sound Energy to identify AC power source at Site 4, if needed, crossing as service point for RRFBs and the School Speed Limit 20 mph When Flashing sign with flashing beacons and confirm service connection design. 7.3 – RRFB Final Design – Site 4 The Consultant will prepare a 90 percent design package, and 100 percent/Bid documents for the Site 4 crossing. The Consultant will prepare standard 1"= 20' scaled drawings for the Site 4 school crossing. The crosswalk drawings will show information including approach and crossing channelization, signage, paving repair, utilities, landscape, RRFBs, School Speed Limit 20 mph When Flashing sign with flashing beacon, bulbout for sidewalk widening, and ADA improvements, as required. Aerial image will be included in the civil site and signal layout sheets as a background layer to show existing conditions. The right- of-way will be marked in the civil site and signal layout sheets. The Consultant will prepare an itemized quantity takeoff of bid items for the Site 4 crossing and Engineer’s Estimate for the project to incorporate Site 4 at the 90 percent and 100 percent/ Bid document design submittals. EXHIBIT A-1 Construction Management Scope of Work Page 5 7.3.1 – 90 Percent Design – Site 4 The Consultant will prepare plans, draft special provisions, and provide an engineer’s estimate for the 90 percent design of Site 4. Anticipated sheets for the Site 4 90 percent submittal include: Site Preparation and Demolition Plan, including TESC 1 Paving/Storm Plans and Sections (1"=10") 2 Channelization Plan (Channelization and Signage 1) 1 Curb Return and RRFB/ School Speed Limit 20 mph When Flashing sign with flashing beacons Plans 2 TCP Plans 2 Deliverables (1.5 months NTP to 3 months NTP) x 90 Percent Design Plans (electronic PDF of half-size drawings). x 90 Percent Design Engineer’s Estimate. x Draft special provisions for civil, landscape and signal design. x Curb ramp improvements MEF documentation, if required. x TIR documentation, if required. Meetings x Comment resolution meeting. Task 7.3.2 – 100 Percent/Bid Documents – Site 4 Upon receipt of 90 percent comments the Consultant will incorporate Site 4 into the bid set and prepare bid-ready documents, including plans, special provisions and engineer’s estimate ready for all the stamps and signatures needed for bid advertisement. Any final additions to the project manual will be added at this time. The Consultant will perform a final Quality Assurance/ Quality Control QA/ QC) review to ensure that all comments have been addressed and furnish the final bid package to the City, and submit QA/ QC documents to the City for review/ approval.
