EG87059 CASE# 26-2166 OF COLLISION 03/19/26 03:58 OF COLLISION NARRATIVE 26-2166 Unless stated otherwise, this incident occurred in the City of Renton, County of King, State of Washington. During this incident, I was on duty as a Police Officer for the city of Renton. I was wearing a fully marked uniform and driving a fully marked vehicle. This incident was recorded with video and audio. It is important to note that the camera may have captured things that I did not perceive, and I may have perceived things not captured by the camera. The following is a summary of the events: On 03/19/2026 at approximately 0401 hours, I was dispatched to a hit and run collision at the intersection of SE 174th St and 106th PI SE. Dispatch advised that the suspect driver fled on-foot towards the Aviator Apartments, 10408 SE 174th St. The victim (Driver 2) was later identified via WA DOL as LETICIA MADORA ALBARRAN (DOB: 02/18/1978) and her vehicle (Unit 2) was identified as 2019 NISSAN KICK (WA: CVL3661). The suspect (Driver 1) was later identified via WA DOL as DERRICK B. THOMPSON (DOB: 11/28/1992) and his vehicle (Unit 1) was identified as 2024 JEEP COMPASS (WA: CVK7400). The Jeep returned to VALITIA Y. SAULS (DOB: 06/30/1971). Upon arrival, I observed the Jeep facing southbound at the intersection with moderate damage to the front passenger door. The Jeep was abandoned. I observed the Nissan facing eastbound at the intersection with heavy damage to the front end. Both vehicles had airbag deployment. I took photos of the scene and later uploaded them to Evidence.com. Leticia agreed to conduct a sworn recorded statement. I proceeded to interview her. In summary, Leticia was driving eastbound on SE 174th St when the Jeep exited the private driveway of the Aviator Apartments and began driving southbound through the intersection. Leticia's Nissan front-end ultimately collided with the Jeep's front passenger side. Leticia told the Derrick that they should exchange information and wait for the police. However, instead of staying and exchanging information, Derrick yelled something to the effect of: "You crashed into me," and then ran northbound into the Aviator Apartments. While Leticia was on the phone with 911, Derrick returned to the Jeep, grabbed belongings, and ran away towards the Aviator Apartments once more. Derrick did not threaten or harm Leticia. Leticia described Derrick as a black male, believed to be in his late twenties or thirties, approximately 5'8, average build, wearing a black sweater with the hood over his head, gray pants, white shoes, and carrying a red backpack. To end the statement, Leticia wished to press charges and assist in prosecution. Leticia left the scene shortly afterwards. Assisting Officers checked the area for Derrick with negative results. I proceeded to impound the Jeep due to being abandoned. I conducted an inventory of the vehicle, and located $11 in cash which took for safekeeping. Banker's Tow responded shortly after and took custody of the vehicle. The impound form was later submitted to Renton PD Records. As Banker's Tow was loading up the Jeep, Valitia arrived at the scene. Valitia explained that her Jeep app notified her of the collision which prompted her to respond. Valitia stated that her son, Derrick, was in possession of the Jeep, and should have been the driver. Valitia was able to contact Derrick and convinced him to speak to me. PAGE 3 OF 6 DATE AND REPORT NO. EG87059 CASE# 26-2166 OF COLLISION 03/19/26 03:58 OF COLLISION NARRATIVE Shortly after, I observed Derrick exiting the Aviator Apartments and returning to the scene. Notably, Derrick is a black male, was approximately 5'8, average build, wearing a black sweater with the hood over his head, gray jeans, and white shoes. Derrick matched Leticia's provided suspect description. Derrick was wearing baggy clothing and had large objects in his pockets. Based upon these factors and his alleged tendency to flee, I frisked Derrick's person and did not find any weapons. I proceeded to interview Derrick. In summary, Derrick stated that he was exiting the parking lot of the Aviator Apartments and got into a collision. This statement correlated with Leticia's account of events and the scene. Based upon the totality of the circumstances, I developed reasonable suspicion to detain Derrick for investigation of hit and run. I handcuffed Derrick, checked for proper fit, and double- locked the handcuffs. At this point, I was able to positively identify Derrick through WA DOL. Derrick's DOL physicals show a black male, 5'8, 160 lbs., and 32 years old. Derrick returned as Suspended/Revoked in the 2nd Degree and his license required him to have an ignition interlock device. For note, when I conducted an inventory of the Jeep earlier, I did not observe an ignition interlock device installed. I proceeded to advise Derrick of his Miranda Rights directly from my department-issued codebook. Derrick stated that he understood his rights and did not wish to speak to Officers. I did not question Derrick any further. Shortly after, Officer J. Elfering conducted a field show-up with Leticia. Leticia identified Derrick as the suspect with 80% certainty. As a result, I placed Derrick under arrest for hit and run attended, driving while license suspended in the second degree, and driving without an ignition interlock device. Officer R. Watson assumed custody of Derrick and booked him into SCORE Jail, 20817 17th Ave S, Des Moines. Based upon the totality of the circumstances, Derrick committed hit and run attended. Leticia provided a sworn recorded statement detailing that a suspect matching Derrick's physicals was the driver of the Jeep that collided with her. After the collision, the driver failed to exchange information with Leticia and fled the scene twice. Leticia described the suspect as a black male, in his late twenties/thirties, approximately 58, average build, wearing a black sweater with the hood over his head, gray pants, and white shoes. Derrick later arrived at the scene matching the provided description. Pre-Miranda Warnings, Derrick provided a brief statement that confirmed his involvement in the collision. Leticia later participated in a field show-up and identified Derrick as the suspect with 80% certainty. Furthermore, Derrick committed driving while license suspended in the second degree and operating a motor vehicle without an ignition interlock device. Derrick was identified as the driver of the Jeep. conducted a records check on Derrick, and he returned as Suspended/Revoked in the 2nd Degree and requiring an ignition interlock device. When I conducted an inventory of the Jeep, I did not observe an ignition interlock device. As a result, Derrick was issued Criminal Citation #6A0054017 for RCW 46.52.020 - HIT AND RUN ATTENDED VEHICLE, RCW 46.20.342.1 B - DWLS 2ND DEGREE, and RCW 46.20.740 - OPERATING MOTOR VEHICLE WITHOUT IGNITION INTERLOCK. Derrick was ultimately booked into SCORE Jail without incident. Please refer to all supplemental reports for full details. This concludes my involvement on today's date.
