EG86762 CASE# 26-1865 GATE OF COLLI r�510NN + 03/09/26 08:52 L1 NARRATIVE 26-1865 On 03/09/2026 at approximately 0853 hours, I was dispatched to a blocking vehicle collision with reports of injury at the intersection of SW 43rd Street and Lind Avenue SW, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I contacted the parties involved and confirmed the involved driver of Unit#2 was complaining of chest pain. The Renton Regional Fire Authority (RRFA) was also dispatched to respond. RRFA later arrived on scene and transported the driver of Unit#2 to Valley Medical Center (VMC) for further evaluation. The driver of Unit#1 did not complain of injury. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 stated that he was the sole occupant of his work vehicle (box cargo truck) and that prior to the collision he was traveling eastbound in about the 400 block of SW 43rd Street and approaching the controlled intersection of Lind Ave SW in the left-turn-lane (lane 3 of 3). The driver of Unit#1 had got into the left-turn-lane and slowed to yield to traffic for an upcoming left-turn, with the intent to proceed northbound onto Lind Ave SW. The driver of Unit#1 stated that his traffic light was green and therefore proceeded to make a left turn. While beginning to traverse across the westbound lanes of SW 43rd Street, the driver of Unit#1 stated that he noticed Unit#2 approaching the same intersection, specifically lane 2 of 2, and "kept coming". The driver of Unit#1 proceeded to make the left turn across the westbound lanes of travel. While Unit#1 was turning, the driver of Unit#1 stated that both vehicles collided in the roadway causing significant damage to the front bumper of Unit#1. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling westbound in about the 300 block of SW 43rd Street approaching the controlled intersection of Lind Ave SW in lane 2 of 3. The driver of Unit#2 stated he was intending to continue west. The driver of Unit#2 stated his traffic light indicated green and therefore he continued going straight ahead. The driver of Unit#2 saw Unit#1 turn in front of his vehicle. The driver of Unit#2 stated he was unable to avoid the collision and both vehicles collided causing significant damage to the front of Unit#2. An independent witness, identified as Ashley Perry, stated she was exiting a nearby business parking lot when she looked over towards the scene of the collision. Perry said that Unit#2's traffic light was displaying yellow but had switched to a red-light indication after the collision had occurred. Perry believed the traffic light was either green or yellow for Unit#2's direction of travel prior to collision. Based on the above statements, I determined that the Driver of Unit#1 (Lin) is the proximate cause for the collision due to not granting the right of way during a left turn causing a collision. The driver of Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to turn to the left within an intersection and not yielding the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. The driver of Unit#1 (Lin) did not grant the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. Due to Unit#1 having to traverse across oncoming traffic, the driver of Unit#1 must wait until the intersection is clear of hazard prior to proceeding. I cited the driver of Unit#1 (Lin) via mail for Fail to Yield during a Left Turn. Unit#1 was able to be driven away from the scene. Unit#2 had to be towed due to extensive damage caused.
