This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 03-18-2026 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 1755 hours I was dispatched to a non-injury collision at the intersection of SW Sunset Blvd/Rainier Ave S, City of Renton, County of King, State of Washington. I was originally dispatched to a vehicle versus pedestrian call at the same address. When 1 arrived on scene, I was notified by Officer Battle of a separate collision that occurred. Officer Battle advised the vehicles involved in the separate collision pulled in at O'Reilly Auto Parts located at 307 Rainier Ave S. The following are the vehicles and parties involved: Unit 1: silver 2007 Volkswagen Rabbit (license plate#CNY2348/WA). Unit 2: white 2016 Nissan Rogue (license plate# CJU8340/WA). Driver of Unit 1: Kevin U. Lopez Boyaca (DOB 10-06-2004). Driver of Unit 2: Julia 1. Buchanan (DOB 10-25-1973). Passenger of Unit 2: Merle A. Buchanan (DOB 05-29-1950). All parties involved were positively identified via WADL's. I met Kevin, Julia, and Merle on the east side of the business with their vehicles. 1 observed the following: The Nissan had almost unnoticeable damage, but I observed minor rear end damage. The rear end had a few minor chips in the plastic bumper, and I did not notice any other damage to the vehicle. I observed the Volkswagen had severe front-end damage to the vehicle. The Volkswagen's hood to the vehicle was bent open which exposed the engine compartment and metal/wires to the vehicle. Also, the front driver's side fender had been severely damaged to the point where it made it difficult to enter the driver's seat. I spoke with Julia, and she advised the following occurred: Julia was in lane three of eastbound traffic at the intersection of SW Sunset Blvd/Rainier Ave S. Julia was stuck in traffic likely as a result from the recent vehicle vs pedestrian collision that occurred in the same intersection. Julia had about three vehicles in front of her and was slowly moving east. Julia had her left turn signal activated to turn northbound onto Rainier Ave S. While Julia had just came to a complete stop before the intersection, she was struck from behind by Unit 1. After the collision occurred she relocated with Unit 1 to the O'Reilly Auto Parts store. Julia was able to identify Kevin as the driver of Unit 1 and the sole occupant as well. spoke with Kevin, and it became apparent that Kevin's primary language was Spanish. I used AXON Assistant to assist in translation with my conversation throughout my entire contact with him. Kevin advised the following occurred: Kevin was directly behind Unit 2 for eastbound traffic at SW Sunset Blvd/Rainier Ave S. Kevin drove eastbound and said that Unit 2 had made an abrupt stop while in their lane. Kevin said he was unable to stop his vehicle in time to prevent a collision and ultimately collided with the rear of Unit 2. Kevin said that he felt that the collision was not his fault because of the abrupt stop made by Unit 2. The proximate cause for the collision was that Unit 1 followed too closely to Unit 2 and did not allow a reasonable amount of separation between the two units. As a result, Unit 1 collided with Unit 2 when Unit 2 came to a complete stop as a result of traffic conditions. gathered Julia's driver's license, insurance information, and contact information. 1 gathered Kevin's driver's license and contact information. Kevin advised he recently purchased the Volkswagen and did not have insurance for the vehicle. I conducted a subsequent WADOL query for both drivers. 1 received a WADOL return that Kevin's driver's license was Suspended/Revoked in the 2nd Degree as of 03-16-2026. 1 have probable cause to believe that Kevin U. Lopez Boyaca (DOB 10-06-2004) committed the crime of Driving While License was Suspended/Revoked in the 2nd Degree (RCW 46.20.342.1 B), by PAGE 3 OF 5 REPORT NO.` EG87021 CASE# 26-2158 O COLLI COLLISION TIME OF 03/18/26 17:45 COLLI NARRATIVE operating a motor vehicle upon a public roadway while their driver's license was in suspension/revocation status. I advised Kevin he was being placed under arrest, and I placed him into handcuffs without further incident. I searched Kevin incident to arrest and found nothing of evidentiary value. I read Kevin his Miranda Warning verbatim from my department issued code book. Kevin said he understood his rights. I had asked Kevin if he knew his license was suspended, and he replied that he did not. I told Kevin that his license was likely suspended as a result from his DUI arrest that took place in February of this year. Kevin said that he thought he would be notified if anything came of the arrest, but claimed he was not told his license was being suspended. I made the decision to cite Kevin and release him into the custody of his friend who arrived on scene. I released Kevin from custody and gave his small property back to him. I issued Kevin a Sector citation for DWLS in the 2nd Degree (RCW46.20.342.1 B), Following Vehicle Too Closely (RCW 46.61.145.1), and Operating a Motor Vehicle Without Insurance (RCW 46.30.020). 1 advised Kevin that he would receive his citations in the mail. I provided Kevin and Julia each with a copy of the exchange of information sheet. I took photos of both vehicles and uploaded them to evidence.com. This concludes my involvement in this case.
