Upon my arrival, I confirmed that no one sustained any injuries requiring medical attention. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1, identified as Husainou Waggeh, said he was stopped at a stop sign facing westbound at the intersection of Bronson Way NE and Sunset Blvd NE. Husainou told me he was intending to make a left turn at the intersection to proceed southbound onto Sunset Blvd NE. While yielding to approaching traffic, he believed traffic was clear and began to turn out into the roadway. While turning, Husainou saw Unit#2 traveling northbound at a high rate of speed. Husainou was unable to complete his turn in time so both vehicles collided in the roadway causing significant damage to the left side of the vehicle, specifically the two left doors. The collision caused Unit#1 to spring right and land on a concrete jersey barrier. The vehicle became undrivable. The driver of Unit#2, identified as Miguel Fereyra Solis, said he was the sole occupant of his vehicle and was traveling northtbound on Sunset Blvd NE and approaching the intersection of Bronson Way NE where Unit#1 was located. Miguel stated he was intending to continue straight through the uncontrolled intersection for his direction of travel. Upon reaching the intersecting driveway, Unit#1 failed to yield to his vehicle at the intersection. Miguel was unable to avoid the collision and subsequently collided into Unit#1 causing significant damage to the front of Unit#2. Based on the above statements, I determined that the Driver of Unit#1 (Husainou) is the proximate cause for the cause of collision as he did not grant the right of way to traffic already in the roadway and underway. Smith violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. I cited Husainou for Failing to Stop/Yield at an intersection causing a collision. When asked to provide his driving documents, Miguel told me he was operating a motor vehicle without insurance. He was cited for not having insurance. Unit#1 had to be towed due to extensive damage. An exchange of information was provided to all involved parties.
