Upon my arrival, I confirmed that this was not a hit and run and that driver of Unit#1 had left contact information. I confirmed no one sustained any injuries requiring medical attention. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#2, identified as Anna Tran, said she was the sole occupant of her vehicle and was traveling eastbound on Maple Valley Hwy and approaching the intersection of 145th Ave SE where Unit#1 was located. Anna stated she was intending to continue straight through the uncontrolled intersection for her direction of travel. Upon reaching the intersecting driveway, Unit#1 failed to yield to her vehicle at the intersection. Anna was unable to avoid the collision and subsequently collided into Unit#1 causing significant damage to the front of Unit#2. The driver of Unit#1, identified as Ashley Warder, said she was stopped at a stop sign facing northbound at the intersection of 145th Ave SE and Maple Valley Hwy. Ashley told me she was intending to make a left turn at the intersection to proceed westbound onto Maple Valley Hwy. While yielding to approaching traffic, vehicles in the "first lane" (right turn lane) stopped and created a gap in traffic. she believed traffic was clear and began to turn out into the roadway. While turning, Ashley saw Unit#2 traveling eastbound at a high rate of speed. Ashley was unable to avoid the collision so both vehicles collided in the roadway causing significant damage to her front bumper. Based on the above statements, I determined that the Driver of Unit#1 (Ashley) is the proximate cause for the cause of collision as she did not grant the right of way to traffic already in the roadway and underway. She violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. I cited Ashley for Failing to Stop/Yield at an intersection causing a collision. Also, when I checked Ashley's information through our law enforcement data base, I learned Ashley's license is suspended in the 3rd degree. She also has a restriction on her license. She needs to have an ignition interlock device which I did not see in her vehicle. Photographs were taken of Ashley's vehicle and attached to Axon. She was cited for operating a vehicle while having her license suspended in the 3rd degree and not having an ignition interlock device. An exchange of information was provided to all involved parties. Later, I confirmed Ashleys identify by creating a photo montage. I had officer S. Tamaivena present the montage to Anna Tran. Once presented, Officer Tamaivena told me that Anna had picked photograph number 2, which was Ashley Warder. The montage will be attached to this police report. Ashley's DLWS 3 and ignition interlock citations were submitted to the Renton City Prosector.
