Pre-Collision Driver 2 stated that she was traveling West on NE 12th St approaching Jefferson Ave NE. Driver 2 stated that she was in the #2 lane preparing to go straight ahead. Driver 2 had no traffic control device at this intersection proceeding Westbound. Driver 1 stated that she was driving North on Jefferson Ave NE just South of NE 12th St. Driver 1 stated that there was another juvenile male that was throwing rocks at Unit 1 which she stated prompted her to accelerate her vehicle. Driver 1 stated that she was approaching NE 12th St at this time. Collision Driver 2 stated that as she entered the intersection of NE 12th St and Jefferson Ave NE, Unit 1 emerged from the South side of the intersection and proceeded to enter the intersection against the posted stop sign. Driver 2 stated that the front bumper of Unit 1 collided with the drivers side doors of Unit 2, causing Unit 2 to roll onto its passenger side, over a fence on the Northwest side of the intersection, and the roof of Unit 2 came to rest colliding with the front passenger side bumper of Unit 3, which was legally parked on private property off of the public roadway. Driver 1 originally stated that she stopped at the stop sign and then proceeded into the intersection. Given that she had collided with Unit 2 with enough force to cause it to roll, I advised her that it was highly unlikely that she came to a full and complete stop. Driver 1 stated that she did in fact fail to stop at the posted stop sign, and entered the intersection after accelerating. Driver 1 stated that the front bumper of Unit 1 collided with the drivers side doors of Unit 2 causing Unit 2 to roll onto its passenger side. Driver 1 stated that she did not go to check on Driver 2 following the collision, as her and both of her passengers failed to wear their seatbelts, resulting in minor head injuries to all of them which was evident by the broken glass in the shape of a head on either side of the windshield. I spoke with Unit 3's owner who provided me his insurance information. Unit 3 was legally parked and unoccupied facing East within a parking lot on the Northwest side of the intersection. Witness 1 stated that she was a few vehicle behind Unit 2 and also proceeding Westbound. Witness 1 stated that she saw Unit 1 fail to stop at the posted stop sign and cause this collision. When asked to estimate the speed of Unit 1 entering the intersection, Witness 1 stated that she guessed that Unit 1 was traveling at or around 40 or 50mph. Another witness advised that Driver 1 had been driving erratically prior to the collision, as Driver 1 was circling her and her family while passengers within Unit 1 yelled racial slurs at her and her family. This witness also advised that Driver 1 ran numerous stop signs while driving through the area between NE 12th St, Harrington Ave NE, and Jefferson Ave NE prior to this collision. Injuries Driver 1 and all passengers complained of pain in their head and on various areas of their body. The left rear passenger of Unit 1 reportedly lost consciousness following the collision. Both passengers from Unit 1 were medically transported. Driver 2 complained of pain but was not medically transported. Vehicle Disposition Unit 1 and 2 were both impounded as they were rendered inoperable. Proximate Cause Driver 1 advised me that she took her mother's vehicle without permission. Driver 1 advised me that there was no insurance and that she did not have a valid drivers license. Driver 1 did not provide me with any ID and I had to verify her identity via local records, which revealed that she lied about her aged and I located a corrected birthday of 12/13/2009. 1 determined that Driver 1 is the proximate cause of this collision because any person who drives any vehicle in willful or wanton disregard for the safety of persons or property is guilty of reckless driving. Driver 1 did this by running numerous stop signs and traveling at a speed that was perceived by PAGE 4 OF 7 REPORT NO.` EG87206 CASE# 26-1693 O COLLI COLLISION TIME OF 03/02/26 15:52 COLLI NARRATIVE witnesses to be excessively fast for an area in which the speed limit is 25mph. Driver 1's willful and wanton disregard for the safety of persons and property resulted in thousands of dollars in property damage and the necessity that her passengers be medically transported for the injuries that were caused as a result of her actions. There does exist probable cause to arrest Driver 1 for the crime of reckless driving for the aforementioned reasons. Due to the fact that Driver 1 is a juvenile, this case should be forwarded to the King County Juvenile Prosecutors for further review. Driver 1 did also violate RCW 46.61.190.2, RCW 46.20.015, RCW 46.30.020, RCW 46.61.688 and RCW 46.16a.030 for having registration expired over 2 months.
