Statements have been paraphrased and summarized. On 03-20-2026 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 2126 hours I was dispatched to a non-injury hit and run report at Target, located at 1215 N Landing Way, City of Renton, County of King, State of Washington. I gathered from the call notes,*REQ IN PERSON CONTACT* 1 HR AGO, IN P/LOT,ACCHR, SUSP INFO, NO INJ The following are the vehicles and parties involved: Unit 1: blue 2014 Toyota Corolla (license plate#AQS2379/WA). Unit 2: black 2024 Honda Civic (license plate#CLS8607/WA). Driver of Unit 1: Unknown. Registered Owner of Unit 1: Karen T.Takizawa (DOB 03-28-1962). Registered Owner of Unit 2: Justin N. Luong(DOB 04-25-2000). Witness: Melissa A. Moran (DOB 08-29-1983). 1 arrived on scene and met with Justin who I positively identified via WADL. Justin advised the following occurred: Justin arrived at Target at approximately 2019 hours and parked Unit 2 on the east side of the parking lot directly across from the "CVS PHARMACY" sign. Justin returned to Unit 2 about an hour later and observed that Unit 2 had been damaged to the rear of the trunk compartment. Justin observed a sign on his front windshield that was from witness Melissa. Melissa wrote a note saying she observed the hit and run at approximately 2035 hours and provided her phone number. Officer: Mello,Joseph #R13020 Reviewed By: Tibeau, Quint G Date/Time: 03/21 /2026 05:20 Collision 2026-00002222 Paqe 3 OF 5 Case Number 2026-00002222 Officer Narrative-Continued Justin contacted Melissa by phone, and she provided the suspect license plate "AQS2379/WA". I observed Unit 2 parked "nose in"the parking space, observed minor scratches to the rear trunk compartment, and significant damage to the front driver's side fender.Justin advised the damaged front driver's side fender was pre-existing from a separate incident. Later, I spoke with Melissa, and she advised the following occurred: Melissa drove north bound in the Target parking lot where Unit 1 and Unit 2 were located at. Melissa observed Unit 1 on the east side of the parking lot adjacent to Unit 2. Unit 1 was reversing and collided with the rear of Unit 2. Melissa said that the force used by Unit 1 was significant enough to make both Unit's move. Unit 1 came to a complete stop and stood stationery for a brief moment.The driver of Unit 1 looked to their left and right before continuing their path of travel. Unit 1 then drove southbound in the parking lot past Melissa. Unit 1 then drove eastbound towards Garden Ave N and left the scene without providing their information. Melissa said she had made eye contact with the driver of Unit 1 and was able to provide a limited description. Melissa described the driver of Unit 1 as an elderly female,white, short grey hair, and wore glasses. I asked Melissa if she would recognize her if she saw her again, and Melissa replied that she would. I read Melissa our departmental Pre-One-on-One Admonitions statement verbatim from my department issued code book. Melissa said she understood. I showed Melissa a picture of Karen who was the registered owner of Unit 1. 1 asked Melissa if she recognized Karen, and Melissa replied that she believed that Karen "may or may not be"the driver of Unit 1. Furthermore, Melissa said that she was not sure Karen was the driver of Unit 1, but that Karen had very similar characteristics. Justin advised that he wanted to press charges for the hit and run. If a suspect is positively identified, I have probable cause to believe that the driver of Unit 1 committed the crime of Hit and Run Unattended (RCW 46.52.010), by operating a motor vehicle This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. After I completed my contacts with Melissa and Justin Target had closed. As a result, I was unable to contact loss prevention to review video surveillance. I attempted to make contact at Karen's residence to locate Unit 1 and determine Karen's whereabouts when the hit and run occurred. Unit 1 was not at the location, nor was I able to make contact with Karen at her residence. I will follow up with Target on 03-21-2026 to locate video surveillance of the hit and run, and of the driver of Unit 1 entering the building. This concludes my involvement in this case.
