The following information will need to be submitted before June 23, 2026 so that we may continue the review of the above subject application: The submitted site plan currently shows an addition on the south building façade, which would be within the existing piped stream easement. Please revise the site plan to remove this addition from the easement area. Please update the submitted Parking Study to demonstrate that the proposed project would provide adequate parking. If off-site parking is proposed to meet the parking demand, please provide a draft parking agreement and site layout for the proposed off-site parking. City staff concurs with the methodology utilized to determine the increase in trips based on the unique site characteristics and the distribution pattern of current parked employees and visitors and ratio of office and accessory spaces within the current building. The report analyzed the intersection of Seahawks Way and Lake Washington Blvd N in conjunction with WSDOT’s Transportation Discipline Report that analyzed levels of service (LOS) for intersections at and near the NE 44th Street interchange as a portion of the I-405/Renton to Bellevue Widening and Express Toll Lanes Project which is in the process of adding multiple roundabouts including the I-405 southbound interchanges with Lake Washington Blvd N. Additionally, the report assumes that a roundabout would be constructed at the intersection of N 43rd St and Lake Washington Blvd as a portion of the Kennydale Mixed-Use development located on parcel 3224059049. The inclusion of the roundabouts eliminates left-turn movements to and from Seahawks Way to Lake Washington Blvd and would restrict the intersection to right-in and right-out only with any traffic existing Seahawks Way routing to I-405 by taking a right-out and utilizing the roundabout at N 43rd St to “u-turn” back towards the freeway. While the WSDOT roundabouts are currently under construction and funded, the Kennydale Mixed-Use Development and associated roundabout are currently under City permitting review process and there is no guarantee for construction has been provided at this time. The analysis did not include a scenario or LOS analysis at the intersection of Seahawks Way and Lake Washington Blvd for the event that the roundabout at N 43rd St and Lake Washington Blvd is not constructed and left turns to and from the intersection operate in the current condition. The analysis also did not provide recommendations or mitigation measures for this scenario. While City Staff concurs with the intersection analyses of the ultimate build-out scenario where all roundabouts are constructed, since the scenario is contingent on an unpermitted roundabout at N 43rd St additional analysis and mitigation will be required. Please provide an updated Traffic Study that analyzes the intersection of Seahawks Way and Lake Washington Blvd without construction of the roundabout at the intersection of N 43rd St and Lake Washington Blvd. The review of your project has been placed on hold until these comments are addressed and updated plans and reports are submitted for review. Please make sure all plans and reports are formatted in accordance with the City’s adopted Electronic File Standards. When you are ready to resubmit, please contact me for a link to our FTP site where all submittal items will be uploaded for review. The Environmental Review Committee meeting scheduled for March 30th and the Public Hearing scheduled for April 28th have been cancelled and will be rescheduled when the above comments are addressed.
