Officer Narrative
Narrative
Unless otherwise noted, all events took place in the City of Renton, in the County of King, in the State of
Washington.
This incident was captured on my body worn video camera and in-car cameras.This report is a summary of
events that occurred and is not an exact sequencing of events.
On 3/26/2026, at approximately 0051 hours I was dispatched to a report of a hit and run at 1607 NE 24th St.
Dispatch advised the ex-girlfriend is following RP and ran into RP's vehicle. Dispatch later advised RP was
driving in circles waiting for PD to arrive.
At approximately 0057 hours I arrived on scene. I met with the RP identified as Devin J. Sheets DOB 8/12/2002
via WADL. Devin advised the following. He was with a friend (refused to identify herself) at Kennydale Lions
Park(2428 Aberdeen Ave NE). He and his friend were just sitting in his car, a black 2023 Honda Accord (WA LIC
CKF5563). He received several calls from his ex-girlfriend, later identified as Carmen M. Martinez-Hernandez
DOB 9/18/2002 via DOL. He believed she was going to show up at the park so they left. As he was leaving the
park he noticed Carmen following him in a vehicle. She was driving a 2007 Toyota Corolla (WA LIC CDX1504).
He began driving in circles trying to get away from her. At some point he ended up driving north bound on
Ferndale Ave NE from NE 25th St which ended up being a dead-end cul-de-sac. Carmen followed him down to
the dead end. He circled around the cul-de-sac to turn around. Carmen began reversing and ended up striking
the driver side of his car with the rear bumper of her car. He drives off and she continues following him. He
continues to drive in circles until PD arrives.
Carmen relayed the following information. She was heading to Devin's house because they had plans for her
to stay the night with him. As she was driving there, she noticed his car at Kennydale Lions Park. She saw him
leaving the park and started following him thinking they were headed to his house. She followed him down a
dead-end road. As she began to reverse out, Devin circled around striking the rear bumper of her car with the
driver side of his car. At this point she noticed the other female in the car with Devin. She continued following
Devin until PD arrived on scene.
No one involved was injured in this incident. Both parties exchanged information.
