HomeMy WebLinkAboutAddendum - 1AMENDMENT NO. 1 TO AGREEMENT FOR STONEWAY RETAINING WALL REPAIR PROFESSIONAL SERVICES THIS AMENDMENT, dated for reference purposes only as March 13, 2026, is by and between the City of Renton (the “City”), a Washington municipal corporation, and GeoEngineers, Inc. (“Consultant”), a Washington corporation. The City and the Consultant are referred to collectively in this Amendment as the “Parties.” Once fully executed by the Parties, this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-26-008, dated January 8, 2026, to provide necessary services for the Stoneway/Tri-Park site for emergency wall repair engineering (referred to herein as the “Agreement”); Whereas, the Parties wish to amend the Agreement to change the scope of work, change the time for performance, and change the compensation in order to assess and make repair recommendations for flood damage along the Cedar River Trail approach to the Tri-Park property. NOW THEREFORE, It is mutually agreed upon that CAG-26-008 is amended as follows: ϭ͘Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit Ͳ1, which is attached and incorporated herein. Ϯ͘Time of Performance:Section 3, Time of Performance, is amended pursuant to the schedule(s) set forth in Exhibit A-1. All Work shall be performed by no later than :ƵŶĞ ϯϬ, 2026. ϯ͘Compensation: Section 4, Compensation, is amended so that the maximum amount of compensation payable to Consultant is increased by $25,000.00 from $28,500.00 to $53,500, plus any applicable state and local salestaxes. The additional compensation shall be paid based upon Work actually performed according to the rate(s) or amounts specified in Exhibit A-1 of the Agreement, which is attached and incorporated herein. ϰ͘All terms of the Agreement not explicitly modified herein shall remain in full force and effect and such terms shall apply to Work performed according to this Amendment as if fully set forth herein. This section of trail is located within City of Renton (City) right-of-way in Renton, Washington. The scope and scale of the repair has yet to be determined, so this evaluation phase of this project is intended to allow GeoEngineers to provide input to the City regarding needed improvements to re-establish bank stability, repair trail damage, protect adjacent infrastructure and accommodate upcoming floodplain permit coordination with United States Federal Emergency Management Agency (FEMA), while limiting impacts to the river and the surrounding environment. This assessment effort will assist the City with charting a pathway for a permanent solution, including any interim repair needed while long-term design is being developed. GeoEngineers currently envisions the repair to include improving subsurface stability, reinforcing the damaged paver trail, re-establishing the bank slope with hard armoring (riprap) and/or vegetation and adding large wood features to protect the slope from further erosive forces. Exhibit A-1       City of Renton | February 20, 2026 Page 2 of 3 File No. 0693-103-00 Scope of Services GeoEngineers proposes providing the following hydraulic and geotechnical engineering scope of services: 1. Review available documents, including geotechnical reports, floodplain maps and issued permits, Cedar River dredging documentation, Williams Avenue and Wells Avenue bridge construction and inspection records and trail construction as-builts. 2. Conduct one (1) site visit with up to three (3) members of the design team, including a geotechnical senior engineer, project manager and a staff engineer. 3. Prepare a site visit field report to document site conditions from the visit described above and submit to the City for their records. 4. Develop repair alternatives. We anticipate comparing hard armor repairs (riprap) and soft armor repairs (wood and plantings). Although a full hydraulic analysis is not included in the scope, we will provide our opinion on each alternative to meet FEMA floodplain standards. We will also summarize identified costs and risks for each alternative including construction risks and expected longevity. 5. Prepare a draft memorandum for the City that describes existing conditions and observed damage to the trail, summarizes repair alternatives and costs and risks for each alternative. This memo will be submitted to the City for one (1) round of review and comment. 6. GeoEngineers will conduct a Comment Resolution Meeting (CRM) to review the City’s comments and prepare for submitting a Final Memo Terms, Fee Estimate and Schedule We understand that City of Renton will propose contracting terms in accordance with their standards. Our fee will be determined on a time and expense basis using the rates contained in the attached schedule of charges. We recommend that the City establish an initial not-to-exceed budget of $25,000. We anticipate that our fee will break down generally as is shown in the following table. We will only bill for the effort required and there is no minimum charge for site visits. If, during the course of the project, it appears that additional effort is required, we will notify the City. Associated Project Costs (APC) Associated Project Costs (APC) equal to six percent (6%) of professional fees will be assessed. This fee allows GeoEngineers to invest in the necessary infrastructure to ensure we provide our clients with the latest technological and data security standards. The investments include maintaining and advancing technical tools and platforms across all aspects of our business, and strengthening our defenses against cyber threats to ensure data remains secure. These costs are not included in our hourly rates or direct expenses. OTHER SERVICES, SUPPLIES AND SPECIAL TAXES Charges for services, equipment, supplies and facilities not furnished in accordance with the above schedule, and any unusual items of expense not customarily incurred in our normal operations, are charged at cost plus 15 percent. This includes shipping charges, subsistence, transportation, printing and reproduction, miscellaneous supplies and rentals, surveying services, drilling equipment, construction equipment, watercraft, aircraft, and special insurance which may be required. Taxes required by local jurisdictions for projects in specific geographic areas will be charged to projects at direct cost. Per diem may be charged in lieu of subsistence and lodging. Routinely used field supplies stocked in-house by GeoEngineers, at current rates, list available upon request.
