Project Background
The Rainier Ave S Stormwater Pump Station (RSWPS)
is a critical stormwater facility built in the 1960s by
WSDOT.
Loss of power to Pump Station results in significant
flooding along Rainier Ave S and impact on city
resources during emergencies.
Project initiated in January 2020 to provide backup
power generator and electrical upgrades to pump
station.
Alternatives analysis 2020-2022.
Design 2022-2025 (Replacement of pumps added
to scope in 2025)
Project prioritized in the 2025-2030 CIP following the
November 2024 "Bomb Cyclone"
Proposed Improvements Rendering
Project Background
Natural gas-powered generator is the only feasible back-
up power solution.
Requires extension of PSE gas main on Rainier Ave S.
Diesel generator was not feasible as an easement from
adjacent property would be required due to size and
clearance requirements between diesel tank and
generator.
Bid solicitation for Generator and Pump Station
Upgrades is planned in April 2026.
Construction anticipated to begin in late July 2026.Existing PSE Gas Infrastructure

320 LF of PSE Gas Main to be extended within Rainier Ave S via directional boring
Gas service and meter installation by PSE for proposed generator
Trenching, backfill and restoration work to be completed by city Contractor

Authorize the Mayor and City Clerk to execute
Contract Agreement CAG-26-047 with Puget
Sound Energy in the amount of $276,971.60 for
construction services associated with the Gas
Main Extension required in support of the
Rainier Ave S Pump Station Upgrade Project.
