Traffic Calming Program
Introduction
Small-Scale Project Example
Large-Scale Project Example
Objective
Improve traffic safety by reducing vehicle
speeds and/or volumes on a street or
street network
Project Characteristics
Typically small-scale
Consist of minor modifications to existing
conditions
Other projects that are large-scale may be
developed into a project under the
Transportation Improvement Program (TIP)
Traffic Calming Program
Tier Traffic Calming
Tier 1 Traffic Calming Treatments
Does not physically disrupt the path of a motor vehicle
Signing and pavement marking
Driver feedback signs
Tier 2 Traffic Calming Treatments
Physically disrupts the path of a motor vehicle
Speed cushions (local and collector streets, 25 mph or less)
Chicanes, or narrowing treatment (curb extensions, lane width reduction)
Roundabouts
Traffic circles

Tier 1 Traffic Calming
Procedure
Collect and analyze speed data
Is 85th percentile speed* ≥ the speed limit + 5 mph?
Yes, then Tier 1 Traffic calming treatments are installed
No, then speeding referred to Renton Police Department and no traffic calming is installed. Radar trailer(s) deployed; residents may request radar trailers at any time
After at least one year, repeat speed data collection and analysis
If speeding persists, consider Tier 2 Traffic Calming Treatments, or large-scale project in TIP
If speeding does not persist, existing traffic calming treatment remains and no other action taken
Tier 1 Driver Feedback Sign
Tier 1 Pavement Markings and Signing
Tier 1 Traffic Calming
Driver Feedback Signs
Displays driver’s speed with speed limit sign
Displays SLOW DOWN if travelling over the speed limit
Educates and reminds drivers of their speed and speed limit
Most locations are on rotation throughout the City
Driver Feedback Rotation:
Installed for 3 months, then rotated to other locations throughout the City
Reinstalled after 9 – 12 months
Speed data collected after 2nd installation to determine if Tier 2 traffic calming treatments are needed

Procedure
Tier 1 Procedure completed after a year and speeding persists
Appropriate/feasible Tier 2 traffic calming treatment selected, or if large scale consider addition to TIP
Project is ranked among all current projects
Scored on 85th % Speed, number of speeders, school walk route or school bus stop, pedestrian activity level, and crash history
Survey letters mailed to residents for support
If >65% support traffic calming treatment, then project moves forward
If <65% support traffic calming treatment, then Tier 1 traffic calming treatments will remain. Alternative designs may be investigated, and residents will be surveyed again
Implement design and construction
Project concluded by before and after traffic study
