Statements have been paraphrased and summarized. On 04-03-2026 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton.At approximately 1844 hours I was dispatched to a non-injury hit and run report at Red Robin, located at 719 N 10th St, City of Renton, County of King, State of Washington. I gathered from the call notes,3 AGO...HR TO RPS VEH...NB..OTHER HALF GOA IN VEH Later, dispatch advised that the victim would like to be contacted by phone. The following are the vehicles and parties involved: Unit 1: white 2014 Kia Sorento (license plate#CMH8060/WA). Unit 2: black 2016 Subaru Crosstrek(license plate#CTV8661/WA). Driver of Unit 1: Unknown. Registered Owner of Unit 1: Brad A. Blackwell(DOB 06-22-1995). Driver/Registered Owner of Unit 2: Chim Chuon (DOB 08-15-1982). 1 contacted Chim by phone and he advised the following occurred: Chim was in the driver's seat of Unit 2 parked in the parking lot just south of Red Robin. Chim observed that Unit 1 was reversing towards his vehicle and noticed it had been extremely close to his vehicle. Chim said that contact had then been made with the rear of Unit 2 to the front bumper of Unit 1, and that the contact was very light, but any person would have recognized contact had been made between two vehicles. Chim had "honked" his vehicle horn in an attempt to gain the attention of the driver of Unit 1. Chim said that the driver of Unit 1 had stopped to look around.Afterwards, This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Chim exited his vehicle and chased after Unit 1 to collect a picture of their vehicle. Once Chim gained a photo of Unit 1, Unit 1 left southbound on Logan Ave N from N 10th St. I arrived at the call Location and met with Chim to observe his vehicle. I observed Unit 2 and found that there was very minimal damage to the front bumper. I noticed that the black front bumper of Unit 2 had white paint which made it very plausible that Unit 1 reversed into Unit 2 as the vehicle color was white.Also, I noticed that the front passenger fender had been slightly bent off of the frame. Chim said he did not get a great look at the driver of Unit 1. Chim described the driver of Unit 1 as possibly a white female, thin build, and had blonde hair. Also, Chim said that he would not be able to identify the driver of Unit 1. Chim advised that he wanted to press charges for the hit and run if the other driver could not be reached. If a suspect is positively identified, I have probable cause to believe that the driver of Unit 1 committed the crime of Hit and Run Attended (RCW 46.52.020), by operating a motor vehicle which collided with another occupied vehicle and failed to notify or leave a written notice to the owner of Unit 2. 1 took photos of Unit 2 and uploaded them to evidence.com. I conducted a WACIC/NCIC records check of Unit 2 and found that they had a local address in Renton. The registered owner's name was Brad, and he resided at 390 Taylor Ave NW#303 which was in close proximity to Red Robin. I arrived at Brad's address and found Unit 1 parked in the parking lot. I observed that Unit 1 had minor scuff marks at the rear bumper which is consistent with being in a recent "fender bender". I took photos of Unit 1 and uploaded them to evidence.com. I attempted to make contact at Brad's apartment and was greeted by Brad. I spoke with Brad, This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Brad recalled reversing in the parking lot and heard someone use their vehicle horn near him. Brad had believed that he may have gotten close to someone's vehicle, but thought he never made contact with someone else's vehicle. I explained to Brad that I observed his vehicle in the parking lot, and it had minor scuff marks to the rear bumper. I told Brad that the damage to Unit 1 and Unit 2 were consistent with being in a recent"fender bender"with each other. Brad was willing to provide his information so I could facilitate an exchange between both parties. I was able to ensure that both parties received each other's name,vehicle information, insurance information, and phone numbers. Chim was satisfied with the exchange of information to keep the matter civil. Chim said he no Longer wanted to press charges for hit and run. Both parties received a copy of the case number to reference this incident. This report is for informational purposes only.
