EG89944 CASE# 26-2285 OATS OF COLLI r�510NN + 03/23/26 15:11 L1 NARRATIVE 26-2285 On 03/23/2026 at approximately 1528 hours, I was dispatched to a two-vehicle blocking collision near the intersection of SW 7th Street and Hardie Avenue SW, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I contacted the involved parties and confirmed no injuries had occurred requiring immediate medical response at the time of report. There, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 stated that she was the sole occupant of her vehicle and that prior to the collision, she was traveling westbound in about the 100 block of SW 7th Street just west of the intersection of Hardie Ave SW. The driver of Unit#1 had pulled into what she believed to be the left- turn lane and slowed to yield to traffic for an upcoming left-turn. The driver of Unit#1 stated she intended to turn southbound into the private parking lot of Walmart, specifically the NE entrance. The driver of Unit#1 stated that an uninvolved bus had stopped to allow Unit#1 to cross in front of to complete the turn. The driver of Unit#1 began to make the left turn, not seeing Unit#2 traveling in the eastbound lanes of SW 7th Street which Unit#1 needed to traverse across. The driver of Unit#1 proceeded to make the left turn across the eastbound lanes of travel. The driver of Unit#1 stated that both vehicles collided in the roadway causing moderate damage to the front driver's side quarter panel and front bumper of Unit#1. The driver of Unit#1 believed that she did not cross in front of Unit #2, however road markings to include tire marks and vehicle debris indicated otherwise. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling eastbound in about the 100 block of SW 7th Street approaching the controlled intersection of Hardie Ave SW in lane 1 of 2. The driver of Unit#2 stated he was intending to continue east. The driver of Unit#2 stated as he continued going straight ahead, the driver of Unit#2 saw Unit#1 "pop out like a turtle" in front of his vehicle. The driver of Unit#2 stated he tried to brake and swerve but was unable to avoid the collision and both vehicles collided causing moderate damage to the front of Unit#2. The driver of Unit#2's said that secondary damage, to include the driver's side rear fender was also damage as a result of the collision. I reviewed the roadway markings which indicated that Unit#1 was not in a dedicated turn-lane for her direction of travel and was actually obstructing the left-turn-lane intended for eastbound traffic on SW 7th Street. Based on the above statements, I determined that the Driver of Unit#1 (Liu) is the proximate cause for the collision due to not granting the right of way during a left turn causing a collision. The driver of Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to turn to the left within an intersection and not yielding the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. The driver of Unit#1 (Liu) did not grant the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. Due to Unit#1 having to traverse across oncoming traffic, the driver of Unit#1 must wait until the intersection is clear of hazard prior to proceeding. Unit#1 was able to be driven away without further incident. Unit #2 had to be towed due to extensive damage caused. An exchange of information was provided to all involved parties.
