EG89943 CASE# 26-2284 OATS OF COLLI r�510NN + 03/23/26 14:49 L1 NARRATIVE 26-2284 On 03/23/2026 at approximately 1457 hours, I was dispatched to a two-vehicle blocking collision just west of the intersection at Oakesdale Ave SW and SW 43rd Street, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I contacted the involved parties and confirmed no injuries had occurred requiring immediate medical response at the time of report. There, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said he was the sole occupant of his vehicle and was traveling eastbound in about the 1200 block of SW 43rd ST just west of the intersection of Oakesdale Ave SW. The driver of Unit#1 stated he was traveling directly behind Unit#2 and saw as Unit#2 had come to a stop for queued traffic at the upcoming intersection. The driver of Unit#1 was paying attention to a vehicle behind his that was following too closely. The driver of Unit#1 stated that when he looked back at traffic ahead, he simply was unable to stop in time and subsequently collided with the rear of Unit#2 causing moderate damage to the front of Unit#1. The driver of Unit#2 said she was the sole occupant of her vehicle and was also traveling eastbound in about the 1200 block of SW 43rd ST just west of the intersection of Oakesdale Ave SW. While Unit #2 was stopped for queued traffic, Unit#1 collided with the rear of Unit#2 causing moderate damage to the rear of Unit#2. The driver of Unit#2 stated that she did not have proof of motor vehicle insurance at the time of the collision. The driver of Unit#2 contacted an insurance broker while I was on scene in an attempt to obtain motor vehicle insurance. I informed the driver of Unit#2 that an active insurance policy is required at the time of incident and not by obtaining insurance after a collision has already taken place. The driver of Unit#1 (Valiante) was not paying attention to traffic in front of him. Valiante violated Renton Municipal Code (RMC) 10-12-25-Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Based on the above statements, I determined that the Driver of Unit#1 (Valiante) is the proximate cause for the collision due to inattention causing a collision. Valiante should have been paying closer attention to the movement of traffic in front of him. I cited Valiante via mail for Inattention. I also cited the driver of Unit#2 (Tarovitaya) via mail for Operating a Motor Vehicle without Insurance. Both involved vehicles were able to be driven away without further incident.
