NARRATIVE
26-2349
On 3/26/2026 at 0616 hours I was dispatched to an injury, blocking motor vehicle collision at NE
Sunset BLVD and Edmonds Ave NE in the City of Renton, King County, Washington.
When I arrived, I contacted Driver 1, Richard E. Agee (DOB 08-01-1977 verified by WADL photo) and
advised him I was recording. He was the registered owner of the vehicle he was driving
(WA/BFY1827). He was checked by Renton fire on scene and was cleared medically. When asked
what happened Richard stated he was heading north bound on Edmonds Ave NE and was trying to
make a left turn onto NE Sunset BLVD. He stated he was trying to make the yellow light. He stated he
was not wearing a seatbelt and sustained a small laceration to his forehead from the impact of the
collision. Photos of his injuries were uploaded to this case. There was substantial front-end damage
to his vehicle, and it was towed by Gene Meyers. There were no signs of intoxicants inside the
vehicle and Richard did not appear to be impaired. He was given a courtesy ride to his home. I
provided a business card and case number.
I contacted Driver 2, Joshua K. Quichocho (DOB 09-01-1963 verified by WADL photo) and advised
him I was recording. He was the registered owner of the vehicle he was driving (WA/BDC6685). He
was checked by Renton fire on scene and was cleared medically. When asked what happened
Joshua stated he was heading south bound on Edmonds Ave NE and was proceeding straight
through a green light at NE Sunset BLVD. He stated he was wearing a seatbelt. He had no visible
injuries but stated his left wrist and hand hurt from the airbag deployment. I took photos of Joshua
and uploaded them to the case. There was substantial front-end damage to his vehicle which
included front and side airbag deployment, and it was towed by Gene Meyers. There were no signs of
intoxicants inside the vehicle and Joshua did not appear to be impaired. He had trouble maintaining
his balance, but his son who came to give him a ride home stated he had equilibrium issues. I
provided a business card and case number.
I completed Sector infraction #6A0215473, vehicle turning left failing to yield, and failure to wear a
safety belt for Richard. I forwarded it to the Renton Municipal Prosecutors office to be mailed to the
violator.
All photos have been uploaded to this case.
Proximate Cause
The proximate cause of this collision is Richard failing to yield the right of way to oncoming traffic
when trying to make a left turn.
