NARRATIVE
26-2351 ACCBLK
On 3/26/2026 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the
City of Renton. I was dispatched to a report of a blocking collision without injury in the 3900 block of
NE 4th St Renton/King/WA.
I arrived on scene and confirmed with both drivers that they were not injured.
The driver of the 1999 Honda Accord WA/CMA2004 (Unit 1) was identified by his WADL as Cody L
Clark DOB: 4/1/1998. Cody said that he was exiting the parking lot on the south side of NE 4th St. He
said that eastbound traffic was stopped in both lanes #1 and #2 and had provided him a gap to exit.
He pulled out to turn west into the center turn lane, as he entered the turn lane, he was struck by Unit
2. There was heavy damage to the front bumper and hood of the Honda. The vehicle was not drivable
and was removed from the scene by Bankers Towing. Cody provided all necessary paperwork and a
WACIC/NCIC/DOL search showed he was clear and valid.
The driver of the 2011 Dodge Caravan WA/CPY2455 (Unit 2) was identified by her WADL as Moriah
J Taylor DOB: 5/25/2001. Moriah said that she was driving east in the center two-way turn lane when
Cody exited the parking lot. There was heavy damage to the front bumper, hood, and passenger side
quarter panel of the Dodge. The vehicle was not drivable and was removed from the scene by
Bankers Towing. Moriah was only able to provide me with her vehicle registration and advised she
did not have insurance. A WACIC/NCIC/DOL search showed she was clear and valid.
I cited Cody for RCW 46.61.180.1 Failure to Yield to Motor Vehicle under Sector citation
#6A0092323.
I cited Moriah for RCW 46.30.020 Operating a Motor Vehicle Without Proof of Valid Insurance under
Sector citation #6A0092324.
These citations should be mailed to the DOL addresses of each driver.
