EG90699 CASE# 26-2359 DATE OF COLLI r�510NN + 03/26/26 11:46 L1 NARRATIVE On March 27, 2026, at approximately 1146 hours, I responded as a backing officer to an on-view collision by Officer Petty. He reported an injury and blocking vehicle collision at the intersection of NE 4th St and 155th Ave SE, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I observed heavy mechanism to the involved vehicles with airbag deployment as well as both of the involved parties complaining of pain. The Renton Regional Fire Authority (RRFA) responded to the scene for evaluation. While on scene, 1 collected each of the involved party's driving information and their independent recollection of the events leading up to the collision. The driver of Unit#1, identified as Eva Comer, said she was the sole occupant of the vehicle and was traveling westbound on NE 4th St and approaching the intersection of SE 155th St in lane 1 of 2. Eva stated that she needed to get into the left lane (lane 2 of 2) to make an upcoming left turn. Eva stated that she believed lane 2 of 2 was open so she proceeded to change lanes. In doing so, Unit#1 and Unit#2 collided in lane 2 causing severe damage to both vehicles. The impact sent both vehicles off the roadway and into a shallow water stream. The driver of Unit#2, identified as Aadesh Singh, said he was accompanied by several passengers. He was also traveling westbound on NE 4th St and approaching the intersection of SE 155th St but in lane 2 of 2. Aadesh stated he was intending to continue straight when Unit#1 changed lanes from lane 1 of 2 and into lane 2 of 2 which Unit#2 was occupying. Aadesh was unable to avoid the collision and subsequently collided with Unit#1. Unit#2 suffered severe damage, causing a vehicle fire. *Its important to note that Officer Petty told me Aadesh was traveling at a high rate of speed. Officer Petty said Aadesh was easily traveling over 50 miles per hour because he observed the front of the vehicle lift and pushed its weight back as he crossed the crest of the hill (which is located at the intersection). Seconds later, Officer Petty heard the collision behind him. Officer Petty's in car camera captured Aadesh traveling westbound prior to the collision. The video was attached to this report. Although Eva is the proximate cause of the collision, 1 also believe Aadesh's speed is a factor in the collision as well. Currently, 1 cannot estimate the speed of the vehicle so 1 will only note my observations. Based on the above statements, 1 determined that the Driver of Unit#1 (Eva) is the proximate cause for the cause of collision as she violated RCW 46.61.140(1) which states that a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. No citations were given. Both Unit#1 and Unit#2 were towed away by Gene Meyers Towing. An exchange of information was provided to all involved parties.
