1 was working as a fully uniformed City of Renton Police Officer in a fully marked City of Renton, Police
Car as unit K939.All events took place in the City of Renton, County of King, and the State of Washington
unless otherwise noted.
This report is a summary of events that occurred and is not an exact sequencing of events.Statements
have been paraphrased and summarized.At the time of this call my body worn camera was activated.
On 4/5/2026, at 1134 hours, I was dispatched to 4302 NE 24th ST for report of a hit and run collision that
had occurred.The call notes read; *PHONE**OVER NIGHT,ACCHR, POSS RELATED TO RP15506. Earlier
this morning a call came out about a blocking vehicle in front of this address.Those call notes read;
SINCE 0545,VEH W/HAZARD LIGHTS ON BLKING THE ROADWAY ON NE 24TH ST, UNK IF OCCUPIED, IS
BLK SEDAN, L/UNK, HAS ZIP STICKERS.
Officers that were dispatched to the blocking vehicle call, impounded the vehicle, as it was blocking the
road.The vehicle that was impounded was a, Gray 2024 KIA Forte, CA plate 9NBZ129.According to those
Officers the vehicle was unoccupied with its hazard lights on.The vehicle's License plate came back to a
company called Holding Corp from Los Angles California.The vehicle had a zip sticker which indicates
that it is a short-term rental car.
I drove to the call Location and contacted the reporting party and victim of the hit and run call. I contacted
Micheal R Spain (DOB 01/15/1969), in front of his home. Micheal showed me his blue, 2005 Mazda 3
sedan WA plate BVA7313. I observed that there was a Long skid mark leading from Micheal's car down
the road.
I saw that Micheal's left rear drivers side wheel and tire appeared to be damaged and were pushed up

into the body of the car. Based on my training and experience I believe that the vehicle's axle was
damaged. I also observed body damage to the lower trim to the driver's side doors and to the left rear
fender. Micheal did not have an estimate on how much it would coast to fix the damage and thought that
maybe his insurance company might total his car. 1 took photos of the damage and later uploaded them
to evidence.com.
A neighbor that lives across the street from Micheal showed me a photo she had taken earlier this
morning.The photo showed the Police responding to the blocking KIA sedan. In the photo, I clearly saw
the KIA had destroyed its right rear wheel and tire and damaged its right front fender.The skid mark led
right to the spot in the road where the KIA was parked. There is not any suspect information currently. I
provided Micheal with a business car with a case number on it. 1 later uploaded the neighbor's photo to
evidence.com. Nothing further.
