Narrative
On 04/06/2026 at approximately 0433 hours, I was on routine patrol driving a marked patrol car
northbound on Shattuck Ave S just south of S 3rd St,within the city limits of Renton, King
County, WA.While driving, I observed a vehicle facing north up on the sidewalk collided with a
tree and the side of a building at 301 S 3rd St (ATS Automation). This vehicle was still running and
was a white colored Lexus,WA license plate BVZ3564.This vehicle returned in DOL to a 2013
Lexus ES350, registered to ZHIJUN CHEN of Seattle,WA. I stopped my patrol car to check on the
occupants and confirmed the vehicle was not occupied. I also confirmed the VIN matched the
DOL return for the license plate.
I attempted to locate a contact phone number for the registered owner, CHEN, but was unable
to locate one. I requested dispatch send Seattle PD out to CHEN's DOL address to find out if he
knows where his vehicle is at. Seattle PD responded and advised they were unable to make
contact with anyone at CHEN's DOL address. I observed the vehicle had fresh damage from this
collision to the front left and front right quarter panels. I also observed what appeared to be
fresh damage to several other panels on the vehicle, all of which were likely unrelated to this
most recent collision. I looked through the windows of the vehicle and did not observe any
suspicious items inside the vehicle, however I did see that the dash camera had been removed
and the power cord was hanging from the inside of the windshield. I requested dispatch send a
tow truck to my location to remove the vehicle from the sidewalk. I completed a Sector impound
form and inventoried the vehicle prior to it being towed. Gene Meyer Towing arrived and towed
the vehicle to their impound lot. After the vehicle was towed I observed white paint transfer to
the west side of the building, and a small scape to the bark of the tree. I photographed this
damage. I then cleared myself from the scene.
Later this same morning, I returned the scene to collect video surveillance from nearby
businesses. I located surveillance cameras on the east side of Sun Auto and Tire Service,
Located at 207 S 3rd St. I spoke to employees who were able to find video of the incident. I
viewed this video.The video showed that on 04/06/2026 at approximately 0408 hours,the Lexus
ES350 slowly rolled north on Shattuck Ave S, approaching S 3rd St where it rolled up onto the
sidewalk on the east side of the street and then into the side of the building at 301 S 3rd St.The
video also showed another white Lexus sedan, possibly a newer IS300 with unknown license

plates, slowly driving behind the Lexus ES350, lightly rear end the ES350 in what appeared to be
an attempt to push it up onto the sidewalk, and and then quickly drive away northbound on
Shattuck Ave S and then turn west onto S 3rd St, going the wrong direction on this one-way
street. I watched the video for approximately two more minutes, but did not see anyone exit the
ES350. It appeared the driver likely exited the ES350 prior to it coming into the camera's view,
and let it roll unoccupied up the street. It is unknown if the driver of the ES350 got into the IS300
before the IS300 drove away. I was ultimately unable to view any of the suspects on video. It
should be noted Officer Traino investigated an auto theft from earlier this same morning, where
a white 2018 Lexus IS300 was stolen from the Griffis Apartments in Renton, reference case
number 26-2641. It is unconfirmed at this time if they two cases are related.
I located additional surveillance cameras on the south side of 301 S 3rd St, but this business
appeared to be closed and I was therefore unable to view their video.
The suspect's identity is unknown at this time.
