Upon contact, I spoke with the driver of Unit#1, identified as Robert Keever, who stated he was unaccompanied and was traveling northbound in about the 400 block of Sunset Blvd N just south of Buddy's Cannabis. Robert stated he was driving in lane 1 of 3. As he approached 410 Sunset Blvd N, Unit#2 exited a parking lot and entered lane 1 of 3 right in front of him. Robert was unable to stop in time and subsequently struck Unit#2 from behind. After the collision occurred, Robert stated he could not recall the vehicles make or model. Robert also said he never saw the driver of vehicle and presumed the vehicle had fled after the collision. A witness identified as Dana Miller gave dispatch a license plate of BPW9471. That plate returned to a red Nissan Sentra. I called Dana and asked if she had seen the other vehicle involved. Dana said yes but never saw any damage to the vehicle she believed was involved. I asked Dana to describe the vehicle, and she described it as a dark sedan, maybe a Honda. I asked Robert if he ever saw a red Nissan Sentra and he said no. Robert said he was flustered when the collision occurred and mentioned that several people were standing near him, but they all had left. Robert said passerby's had collected all that information. I spoke with management at Buddy's Cannabis. There, management showed me their surveillance footage and stated that the collision occurred after a vehicle exited the adjacent parking lot located at 410 Sunset Blvd N. The video was grainy, but it showed a gray or silver hatchback exiting the parking lot, which it did resemble a Nissan Sentra. The vehicle then entered lane 1 of 3 and proceeded north on Sunset Blvd N. Seconds later, Robert strikes the back of the vehicle which makes Roberts vehicle lift in the air, losing control, and coming to rest in parking lot of 420 Sunset Blvd N. When Unit#1's rear went up in the air, it was only the rear left that went up. It appeared he had striked the vehicle at an angel based on its way the damage seen on his vehicle and video reviewed. Robert refused any medical attention and his vehicle (Unit#1) sustained sever damage to the right passenger bumper, and right front fender. Robert's vehicle was disabled and was towed away by bankers towing. I provided Robert with my case number and contact information. Later, Officer Nugent was dispatched to a collision at 410 Sunset Blvd N. The reporting party, identified as Karen Johnson, reported a collision at the listed location. Karen told officer Nugent that earlier in the day she had entered Sunset Blvd N and proceeded to travel north in lane 1 one of 3. After making the right turn they were subsequently struck in the rear, specifically the driver side rear wheel well. Karen then proceeded to the next available opening, which was Bronson Way NE. Karen was unaware who struck her and could not call police for assistance because she had left her phone at home. A passerby, described as Hispanic male stopped and advised her that the other involved party was 420 Sunset Blvd N. Karen was unable to return and said she had recently bought groceries, so she decided to drive home and call police there. I spoke with Karen and confirmed her story. She also sent me photographs of the sustained damage which showed damage to the rear driver's side quarter panel, left side of the rear bumper, and broken left taillight. I asked Karen how the collision occurred and stated that no one was in lane 1 of 3. She intended to make a right turn to travel north on Sunset Blvd N. When she completed her turn and proceeded to travel north, she was struck on left side of her vehicle. Based on the information above, damage observed, and video reviewed, I am inclined to believe that Robert was in lane 2 of 3 and Karen was in lane 1 of 3. Due to the damage observed, I believe Robert made an improper lane change and struck Karen's rear quarter panel. Issued Robert a Sector infraction for improper lane usage.
