Unless otherwise noted,the following occurred within the city limits of Renton, county of King, state of
Washington.
On 04/06/2026, 1 was working as a uniformed police officer for the city of Renton.At approximately 2203
hours, I was dispatched to an accident report(handled by phone). Portions of my involvement in the incident
were captured on my department-issued bodycam.Any statements referred to have been paraphrased and
summarized.
Prior to calling the reporting party, I learned that the accident occurred on 04/02/2026,just north of the
intersection at SW 43rd St and East Valley Rd.
I called the reporting party,verbally identified as Mason H Candies (05/12/1999). He informed me that he was
driving unit 2 when he stopped for the stoplight in lane 2 of 3 at the above intersection. Shortly after, he heard
a loud screech and was struck by unit 1 from behind.There was damage to the rear of his vehicle as a result.
He pulled over and spoke to the driver of unit 1, who identified himself as "James" or"Jamie." He described
James/Jamie as a skinny white male in his mid 50's, about 5' 6"-5' 8", with long and stringy(he claims may
possibly be dyed) black hair, and also obnoxiously yellow teeth.James/Jamie claimed to not have his driver's
license, nor insurance information on him at the time of the collision.The two agreed to exchange phone
numbers and pass that information on at a later time.
The only physical information that Mason was given by the male was an old registration paper that was dated
from 2018. It showed unit 1 was registered to a "Richard R Looney."After querying unit 1 through a
WACIC/NCIC records check, I learned that it was instead registered to Russell R Looney(02/13/1970),whose
driver's license status is suspended in the third degree. I reviewed Russell's DoL photo and observed that he
was a close match to that of James/Jamie's description. Russell had long stringy blonde hair(possibly natural
color),was a white male in his 50's, and is listed at 5' 10"tall.
I sent Mason an AXON Citizen Link,to which he uploaded a series of eight(8) photos through. I reviewed the
photos and saw that the damage to his vehicle appeared consistent with the story he told me.There were a
number of pictures capturing unit 1,though they do not depict the damage to it very well. I also saw a photo
that showed the old registration paperwork as well.
This incident occurred in the sCity of Renton,King County,Washington State.

Based on the information given to me at this point, I believe unit 1 to be the proximate cause of this collision.
Unit 2 was stopped for the red stoplight, as required by law, when unit 1 struck it from behind.
Nothing further.
