SUBJECT/TITLE:Conversion of one vacant FTE Senior Systems Analyst position
to Senior Business Systems Analyst
RECOMMENDED ACTION: Refer to Finance Committee
DEPARTMENT: Executive Services
STAFF CONTACT: Young Yoon, Information Technology Director
EXT.: 6886
The salary grade of the vacant Senior Systems Analyst position is a30 step E and will change to a28 for a
Senior Business Systems Analyst. The initial annual base salary savings will be $10,941.
Our two-year technology roadmap is driving a significant shift in demand, with most major Enterprise (city-
wide) applications moving from on-premises systems to cloud/SaaS platforms (see roadmap below).
Our IT Applications team currently has three Senior Systems Analysts supporting 200+ applications,
historically focused on maintaining and upgrading these systems and integrations. The increase in cloud
platforms has altered the demand for Senior Business Systems Analyst skillsets, such as requirements
analysis, workflow design, and customer engagement.
Converting one (vacant) Senior Systems Analyst position to a Senior Business Systems Analyst aligns the
team with the needs of our customers and strengthens our ability to optimize value from our cloud
investments.
Core business-critical on-premise applications migrating to the cloud:
- Eden (Finance and HR primary ERP) 2026-2027
- Telestaff (PD time keeping and scheduling) 2026
- Springbrook (Finance Utility Billing) 2026
- Energov (Permit management) 2027
- New World (PD records management) 2027
Authorize the conversion of one vacant FTE Senior Systems Analyst position to Senior Business Systems
Analyst.
