NARRATIVE
26-2129 ACC
On 3/18/2026 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the
City of Renton. I was dispatched to a report of a two-vehicle, non-injury, non-blocking collision that
had just occurred in the 600 block of Rainier Ave S Renton/King/WA. The caller was reporting that
both vehicles had pulled into a nearby parking lot for contact.
I arrived on scene and located both drivers, I confirmed there was no injury.
The driver of the 2017 Toyota Camry WA/BRV4120 (Unit 1) was identified by her US Passport as
Fredus M Dawed DOB: 4/22/1989. 1 confirmed Fredus was clear and valid through WADOL. Fredus
said that she was exiting the Starbucks parking lot to get into the eastbound left turn lanes. This
required her to cross 3 lanes of southbound traffic to enter the left turn lanes to continue east on SW
7th St. Fredus said that traffic was stopped and there was room for her to pull out of the parking lot,
as she did this, she was struck on the driver's side by Unit 2. There was damage to the driver's side
front and rear door. The Camry was drivable.
When I asked Fredus for her license, registration, and proof of insurance she was only able to provide
me with a US Passport and her vehicle registration. Fredus said that she had ordered a new license
and that someone else had her proof of insurance. A WADOL check showed that Fredus' license was
valid. The vehicle returned clear but showed as registration expired as of 10/8/2023.
The driver of the 2024 Chevrolet Silverado WA/D17006D (Unit 2) was identified by his WADL as
Kevin J Othieno DOB: 2/1/1988. Kevin said that she was driving south in the #2 lane at a slow speed
when Unit 1 pulled out in front of him. He said that his front bumper collided with her driver's side
doors. There was minimal damage to the front bumper of the Chevrolet. The vehicle was drivable.
I cited Fredus for RMC 10-12-25 Inattentive Driving and RCW 46.30.020 Operating a Motor Vehicle
Without Proof of Valid Insurance under Sector citation #6A0092320. This citation should be mailed to
her DOL address.
RMC 10-12-25 states:
It shall be a traffic infraction, subject to RCW 7.80.120(1)(a), for any person to drive a motor vehicle
on any public highway, street, alley, or road in an inattentive manner in the City of Renton.
"Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the
vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the
roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the
driver focusing or directing the driver's attention to something other than driving the motor vehicle; or
2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or
traveling on, or entering the roadway in time to take appropriate action as circumstances require.
