HomeMy WebLinkAboutAddendum - 3AMENDMENT NO. 3 TO AGREEMENT FOR SOLID WASTE CONSULTANT SERVICES THIS AMENDMENT, dated for reference purposes only as March 25, 2026, is by and between the City of Renton (the “City”), a Washington municipal corporation, and Sound Resource Management Group, Inc. (“Consultant”), a Washington corporation. The City and the Consultant are referred to collectively in this Amendment as the “Parties.” Once fully executed by the Parties, this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-23-213, dated March 23, 2023, to provide necessary services for solid waste technical assistance and rate modeling (referred to herein as the “Agreement”); Whereas, the Parties wish to amend the Agreement to change the scope of work, change the time for performance, and change the compensation in order to support the City in developing its 2027-2028 solid waste rates; NOW THEREFORE, it is mutually agreed upon that CAG-23-213 is amended as follows: 1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit A-3, which is attached and incorporated herein. 2. Time of Performance:Section 3, Time of Performance, is amended pursuant to the schedule set forth in Exhibit A-3. All Work shall be performed by no later than December 31, 2027. 3. Compensation: Section 4, Compensation, is amended so that the maximum amount of compensation payable to the Consultant is increased by $46,660 from $77,500 to $124,160, plus any applicable state and local sales taxes. The additional compensation shall be paid based upon Work actually performed according to the rate or amounts specified in Exhibit A-3, which is attached and incorporated herein. 4.All terms of the Agreement not explicitly modified herein shall remain in full force and effect and such terms shall apply to Work performed according to this Amendment as if fully set forth herein. ! "        #   PAGE 3 OF 4 Exhibit A-3: Scope of Work, Time Schedule of Completion, & Budget Task 5 – Develop 2027-2028 Rate Model and Scenarios Modify, extend, and update current 2025-2026 rate model to develop rates for 2027-2028 and model rates through 2031 to continue to accommodate 5-year planning; provide application of model for various rate structures, customer counts, and disposal quantity scenarios as requested by City staff; incorporate projected and final King County disposal rates into rate model; reconcile rate model revenues and expenditures with City financial records as requested by City staff; and provide consultations on rate model use as requested by City staff. Assist with preparation for meetings with City staff, administration, and/or councilmembers to provide technical and professional input on the 2027-2028 solid waste budget and rate-setting process. Provide staff training as needed on use of the rate model. Budget: 85 hours @ $200 per hour $ 17,000 Schedule: March 2026 – December 2026 Task 7 – Economic Analysis of Proposals and Related Rate Modeling, Rate Structure Issues, and Other Analyses as Requested Review service provider rates with respect to annual wholesale costs and enumerated services (including container and customer counts). Calculate and monitor before and after savings from switching billing responsibility from the current solid waste collection contractor back to City staff responsibility. Evaluate the City’s current variable rate structure and present alternative rate structure options designed to incentivize waste reduction and responsible recycling and composting. Budget: 35.8 hours @ $200 per hour $ 7,160 Schedule: May 2025 – March 2026 Task 8 – Meetings and Consultations Provide remote attendance at meetings/hearings, as well as preparation and coordination for the same, as needed, as part of setting 2027-2028 solid waste rates. Budget: 12.5 hours @ $200 per hour $2,500 Schedule: March 2026 – December 2027 Task 9 – Contingency Provide other assistance as needed to set 2027-2028 solid waste rates. Budget: 15 hours @ $200 per hour $3,000 Schedule: March 2026 – December 2027 ! "      PAGE 4 OF 4 Task 10 – Review 2027-2028 Rate Model for Potential Updates to 2028 Solid Waste Rates Provide technical support and rate model review for 2028 solid waste rates as potentially necessary due to current and projected CPI inflation, customer counts changes, and service level choices. In collaboration with City staff, develop appropriate data and document requests of the waste services contractor necessary for independent and comprehensive analysis of any contractor-proposed change to the existing contract. Provide remote attendance at meetings, technical memoranda, and other support as directed. Update the rate model to include King County disposal charge revisions that encompass the county’s split of disposal charges into separate fixed and per ton disposed amounts. Work on this task may also include but is not limited to economic and strategic analysis related to any proposed additional or enhanced waste prevention and diversion programs or contractor-proposed solid waste collection contract changes impacting City costs or customer rates.
