Plans: RFI 528 Response 2. Reason for Change: "!#          Change Order No. 66 Contract Title: Rainier Ave S. Corridor Improvements – Phase 4 Contract No. CAG-22-163 Page 3 of 19 Change Order Form – Revised 12/23/2025 The Contract plans required the proposed asphalt driveway at Wendy's be constructed in a way which would force the proposed walkway between the sidewalk and the Wendy's building to either be significantly below the driveway grade without anything to support the grade difference, or for the proposed cross slope of the walkway to be toward the Wendy's building, which would result in drainage sheeting toward the structure. Construction of the walkway with the revised cross slope while maintaining compliant grades required construction of a cement concrete fill wall to support the elevation difference between the driveway and the walkway into the building. Because the cement concrete fill wall was not part of the original scope, no existing underground utilities were identified in the plans. The Contractor needed to perform exploratory excavation to determine the feasibility of constructing the cement concrete fill wall. This Change is needed to create an item to compensate the Contractor for the work required to excavate and install the cement concrete fill wall at the Wendy’s entrance. 2. Equitable Adjustment: This Change Order does include an equitable adjustment per Section 1-09.4 of the 2022 WSDOT/APWA Standard Specifications. See attached. This work includes removal and replacement of previously installed sidewalk, curb and gutter, and driveway panels. Construction Requirements: Special Provisions 8-14.3 is supplemented with the following: The Contractor shall remove and replace the installed driveway wing and sidewalk on the north side of driveway D2 and the installed driveway wing and sidewalk on the south side of driveway D4 and replace them with revised wings which establishes a landing per the response to RFI #528. Reason for Change: The Contract plans required the proposed asphalt driveway at Wendy's be constructed in a way which would force the proposed walkway between the sidewalk and the Wendy's building to either be significantly below the driveway grade without anything to support the grade difference, or for the proposed cross slope of the walkway to be toward the Wendy's building, which would result in drainage sheeting toward the structure. Construction of the walkway with the revised cross slope while maintaining compliant grades required removal and regrading of the installed driveway wings and some sidewalk to create space for extended wings which were flat enough to establish a landing at the top of the stairs and the walkway to the south entrance of Wendy’s to meet PROWAG requirements. The revised grading also required the installation of two trench drains connecting the roof drains to direct the flow of water away from the building. This Change is needed to create an item to compensate the Contractor for the work required to revise the sidewalk, driveway, and landing ramps, and connect the roof drains at the Wendy’s entrance and walkway. 2. Equitable Adjustment: This Change Order does include an equitable adjustment per Section 1-09.4 of the 2022 WSDOT/APWA Standard Specifications. See attached. The cost was calculated to be $18,733.20 and has been rounded to an estimated cost of $19,000.00. Affects DBE Work: No. 4. Critical Path Extension of Time: The time for Completion is extended 0 Working Days. 5. Sections 1-04.4 and 1-04.5 of the 2022 WSDOT/APWA Standard Specifications shall govern this Change Order. The Work of the referenced Contract is modified to include the changes detailed herein. Attached is plan/photos demonstrating that existing conditions sidewalk adjacent to building sloping away from building. Once the new driveway is constructed, it will raise the front of walk grade. The back of walk grade is fixed on the building (unless raising sidewalk on building is acceptable). This will results in sidewalk sloping back towards the building. A wall for grade separation may be needed between proposed driveway and the sidewalk adjacent to building. Changing driveway approach from type 1 with 1.5% slope towards road to a type 3 with 1.5% slope away(or more) from curb may be necessary. If the driveway cross slope changes then the wing lengths may change. Pivetta is pouring curb and gutter on 5/22/2025 so if any curb needs to be left out through this driveway due to potential for change in wing lengths, please provide direction ASAP. Please provide direction regarding this potential grading/drainage conflict whether to build per plan or if additional design is necessary.
