EG93363 CASE# 26-2781 OATS OF COLLI r�510NN + 04/09/26 21:15 L1 NARRATIVE On 04/09/2026, 1 was working uniformed patrol in a marked police car as 3R23. At approximately 2134 hours, I was dispatched to a hit-and-run report over the phone at the Cedar Park Apartments at 450 Monroe Ave NE, which is located within the city limits of Renton, County of King, Washington. Dispatch advised that the caller reported a hit-and-run accident at the location, which occurred about 15 minutes prior to her calling. She mentioned that the suspect vehicle also hit several other cars in the parking lot and was possibly gone from the location northbound on Monroe Ave NE. I was able to contact the reporting party over the phone and discussed the incident. I later went to the apartment complex and verified her identity. I identified her as Alessandra S. Yustiz -Castro (DOB: 10/04/1988, verified via DOL photo). I spoke to her utilizing the Spanish Language Line. She described the following: Approximately 15 minutes prior to calling the police, Alessandra mentioned that she was inside her apartment. She described hearing the sounds of a collision in the parking lot and went to check. When we went outside, she noticed that three vehicles in the parking lot where her vehicle was parked had been damaged. Alessandra was flagged down by a Renton Technical College (RTC) security guard, and he mentioned that he saw what he believed was the suspect vehicle flee the location northbound on Monroe Ave NE. He provided her with the following suspect vehicle description: Unit 1: A silver 2016 Jeep Cherokee (WA/ CNJ1206, VIN/ 1C4PJLCB4GW256398). Registered to an Anderson J. Sierra Chacon (DOB: 05/17/1995). Insurance: Unknown. Alessandra said that she never saw the collision or the suspect Jeep and was only provided the information about the suspect vehicle from RTC security. Alessandra also mentioned she did not have motor vehicle insurance for her vehicle. Alessandra also said that the apartment complex may have a surveillance camera, but that there was no one in the office to view the footage at this time. I advised her to call the police back during the day to follow up. When I arrived at the dispatch location, I found that the involved collision occurred on the west side of the dispatch location in the center lot. It appeared that there were 3 vehicles involved, including the reporting party's vehicle and 2 other vehicles. I identified the 3 total involved vehicles as follows: Unit 2: A black 2015 Mazda MZ6 (AK/ KAU161, VIN/JM1GJ1W67F1164619). Registered owner: Dionnys Rodriguez (DOB: Unknown). Insurance: Unknown. Unit 3: A black 2021 Jeep Compass (WA/ CSD9739, VIN/ 3C4NJDBB8MT588392). Registered owner: The reporting party listed above. Insurance: None. Unit 4: A black 2018 BMW 330 (WA/ CDH9138, VIN/ WBA8D9C52JEM34232). Registered owner: Billy R. Frazier (DOB: 7/05/1983, verified via DOL photo) Insurance: The General -WA9924586. All vehicles involved in this collision were unoccupied when the driver of Unit 1 struck them. Based on what I observed, Units 2-4 were parked head-first into the parking stalls. It appears that the driver of Unit 1 struck the rear side of Unit 2, causing it to be pushed into Unit 3, which then caused Unit 3 to be pushed into Unit 4. Unit 2 sustained heavy damage to the entire passenger side rear wheel well area, bumper, and driver's side rear wheel well area. Unit 3 sustained moderate damage to the passenger side rear wheel well and bumper area, with minor damage to the driver's side rear wheel well area. Unit 4 sustained very minor damage to the passenger side wheel well area. I was able to locate the registered owners of Units 3 and 4 and provided them with a Renton PD business card with the associated case number. I was unable to locate the registered owner for Unit 2 at this time. I was also able to contact the RTC security guard, who claimed he saw the suspect vehicle. I was PAGE 3 OF 6 REPORT NO. He described the following: Brett explained he was on duty working to secure the parking lot gates at the RTC. It should be noted that the gates he was referring to are located on the east side of the campus and face the dispatch location. Brett said he heard sounds of a collision coming from the area of the dispatch location. He shortly thereafter saw Unit 1 leave from the northernmost entry/exit to the dispatch addresses' parking lot. He was able to obtain a license plate at this time for Unit 1. Brett said he noticed damage to the passenger side front bumper/headlight area of the Jeep. Brett also described seeing a subject exit the Jeep and briefly take a look around his vehicle, then leave northbound on Monroe Ave NE. Brett was unable to provide me with a description of the driver of the Jeep at this time and would be unable to identify anyone. Brett mentioned he did have cameras that faced toward the area of the apartment, but was unsure if they would have caught anything substantive. He was provided with the case number and advised to call the police back if he had any information. Based on the fact that an unknown subject struck 3 unattended motor vehicles at the dispatch location and the fact that the unknown subject did not leave a proper exchange of information at the scene of the collision, there is probable cause for RCW 46.52.010 -hit and run unattended. At this time, the suspect's identity is unknown. Should a suspect be identified, there is probable cause to arrest them for the above charges. This concludes my report.
