HomeMy WebLinkAboutORD 6190CITY OF RENTON, WASHINGTON ORDINANCE NO. 6190 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING SUBSECTIONS 4-2-060.J AND 4-2-080.A OF THE RENTON MUNICIPAL CODE, AMENDING ZONING REGULATIONS AN.D CONDITIONS FOR INDOOR RECREATION FACILITIES, AUTHORIZING CORRECTIONS, PROVIDING FOR SEVERABILITY, AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the City finds that indoor leisure activities build a healthy, vibrant community through exercise and social interactions; and -WHEREAS, the City wants to allow indoor recreational facilities in more zones with streamlined permitting; and WHEREAS, this matter was duly referred to the Planning Commission for investigation and study as Community and Economic Development Docket Number D-247, and the matter was considered by the Planning Commission; and WHEREAS, pursuant to RCW 36. 70A.106, on January 16, 2026, the City notified the State·of Washington of its intent to adopt amendments to its development re'gulations; an_d WHEREAS, the Planning Co_mmission held a public hearing on February 4, 2026, considered all relevant matters, and heard all parties in support or opposition, and subsequently forwarded a recommendation to the City Council; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I. All portions of the Renton Municipal Code in this ordinance that are not shown in strikethrough and underline edits or are not explicitly repealed herein remain in effect and unchanged. 1 ORDINANCE NO. 6190 SECTION II. Subsection 4-2-060.J of the Renton Municipal Code, as amended by Ordinance No. 6184 passed on February 23, 2026, is further amended as shown in Exhibit A. SECTION Ill. Subsection 4-2-080.A33 of the Renton Municipal Code is amended as follows: 33. a. Commercial uses shall not be greater than five thousand (5,000) square feet of gross floor area . .b.... For lots zoned R-14 within the Sunset Area, as defined by Ordinance 561 O establishing a Planned Action for the Sunset Area, retail uses, eating/drinking establishments, and on-site seNice uses are prohibited unless they are accessory to a school, park, or entertainment and recreational use as allowed in RMC 4-2-060.E, F, and J. Commercial uses shall not be greater than five thousand (5,000) square feet of gross floor area. b.c.. &For lots zoned R-14 thatfront on South 7th Street, the specified uses are only permitted on the ground-floor level as part of a residential project on R-14 zoned properties fronting on South 7th Streetin a residential mixed-use building and must be located on the ground floor. SECTION IV. Subsection 4-2-080.A.43 of the Renton Municipal Code is amended as follows: 43.ReservedSpecified use is permitted east of Rainier Ave/SR-167. It is prohibited west of Rainier Ave/SR-167. 2 ORDINANCE NO. 6190 SECTION V. Subsection 4-2-080.A.54 of the Renton Municipal Code is amended as follows: 54._a__Specified use(s) are allowed outright in the Employment Area (EA) land use designation . .b.._Outside the EA, the use shall be developed as part of a mixed-use building-yet_ i. If the building's primary use is general office or residential, the specified use shall not occupy more than twenty-five percent (25%) of a-the building_,_ whose primary use is general office or residential, and ii.If, regardless of primary use, the building contains an indoor recreation facility, the specified use shall occupy no more than twenty-five percent (25%) of any one floor of-a-ttthe indoor recreation facility. SECTION VI. Subsection 4-2-080.A.82 of the Renton Municipal Code is amended as follows: 82.Specified use(s) are permitted provided all of the following conditions are met: a.All development shall be architecturally and functionally integrated into the overall shopping center or mixed-use development-:; and .b.,_Buildings shall be mixed-use except for_;_ LtRetail buildings with more than seventy-five thousand (75,000) square feet, structured parking, and a maximum building footprint of sixty five thousand (65,000) square feet,� or .iL....s-Structures smaller than five thousand (5,000) square feet. 3 ORDINANCE NO. 6190 Single-use retail buildings are not allowed east of Lake Washington Boulevard North; and b.c.. In the UC Zones, buildings adjacent to pedestrian-oriented streets, as designated via Master Plan or a similar document approved by the City, shall have ground-floor commercial uses. Where required, commercial space shall be provided on ,the ground floor along all street frontage(s) at a minimum of thirty feet (30')--ift depth along any street frontagedeep. Averaging the minimum depth may be . permitted through the site plan review process, provided no portion of the depth is reduced to less than twenty feet (20'). All commercial space on the ground floor shall have a minimum floor-to-ceiling height of fifteen feet (15'); and ed. Buildings oriented along Park Avenue shall have one or more pedestrian entries on Park Avenue. SECTION VII. Subsection 4-2-080.A.91 of the Renton Municipal Code is amended as follows: 91.Specified use(s) shall be located within a mixed-use structure. VVhere required, commercial space shall be provided on the ground floor at thirty feet (30') in depth along any street frontage. Averaging the minimum depth may be permitted through the site plan review process, provided no portion of the depth is reduced to less than hventy feet (20'). All commercial space on the ground floor shall have a minimum floor-to-ceiling height of fifteen feet (1 S')Reserved. SECTION VIII. Upon approval of the City Attorney, the City Clerk is authorized to direct the codifier to make necessary corrections to this ordinance, including the 4 ORDINANCE NO. 6190 corrections of scriveners or clerical errors; references to other local, state, or federal laws, •codes, rules, or regulations; or ordinance numbering and section/subsection numbering and references. The City Clerk is further authorized to direct the codifier to update any chapter, section, or subsection titles in the Renton Municipal Code affected by this ordinance. , SECTION IX. If any section, subsection, sentence, clause, phrase, or word of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality thereof shall not affect the constitutionality of any other section, subsection, sentence, clause, phrase, or word of this ordinance. SECTION X. This ordinance shall be in full force and effect five (5) days after publication of a summary of this ordinance in the City's official newspaper.
