Chief Jon Schuldt provided a department update where he recognized the following

4. Proclamations:
a) National Volunteer Month – April 2026:
A proclamation by Mayor Pavone was read declaring April 2026 to be National
Volunteer Month in the City of Renton and encouraging everyone to join in this
special event. Teresa Nishi, Recreation Program Coordinator, accepted the
proclamation with appreciation and introduced Jennetta Edwards and Jessica
Lauer, both long-time city volunteers.

b) Sikh Heritage Month/Vaisakhi Day – April 2026 & April 6, 2026:
A proclamation by Mayor Pavone was read declaring April 2026 & April 6, 2026 to be
Sikh Heritage Month/Vaisakhi Day in the City of Renton and encouraging everyone
to join in this special event. Rupy Kaur, member of the Mayor’s Inclusion Task
Force, accepted the proclamation with appreciation.

5. ADMINISTRATIVE REPORT
Deputy CAO Kristi Rowland reviewed a written administrative report summarizing
the City’s recent progress towards goals and work programs adopted as part of its
business plan for 2026 and beyond. Noted items were:
x The Renton Police Department and Renton Regional Fire Authority are hosting a
free 5-session Senior Public Safety Miniseries at various city locations from 1-2:30
p.m. on Wednesdays April 8 and 22, and May 6. For more information and to
register visit www.rentonwa.gov/register.
x Get ready to celebrate Renton’s rooftop dragon at the 7th Annual Dragon’s Annual
Street Fair, Sunday, April 12 from 10 a.m.-5 p.m. on Wells Avenue South between
South 2nd and South 3rd streets. Enjoy a Dragon’s Landing Costume Tournament,
captivating performances, creative crafts, and more. Admission is free and there
will be fun for all ages. Visit www.rentonwa.gov/rmac for more information.
x Dive into specialized policing topics and regional public safety partnerships.
Attend one or all four sessions of the Advanced Community Police Academy
scheduled for April 28, May 5, June 2, and September 14. Sessions will be
held at various locations. To register or for more information visit
www.rentonwa.gov/advcpa. Completion of the Renton Police Department
Community Police Academy is a prerequisite. Limited spots are available,
and a background check is required.
x Information about preventative street maintenance, traffic impact projects,
and road closures happening this week can be found at
http://rentonwa.gov/traffic. All projects are weather permitting and unless
otherwise noted, streets will always remain open.
6. AUDIENCE COMMENTS
x Ellen Tennis, Renton, requested more be done to protect residents from unauthorized
data searches within the FLOCK camera systems.
x Maria Hudson, unknown, spoke about issues she has with several police departments
regarding her daughter.
7. CONSENT AGENDA
a) Approval of Council Minutes of March 23, 2026. Council Concur
b) Community & Economic Development Department – Development Engineering
Division recommended execution of Change Order No. 20 to CAG-25-044,
contractor Active Construction, Inc., in the amount of $155,303.29 to reconcile
sales tax discrepancies for the Legacy Square Phase I project. Refer to Finance
Committee
c) Community & Economic Development Department – Planning Division requested
adoption of a resolution that authorizes a one hundred percent (100%) waiver of all
development fees and an eighty percent (80%) waiver of the transportation, park,
and fire impact mitigation fees as well as the system development charges (sewer,
water, storm), as provided in Renton Municipal Code (RMC) 4-1-210.B.4 for
Homestead Community Land Trust for the Willowcrest Phase II affordable housing
project. Refer to Finance Committee
d) Executive Services Department – City Clerk Division requested adoption of a
resolution setting a public hearing May 4, 2026 to consider the Renton School
District street vacation petition (VAC-26-001) that would vacate portions of S
Tillicum St and Alley from Shattuck Ave S to Logan Ave S and S Tobin St from
Shattuck Ave S to Logan Ave S as part of their Renton High School expansion
project. Council Concur
e) Executive Services Department – IT Division requested authorization to convert one
(1) vacant Senior Systems Analyst position to one (1) Senior Business Systems
Analyst position. The initial annual base salary savings are $10,941. Refer to
Finance Committee
f) Executive Services Department – IT Division recommended execution of a State and
Local Cybersecurity Grant Program (SLCGP) agreement, with the Washington State
Military Department, to accept $62,000.00 in grant funds to complete the second
step in the process to improve, modernize, and align the city’s SCADA (Supervisory
Control and Data Acquisition) environment with best practices to ensure it remains
secure. Refer to Finance Committee
g) Finance Department submitted a Utility Bill Leak Adjustment Request from Floyd
Kerb, property owner of 353 Sunset Blvd N, and recommended approving the
request to adjust this account in the total amount of $5,058.51 for excess
consumption caused by a qualified water line leak in accordance with Renton
Municipal Code (RMC) 8-4-46 and 8-5-23. Refer to Finance Committee
h) Human Resources and Risk Management Department requested the addition of
one (1) Full-time Equivalent (FTE) Employee Relations Analyst position, at a cost of
$193,805 including one-time Facilities and IT costs, in order to assist the
department with new initiatives such as the two day per month New Employee
Orientation and Onboarding process, organization and attendance at recruitment
and outreach events, assisting with a Learning Management System, and ever-
increasing amounts of workforce development training and job workloads. Refer to
Finance Committee
i) Parks & Recreation Department – Recreation Division requested authorization to
convert a 0.75 full-time equivalent (FTE) Recreation Specialist position to a 1.0 FTE
position; and to include the position in the next budget amendment. Refer to
Finance Committee
j) Parks & Recreation Department – Parks & Trails Division recommended adoption of
a resolution adopting the Cleveland-Richardson Park Master Plan. Refer to
Committee of the Whole
k) Parks & Recreation Department – Parks & Trails Division recommended execution
of an agreement with Facet NW, Inc., in the amount of $376,696, for design services
for the Cedar River Natural Area Mountain Bike and Multi-use Trail project. Refer to
Finance Committee
l) Police Department recommended hiring one Police Sergeant position and four
Police Officer positions with first-year costs totaling $1,612,200 utilizing funds from
the public safety sales tax authorized by HB 2015 (City of Renton Ordinance No.
6167). The city began collecting this sales tax in January 2026. The department
further requested authorization to add these new positions in the next budget
adjustment. Refer to Finance Committee
m) Public Works Department – Administration requested authorization to reclassify
the Maintenance Services Director position from Grade M18 to M22, at a cost of
$15,405 for the remainder of 2026, for assuming additional responsibility and 13
full-time equivalent positions with the ITS and Maintenance Section currently
residing with the Transportation Systems Division; and to include the revised
position in the next budget amendment. Refer to Finance Committee
n) Public Works Department – Administration recommended execution of an
Interagency agreement with King County for 2026-2027 Waste Reduction &
Recycling Grant to accept $196,255 in grant funds to implement waste reduction
and recycling programs; and approval to include the appropriations in the Quarter 2
2026 budget amendment. Refer to Finance Committee
o) Public Works Department – Airport Division recommended execution of a
Reimbursement Agreement with The Boeing Company, to accept reimbursement
funds in an amount not to exceed $896,732.66 to repave a strip of asphalt on
Boeing leased property at the Airport as part of the Taxiway A Rehabilitation project.

p) Public Works Department – Facilities Division recommended execution of an
agreement with CDK Construction Services, Inc., in the amount of $1,841,372 for
construction services for the Don Persson Senior Activity Center HVAC & Roof
Upgrade project. This project replaces and upgrades the HVAC system, replaces
the roof, replaces the siding and windows, and provides other repairs associated
with these improvements. Council Concur
q) Public Works Department – Maintenance Services Division recommended
execution of an agreement with Systems of Public Safety, Inc. (SPS), in the amount
of $800,000 to provide upfitting for city Police and Public Works vehicles. Council

8. UNFINISHED BUSINESS

marked with an asterisk (*) may include legislation. Committee reports on any topic may be held by
the Chair if further review is necessary.
a) Utilities Committee: Chair Vaҽn presented a report recommending concurrence in
the staff recommendation to approve the ordinance amending RMC 8-1-10, Solid
Waste Rates, in order to establish a rate for multi—family/commercial organics
collection and to update this section of code for enhanced clarity. The committee
further recommended that this ordinance be presented for first reading at tonight’s
Council meeting.

b) Utilities Committee: Chair Vaҽn presented a report recommending concurrence in
the staff recommendation to authorize the Mayor and City Clerk to execute an
agreement with Puget Sound Energy in the amount of $276,971.60 for construction
services associated with the gas main extension required in support of the Rainier
Ave Pump Station Upgrade project.

c) Transportation Committee: Chair Rivera presented a report recommending
concurrence in the staff recommendation to authorize the Mayor and City Clerk to
execute Supplement No. 1 to CAG-25-299 with Parametrix, Inc., in the amount of
$597,664.01 for the SW 43rd St, W C/L to SR 167 Ramps project.

a) Resolution No. 4575: A resolution of the City of Renton, Washington,

from Shattuck Ave S to Logan Ave S And S Tobin St from Shattuck Ave S
to Logan Ave S.

Ordinances for first reading:
b) Ordinance No. 6189: An ordinance of the City of Renton, Washington,
amending Section 8-1-10 of the Renton Municipal Code, establishing the
2025 and 2026 Solid Waste Collection Service rates for all customer
classes, authorizing corrections, providing for severability, and
establishing an effective date.

Recreation Facilities, authorizing corrections, providing for severability,
and establishing an effective date.

b) Ordinance No. 6188: An Ordinance of the City of Renton, Washington,
granting Hyperfiber of Washington, LLC dba Ripple Fiber and affiliates
authorized to do business within the State of Washington, its affiliates,
successors and assigns, the right, privilege, and authority to install
communications facilities, specifically fiber optic cable and related
appurtenances, under, along, over, below, through and across the
streets, avenues and alleys of the City of Renton within the public right-
of-way of Renton.
