I. PROJECT OVERVIEW
The proposed development consists of a remodel to the existing Sherwin Williams site at 206 Wells
Avenue South in Renton, Washington. The subject property (Parcel #723150-1135) measures
11,513 sf (0.26 ac). The property is zoned CD – Commercial Downtown and within the jurisdiction
of the City of Renton.
The scope of work will include interior improvements to the existing building. The owner proposes
to install new onsite catch basins and regrade the existing asphalt parking lot to remedy previous
parking lot flooding.
The proposed commercial construction requires a building and civil permits with the City of Renton.
The total area is New + Replaced Impervious Surface is approximately 4985 sf. Full Drainage
Review will be required. This Technical Information Report and civil engineering plans have been
prepared in accordance with the 2022 City of Renton Surface Water Design Manual.
The existing building structure was originally developed as early as 1940 according to the King
County assessor data. The site consists of an existing 5639 sf building area , 5510 sf of paved
parking and a few small planters. 2135 sf, parking, drive-aisle and perimeter landscaping. The
existing site is approximately 97% impervious.
The site is relatively flat. The parking lot predominately sheets drains to South 2nd Street; there are
no onsite storm facilities. There are no areas of native vegetation. There are no wetlands or critical
areas onsite or in the immediate vicinity. The site is not within a floodplain.
The existing soils are mapped as Urban Land. See Appendix A.
The project will result in the following:
Net Impervious Area Increase= 0 sf
Onsite New & Replaced Impervious Area= 4985 sf
Onsite Pollution Generating Impervious Area= 4985 sf (Replaced)

II. CONDITIONS AND REQUIREMENTS SUMMARY
This Technical Information Report and the proposed drainage plans have been prepared in
accordance with the 2022 City of Renton Surface Water Design Manual.
Full Drainage Review will be required. The project will be classified as a Redevelopment. This
Technical Information Report will address the 9 core and 6 special requirements of the manual,
including a Level 1 downstream analysis.

Core Requirement #1 - Discharge at the Natural Location
The project will continue to drain to the existing City of Renton storm drainage system in South 2nd
Street.
Core Requirement #2 - Off-site Analysis
A Level 1 Downstream Analysis is required for the project. The site drainage is part of the
Lower Cedar River drainage drainage basin. We do not know of any downstream drainage
problems. See Section 3 of this Report for additional information.
Core Requirement #3 - Flow Control
The property is within the City’s Peak Rate Flow Control map area. The project involves 0 sf of
New Impervious and approximately 4985 sf of Replaced Impervious Surface. The proposed
commercial development qualifies for a Basic Exemption from flow control since there will be less
than 5000 sf of New + Replaced Impervious Surface.
Core Requirement #4 - Conveyance System
New catch basins and 8-inch storm drains are proposed to convey runoff from the regraded
asphalt parking lot. See Section 5 of this report.
Core Requirement #5 - Erosion and Sediment Control
Erosion Control BMP’s will be provided for the project, including straw wattles and CB inlet
protection. Considering the limited area of site disturbance, measures such as silt fencing or
construction entrances are not warranted. See Section 8 of this report.
Core Requirement #6 - Maintenance and Operations
An Operations and Maintenance Manual for Storm Drainage Facilities is required. See Section
10 of this report.
Core Requirement #7 - Financial Guarantees and Liability
See Section 9 of this report.

Core Requirement #8 - Water Quality
The project is within the City’s Basic Treatment map area. The project qualifies for a Basic
Exemption since we will have less than 5000 sf of New + Replaced Pollution Generating
Impervious Surface.
Core Requirement #9 – On-Site BMPs
Since the project exceeds 2000 sf of New plus Replaced Impervious Surfaces, the project will
require Low Impact Development BMPs to the maximum extent possible in accordance with
Large Lot BMPs (for properties > 22,000 sf).
As required by the 2022 City of Renton SWDM, Section 1.2.9.2.1, the feasibility and applicability
of each BMP method must be evaluated. The following is an outline of our landcover area and
the viability of each Onsite Stormwater Management BMP (viability analysis noted in bold):
1. Full Dispersion The feasibility and applicability of full dispersion as detailed in Appendix C,
Section C.2.1 must be evaluated for all target impervious surfaces. If feasible and applicable,
full dispersion must be implemented as part of the proposed project. Typically, small lot full
dispersion will be applicable only in subdivisions where enough forest was preserved by tract,
easement, or covenant to meet the minimum design requirements for full dispersion in Appendix
C, Section C.2.1.1 ~ Not feasible since no native vegetated areas exist.
2. Full Infiltration Where full dispersion of target impervious roof areas is not feasible or
applicable, or will cause flooding or erosion impacts, the feasibility and applicability of full
infiltration as detailed in Appendix C, Section C.2.2 must be evaluated (note, this will require a
soils report for the site/lot). If feasible and applicable, full infiltration of roof runoff must be
implemented as part of the proposed project. ~ Not feasible due to the existing Urban Land
onsite soils. We would not have adequate vertical separation to the underlying densic
material.
3. Area Targeted BMPs All target impervious surfaces not mitigated by Requirements 1 and 2
above, must be mitigated to the maximum extent feasible using one or more BMPs from the
following list. Use of a given BMP is subject to evaluation of its feasibility and applicability as
detailed in Appendix C. Feasible BMPs are required to be implemented. The BMPs listed below
may be located anywhere on the site/lot subject to the limitations and design specifications for
each BMP. These BMPs must be implemented as part of the proposed project.
A. Full Infiltration per Appendix C, Section C.2.2, or per Section 5.2, whichever is
applicable. ~ Not feasible due to the existing Urban Land onsite soils. We would not
have adequate vertical separation to the underlying densic material.
B. Limited Infiltration per Appendix C, Section C.2.3, See 3A above.
C. Rain Gardens per Appendix C, Section C.2.12, sized as follows:
o Rain gardens have a maximum contributing area of 5,000 square feet.
o Rain gardens must have a minimum horizontal projected surface area below the overflow
that is at least 5% of the area draining to it.

D. Bioretention per Appendix C, Section C.2.6: ~ See Item 3C above.
E. Permeable Pavement per Appendix C, Section C.2.7 ~ Not feasible due to seasonal
high ground water or an underlying impermeable/low permeable layer would create
saturated conditions within one foot of the bottom of the lowest gravel base course or
sand layer.
4. All target impervious surfaces not mitigated by Requirements 1, 2 and 3 above, must be
mitigated to the maximum extent feasible using the Basic Dispersion BMP described below. Use
of Basic Dispersion is subject to evaluation of its feasibility and applicability as detailed in
Appendix C. Feasible BMPs are required to be implemented. Basic Dispersion BMPs may be
located anywhere on the site/lot subject to the limitations and design specifications cited in
Appendix C. The BMP must be implemented as part of the proposed project.
• Basic Dispersion per Appendix C, Section C.2.4, ~ Not feasible as we cannot meet the 50-
foot minimum vegetated flow path requirement.
5. BMPs must be implemented, at minimum, for an impervious area equal to at least 10% of the
site/lot for site/lot sizes up to 11,000 square feet and at least 20% of the site/lot for site/lot sizes
between 11,000 and 22,000 square feet. For projects located in Zone 1 of the Aquifer Protection
Area, these impervious area amounts must be doubled. Doubling of the minimum impervious
area required for BMP implementation in Zone 1 of the Aquifer Protection Area is not required
for projects located within 200 feet of a steep slope hazard area, landslide hazard, or erosion
hazard area. If these minimum areas are not mitigated using feasible BMPs from Requirements
1, 2, 3, and 4 above, one or more BMPs from the following list are required to be implemented
to achieve compliance. These BMPs must be implemented as part of the proposed project.
• Reduced Impervious Surface Credit per Appendix C, Section C.2.9,
• Native Growth Retention Credit per Appendix C, Section C.2.10.
• Tree Retention Credit per Appendix C, Section C.2.14
~ None of these conditions apply to this project.
6. The soil moisture holding capacity of new pervious surfaces (target pervious surfaces) must
be protected in accordance with the soil amendment BMP as detailed in Appendix C, Section
C.2.13. ~ The proposed project will be required to install Soil Amendment to the planter
beds (if disturbed) to provide adequate soil quality for the proposed landscape areas.
7. Any proposed connection of roof downspouts to the local drainage system must be via a
perforated pipe connection as detailed in Appendix C, Section C.2.11. ~ See Item 3C above.

III. OFF-SITE ANALYSIS
A Level 1 Downstream Analysis is required for the development. The site drainage is part of the
Lower Cedar River drainage sub-basin.
Site runoff will continue to discharge to the storm drain system in South 2nd Street. The City
storm system turns northward at Logan Avenue South and northwesterly at East Perimeter
Drive before outfalling into the Cedar River.
We do not know of any downstream drainage problems.

IV. FLOW CONTROL AND WATER QUALITY FACILITY DESIGN
PART A – EXISTING SITE HYDROLOGY
The site consists of an existing 5639 sf building area , 5510 sf of paved parking and a few small
planters. 2135 sf, parking, drive-aisle and perimeter landscaping. The existing site is
approximately 97% impervious. The site is relatively flat with the north parking lot predominately
sheet draining to South 2nd Street. There are no onsite storm facilities. The site has had parking lot
ponding due to minimal grade drop from the building entries to the South 2nd Street sidewalk. Refer
to the survey for additional information.
PART B – DEVELOPED SITE HYDROLOGY
The scope of work will include minor interior improvements to the existing building. The owner
proposes to regrade and repave the north parking lot and add two (2) new catch basins to address
the parking lot ponding issues. A new 8-inch storm drain will route the drainage to an existing catch
basin in South 2nd Street.
The project will result in the following:
Net Impervious Area Increase= 0 sf
Onsite New & Replaced Impervious Area= 4985 sf
Onsite Pollution Generating Impervious Area= 4985 sf (Replaced)
PART C – PERFORMANCE STANDARDS
The project is exempt from Core Requirement #3 – Flow Control and Core Requirements #9 –
Water Quality since our proposed New + Replace Impervious Surface area is less than 5000 sf.
No flow control or water quality treatment measures are proposed.
PART D – FLOW CONTROL SYSTEM
No flow control facilities are proposed.
PART E – WATER QUALITY SYSTEM
No water quality facilities are proposed.

Due to existing parking lot flooding issues, onsite catch basins are proposed with a new storm
drain connection to South 2nd Street.

Bond Quantities Worksheet were included with the permit submittal.

Introduction:
The proposed Sherwin Williams remodel requires compliance with the Renton drainage
requirements. These following guidelines represent the maintenance requirements for the
proposed on-site drainage facilities. These requirements shall be performed by the property owner,
or maintenance service in accordance with current City codes.
Plan Goal
The specific purpose for the storm water facility is to minimize pollution that is typically associated
with modern development. In general, pollution from motor vehicles and pollution generated from
erosion. Attached to this narrative is a maintenance manual, which offers guidelines to the owner
for storm water facility maintenance. Also included are practices to prevent pollution during normal
retail operations.
On-Site Stormwater Facility Maintenance Requirements
Regular inspections of the drainage facilities should be carried out twice per year, in the spring and
fall. The responsible party should keep records of these inspections available for review by the
City. Additional inspections may be required after severe seasonal storms.
Routine maintenance of the site will include mowing, care of landscaping and the removal of trash
and debris from the drainage system. The parking lots and driveways should be kept clean and in
repair. Events such as major storms or heavy winds will require immediate inspections for
damages.
The following is a list of the on-site storm drainage facilities and their function. Also attached are
the required maintenance requirements for these facilities.
