Upon my arrival, I confirmed that the driver of Unit#2 was complaining of chest pain. Renton Regional Fire Association (RRFA) had already responded and evaluated the driver involved prior to my arrival. The driver was treated at the scene and released by RRFA. I was able to collect the driver's information and independent summary of the events leading to the collision. The driver of Unit#2, identified as Ananias Aguilar-Bautista, said he was traveling southbound in about the 700 block of Rainier Ave N in lane 2 of 2. Ananias stated he was intending to continue straight when Unit#1 failed to notice his vehicle and proceeded to make a U-turn. Unit#1 made a U- Turn from lane 1 of 2 and proceeded to cut across all the lanes. Ananias tried to avoid a collision by driving into oncoming traffic. Ultimately, Ananias said he was unable to avoid the collision and subsequently collided with Unit#1 in the northbound lanes. Unit#2 suffered substantial damage to the front bumper due to the collision. Ananias took a photograph of Unit#1 which I later confirmed to be a 2021 Nissan Rogue bearing Washington plates CLE9706. The vehicle was last seen heading northbound towards Seattle on Rainier Ave N. The driver was described as an older black male wearing dark clothing. Unit#2 sustained severe damage to the driver's side doors. I ran the license plate and learned that the vehicle was registered to a man named Melvin D. Collins who is 63 years of age and lives at 8327 Wabash Ave S, in Seattle. The address was approximately 10 minutes away from the scene of the collision. Melvin's DOL photograph shows him to be an older black male with patchy black hair. I spoke with an independent witness named Tiara MaCallum who told me she was traveling northbound on Rainier Ave N when she observed part of the collision. She told me a blue SUV crossed several lanes and got struck by a silver vehicle. Her short statement matched what Ananias told me. I provided Ananias with an exchange of information. Unit#2 sustained severe damage and became undrivable, so it was towed away by Gene Meyers Towing. After removing Unit#2 from the roadway I drove to 8327 Wabash Ave S, in Seattle. When I approached the residence, I located the suspect vehicle (WA/CLE9706) in the middle of the roadway. It appeared to be disabled and undrivable. The vehicle had it's hazard signals on. The vehicle sustained severe damage to the driver's side doors. The vehicle was also occupied by its registered owner, Melvin D. Collins, who was sitting in the driver's seat. I approached Melvin and asked how his vehicle sustained the damage on his doors, and he voluntarily stated that he was involved in collision in Renton. He mentioned that he was exiting a driveway when he was struck by an unknown vehicle. He left the location because his insurance company instructed him to. I then described the scene of the collision and asked if he was on Rainier N along and empty stretch of roadway where no commercial buildings were close by. He said yes. I asked if the airport was on his left and he said yes. I reminded him there were no driveways along that stretch of the road so couldn't be leaving a driveway. He nodded his head and reverted to tell me that he was struck and never caused the collision. I asked Melvin why he didn't stay and wait for police, and he responded that his insurance company instructed him to return home and file a claim. Melvin's vehicle sustained severe damage to the driver's door which caused the vehicle to become undrivable. The vehicle was impounded by Gene Myers towing from Renton. Based on the information above I believe Melvin was the driver of Unit#1, but I need confirmation from Ananias. I created a photo montage for Ananias, but he's been unavailable. I intend to have an officer show the photo montage so I forward criminal charges for hit and run. I have a scheduled showing for April 2nd, 2026. Today, April 2nd, 2026 at 1528 hours, Officer Nelson showed the photo montage to Ananias. I stood close by and overheard Ananias say he could not identify the driver of the vehicle.
