PRV Station 1 Rehabilitation Project

Sealed bids will be received until 2:00 pm, Wednesday, 05/20/2026 at the lobby of Renton City
Hall, 1055 South Grady Way, Renton WA 98057. No mailed, USPS, FedEx, or UPS delivered bids
will be accepted. Please include the bidder's name, address, and the name of the project on the
envelope. Sealed bids will be opened and publicly read via the Zoom video-conferencing web
application at 3:00 pm, Wednesday, 05/20/2026 (60 minutes after published bid submittal time).
Any bids received after the published bid submittal time cannot be considered and will not be
accepted.

The work involved under the terms of this contract document shall be full and complete installation
of the facilities, as shown on the plans and as described in the construction specifications, to
include but not be limited to:
• Construction surveying, staking, and production of as-built drawings.
• Replace PRV 1 with the proposed PRV, located outside the traveled roadway and shoulder. The
new PRV will be located in the unimproved ROW, south of the existing PRV 1, at the west
shoulder of Taylor Place SW adjacent to 564 Stevens Ave NW.
• Connect the station inlet to the 12” DI on Taylor PL NW and the outlet to the 10” CI on Taylor PL
NW.
• Abandon the existing PRV and 10” Cl between the point of connection of the replacement PRV
and connection to the 12” DI at S 124th St.
• Install new PRV, piping, and appurtenances.
• Install 3-inch pressure relief valve and piping, with an above ground discharge pipe that
discharges water to the existing surface water ditch along the south side of Taylor Pl NW.
o Installation of a concrete pad for energy dissipation from discharge pipe.
o Extension and grading of the existing surface water ditch as indicated and/or
directed.
• Trench excavation, including removal of existing unsuitable material, removal and
abandonment of existing utilities, disposal of excavated material, shoring, and dewatering.
• Removal and replacement of asphalt concrete pavement, asphalt overlay, concrete curbs,
gutters, sidewalks and driveways.
• ROW Surface and other restoration.
• Furnish and install approximately 80 LF ductile iron Class 52 8-inch diameter restrained joint
water pipe and restrained joint fittings with polywrap.

• Furnish and install approximately 110 LF ductile iron Class 52 10-inch diameter restrained
joint water pipe and restrained joint fittings with polywrap.
• Furnish and install a 12-inch x 10-inch tapping tee and valve assembly.
• Installing and maintaining adequate TESC measures and restoring all disturbed areas.
• Temporary traffic control measures following the contract documents and applicable City of
Renton, King County, and MUTCD standards.
• Testing and disinfecting of water mains.
• Protecting existing utilities, utility potholing and resolution of utility conflicts.
The estimated project cost is $475,000-$500,000.
A total of 45 working days is allowed for completion of the project.
The City reserves the right to reject any and/or all bids and to waive any and/or all informalities.
Bid documents will be available Tuesday, April 28, 2026. Plans, specifications, addenda, and the
plan holders list for this project are available online through Builders Exchange of Washington, Inc.,
at http://www.bxwa.com. Click on “bxwa.com”; “Posted Projects”, “Public Works”, “City of
Renton”, “Projects Bidding”. Bidders are encouraged to “Register as a Bidder,” in order to receive
automatic email notification of future addenda and to be placed on the “Bidders List”.
Bid documents will also be available at https://rentonwa.gov/bids/ under “Calls for Bids”.
Addenda may not be available or updated on this website.

The recipient, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C.
2000d to 2000d-4) and Treasury’s implementing regulations at 31 C.F.R. Part 22, hereby
notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant
to this advertisement, disadvantaged business enterprises will be afforded full and fair
opportunity to submit bids in response to this invitation and will not be discriminated against
on the grounds of race, color, or national origin in consideration for an award.
Women and Minority Business Enterprises (WMBE) are encouraged to bid.
Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion-Lower

Lower Tier Covered Transactions
1. The lower tier contractor certifies, by signing this contract that neither it nor its
principals is presently debarred, suspended, proposed for debarment, declared
ineligible, or voluntarily excluded from participation in this transaction by any Federal
department or agency.
2. Where the lower tier contractor is unable to certify to any of the statements in this
contract, such contractor shall attach an explanation to this contract.

jvaldez@rentonwa.gov. Questions received less than 4 business days prior to the date of sealed
bid submittal may not be answered.The City will not be responsible for other explanations or
interpretations of the bid documents.
A certified check or bid bond in the amount of five percent(5%)of the total bid price must
accompany each bid.
