Scope of Work:
Crossing a 16” Olympic pipeline with a permanent asphalt road, 2 12” LCPE storm sewer
lines and an 8” PVC sanitary sewer line. The project also includes resurfacing and existing
road and removing trees.
Dear Kanon Kupferer:
Thank you for contacting Olympic Pipe Line Company, LLC (hereinafter referred to as “Olympic”)
regarding your proposed project. Olympic has reviewed the information you provided and has
determined your proposed activity depicted on the attached Exhibit B, from BP’s perspective, and
subject to the following terms and conditions, is clear to proceed:
Olympic’s Damage Prevention Specialist, Gary Gomez at (206) 510-0575 must be contacted
at least 48 hours prior to undertaking any activities within the pipeline right of way. No
construction work within the pipeline right of way may commence without his/her presence
or prior approval. In the event Gary Gomez cannot be reached please contact Donnell Dixon
at (425) 971-3506 48 hours prior to undertaking any activities within the pipeline right of way.
A copy of this letter must be onsite at all times, all construction workers and equipment
operators must be made aware of the requirements herein. Failure to have a copy of the
approval letter onsite may result in a stop work order until the construction team is made
aware of the conditions and requirements required in this Approval Letter.
Ichijo USA Co., Ltd. further agrees to adhere to all the technical requirements and
specifications contained within the Engineering Approval Letter attached hereto as Exhibit
A.
If the Olympic Damage Prevention Specialist, in his/her sole discretion, determines that Ichijo USA
Col., Ltd (hereafter referred to as Ichijo USA) activities could result in damage to the pipeline, such

Damage Prevention Specialist will notify Ichijo USA their operator or contractor. Ichijo USA herein
acknowledges that the Olympic Damage Prevention Specialist shall have full authority to stop any
of Ichijo USA’s excavation or construction related activities in close proximity to the Olympic pipeline
if in the Olympic Damage Prevention Specialist’s sole opinion, Ichijo USA’s activities could result in
damage to the Olympic pipeline.
Should the scope of your project change and it become necessary to operate equipment in close
proximity to Olympic’s right-of-way, a list of the proposed equipment, and when applicable revised
drawings, must be submitted to Olympic for review and analysis. The proposed change(s) to the
scope of your project cannot be implemented or otherwise proceed until Olympic provides written
approval for the contemplated changes in scope and/or equipment.
Note: Unless otherwise stipulated herein, no equipment will be allowed on or near Olympic’s pipeline
without prior written approval from Olympic.
Per relevant state law, 811, the national One-Call number, must be contacted, prior to
commencement of any approved excavation related activities.
For your further reference, included with this letter, is BP’s Excavation and Construction Guidelines

Excavation Specific Requirements
1. No excavation or construction activity will be permitted in the vicinity of a pipeline until all appropriate
communications have been made with BP’s field operations and the Right-of-Way Department. A
formal engineering assessment may be required.
2. There shall be no excavation or backfilling within the pipeline right-of-way for any reason without a
representative of BP on site giving permission.
3. In some instances, excavation and other construction activities around certain pipelines can be
conducted safely only when the pipeline operating pressure has been reduced. Contractors are
therefore cautioned that excavation which exposes or significantly reduces the cover over a pipeline
may have to be delayed until the reduced operating pressures are achieved.
General Construction Activities
1. The contractor shall not be permitted to transport construction materials or equipment longitudinally
over the pipeline.
2. Where it is necessary for construction equipment (i.e., tractors, backhoes, dump trucks, etc.) or
equipment transporting construction materials to cross the pipeline, the crossing of the pipeline right-
of-way shall be at, or as near to, a 90˚ angle as is feasible.
3. To gain access to the job site, the contractor shall submit a plan indicating where construction
equipment will cross the pipeline, along with the depth of the pipe at the crossings, any proposed
ramping over the pipeline, together with the following specifications for the equipment: type and weight
of equipment; for track equipment – track width and length; for wheeled equipment – number of axles
(single or tandem axles). BP will perform a stress factor calculation to determine if the equipment can
safely cross the pipeline. If crossing of the pipeline is allowed, special measures may need to be taken
to ensure the integrity of the pipeline.
4. No track type construction equipment shall be permitted to pivot or turn directly over the top of the
pipeline.
5. A scraper or pan type tractor shall not be used for removal of soil within ten feet (10’) of the centerline
of the pipeline. Rubber tire or small track type equipment is an acceptable alternative.
6. A sheepsfoot roller shall not be used for compaction purposes within the BP/CHICAP/OLYMPIC ROW.
7. No vibratory rollers shall be used within the BP/CHICAP/OLYMPIC ROW.

Dear Kanon Kupferer:
BP Pipelines (North America) Inc. (hereafter referred to as BP) has reviewed the Subject drawing for the
proposed road and utility work for Harmony Ridge in Renton, Washington, for Ichijo USA Co., LTD
(hereafter referred to as Ichijo USA). BP has approved the plans with respect to the 16” Allen – Renton
Pipeline (hereafter referred to as the Olympic pipeline), subject to the following terms:
1. 811, the national One Call number, must be contacted, per your state requirements, prior to any
excavation within twenty-five feet (25’) of the pipeline.
2. In addition to the “One Call”, Olympic’s Damage Prevention Specialist, Gary Gomez
(206) 510-0575, shall be contacted at least 48 hours prior to any activities within twenty-five feet
(25’) of the Olympic pipeline and must be present prior to commencing work or moving equipment
within Olympic pipeline rights of way. In the event Gary cannot be reached, please contact
Donnell Dixon at (425) 971-3506 48 hours prior to undertaking any activities within the pipeline right
of way.
3. A copy of this letter must be onsite at all times, and all construction workers and equipment
operators must be made aware of the requirements herein. Failure to have a copy of this letter
onsite may result in a stop work order until the construction team is made aware of the terms and
conditions set forth in this Approval Letter.
4. If the Olympic Damage Prevention Specialist, in his/her sole discretion, determines that Ichijo
USA’s activities could result in damage to the pipeline, such Damage Prevention Specialist will
notify Ichijo USA, and/or their operator or contractor. Ichijo USA herein acknowledges that the
Olympic Damage Prevention Specialist shall have full authority to stop any of Ichijo USA’s
excavation or construction related activities in close proximity to the Olympic pipeline if, in the
Olympic Damage Prevention Specialist’s sole opinion, Ichijo USA’s activities could result in damage
to the Olympic pipeline.
5. Encroachment 1 – Sheets 11, 26, 28, 39 and 40 – Ichijo USA has proposed construction of a
permanent asphalt access road with minor grading crossing above the Olympic pipeline to provide
access between Harmony Ridge and Puget Drive SE.
a. The proposed road shall be constructed above the pipeline with a minimum of five and
one-half feet (5.5’) of cover (proposed 7.3’).
b. The road shall cross the pipeline at as close to a 90-degree angle as is feasible, and no
crossing less than 45 degrees will be permitted (proposed 90°).
c. No excavation or backfilling should occur within the immediate vicinity of the pipeline for
any reason unless prior permission is obtained from Olympic personnel who are on-site
and can review the work.
d. Prior to any earth disturbance, the pipeline depth of cover shall be confirmed by the
Olympic Damage Prevention Specialist.
e. A minimum of two feet (24”) of undisturbed soil shall be maintained above the pipeline.
Anything less would be considered a scope change and require further review/approval by
BP. If approved, all excavation within two feet (24”) of the pipeline shall be done by hand,
or by other non-mechanical means as approved by Olympic personnel who are on-site and
can review the work.
f. Backfilling over the pipeline shall be as per the following:
i. Two layers of geotextile material (Johns Manville Spunbond polyester
Type 011/250 or similar) shall be placed beneath any permanent aggregate
material below the roadway, extending for a minimum of ten feet (10’) to either side
of the pipeline.
ii. Acceptable good quality flowable fill (not to exceed a strength of 100 psi) shall be
used to backfill up to the base of the pavement layer and will extend for a minimum
distance of five feet (5’) on either side of the pipeline.
6. Encroachment 2 – Sheets 13, 26, 28 and 29 – Ichijo USA has proposed installation of two 12” LCPE
storm sewer lines crossing below the Olympic pipeline, one at the proposed access road (hereafter
referred to as Crossing 1) and one between SE 19th Street and the proposed access road
(hereafter referred to as Crossing 2), via the open cutting method.
a. The proposed 12” storm sewers shall be installed below the pipeline with a minimum of
two feet (2’) of edge to edge vertical separation (proposed 6.1’ at Crossing 1 and 3.0’ at
Crossing 2).
b. The 12” storm sewers shall maintain a minimum depth for the full width of the Olympic
easement that provides the required separation from the Olympic pipeline.
c. No excavation or backfilling should occur within the immediate vicinity of the pipeline for
any reason unless prior permission is obtained from Olympic personnel who are on-site
and can review the work.
d. Prior to any earth disturbance, the pipeline depth of cover shall be confirmed by the
Olympic Damage Prevention Specialist.
e. Any excavation within two feet (2’) of the pipeline shall be done by hand, or by other non-
mechanical means as approved by Olympic personnel who are on-site and can review the
work.
f. Prior to any pavement or concrete removal, the contractor’s removal methodology shall be
provided to BP. Depending on the methodology, removal may be limited in the area of the
pipeline, i.e. if a hammer method is to be used, it shall not be allowed within ten feet (10’)
of the pipeline.
g. Backfilling over the pipeline shall be as per the following:
i. Acceptable excavated (good quality) fill can be used to backfill below the pipeline
e.g. sand.
ii. Backfill in one-foot (1’) lifts up to within five feet (5’) from the pipeline. Each lift
being compacted by tamping to as close as practicable to 95% compaction.
iii. To obtain proper compaction moisture shall be added to the backfill as necessary,
however ponding is not permitted.
iv. Within five feet (5’) of the pipeline, lifts should be decreased to six inches (6”), not
to exceed eight inches (8”).
v. Within six inches (6”) of the pipeline, there should be a layer of sand that extends
six inches (6”) above the pipeline; the sand layer also needs to be hand compacted
as much as practical.
vi. Two layers of geotextile material (Johns Manville Spunbond polyester
Type 011/250 or similar) shall be placed beneath any permanent aggregate
material below the roadway, extending for a minimum of ten feet (10’) to either side
of the pipeline.
vii. Flowable fill will then be utilized above the sand layer up to the sublayer base of
the road and will extend for a minimum distance of five feet (5’) on either side of
the pipeline.
h. Below-ground precautionary flagging, with color indicating type of utility, shall be placed
approximately one foot (1’) below final surface grade for a distance of ten feet (10’) on
either side of the centerline of the pipeline at the 12” storm sewer crossings.
i. The proposed 12” storm sewers shall cross the pipeline at as close to a 90-degree angle
as is feasible, and no crossing less than 45 degrees will be permitted (proposed 89°).
j. Land restoration after construction shall not result in any grade reduction above the
pipeline.
k. The construction schedule must allow time for Olympic personnel to inspect the pipeline
while it is exposed and perform any maintenance work required.
l. At no time shall the open span of the pipeline exceed twenty-five feet (25’). If the open
span exceeds twenty-five feet (25’), the pipeline shall be supported by Olympic Personnel
or an Olympic approved contractor at the cost of Ichijo USA. Shoring boxes shall not be
used in lieu of support.
7. Encroachment 3 – Sheets 13, 39 and 40 – Ichijo USA has proposed installation of an 8” PVC
sanitary sewer crossing below the Olympic pipeline at the proposed access road via the open
cutting method.
a. The proposed 8” sanitary sewer shall be installed below the pipeline with a minimum of
two feet (2’) of edge to edge vertical separation (proposed 5.3’).
b. The 8” sanitary sewer shall maintain a minimum depth for the full width of the Olympic
easement that provides the required separation from the Olympic pipeline.
c. No excavation or backfilling should occur within the immediate vicinity of the pipeline for
any reason unless prior permission is obtained from Olympic personnel who are on-site
and can review the work.
d. Prior to any earth disturbance, the pipeline depth of cover shall be confirmed by the

l. At no time shall the open span of the pipeline exceed twenty-five feet (25’). If the open
span exceeds twenty-five feet (25’), the pipeline shall be supported by Olympic Personnel
or an Olympic approved contractor at the cost of Ichijo USA. Shoring boxes shall not be
used in lieu of support.
8. Encroachment 4 – Sheets 28, 29 and 40 – Ichijo USA has proposed resurfacing of a permanent
asphalt road, Puget Drive SE, crossing above the Olympic pipeline with removal via milling.
a. Pavement within twenty-five feet (25’) of the pipeline shall be removed by milling.
b. No excavation or backfilling should occur within the immediate vicinity of the pipeline for
any reason unless prior permission is obtained from Olympic personnel who are on-site
and can review the work.
c. Prior to any earth disturbance, the pipeline depth of cover shall be confirmed by the
Olympic Damage Prevention Specialist.
d. A minimum of two feet (24”) of undisturbed soil shall be maintained above the pipeline.
Anything less would be considered a scope change and require further review/approval by
BP. If approved, all excavation within two feet (24”) of the pipeline shall be done by hand,
or by other non-mechanical means as approved by Olympic personnel who are on-site and
can review the work.
e. Backfilling over the pipeline shall be as per the following:
i. Two layers of geotextile material (Johns Manville Spunbond polyester
Type 011/250 or similar) shall be placed beneath any permanent aggregate
material below the roadway, extending for a minimum of ten feet (10’) to either side
of the pipeline.

9. Encroachment 5 – Sheet 49 – Ichijo USA has proposed the removal of three trees located at the
proposed access road within 25’ of the Olympic pipeline.
a. Tree removal within twenty-five feet (25’) of the pipeline must be done under Olympic
direction.
i. Tree stump removal within twenty-five feet (25’) of the pipeline shall be completed
only via stump grinding. Should more extensive stump and/or root removal be
required, this removal must be done under the direct supervision of the Olympic
Damage Prevention Specialist and may require an Olympic approved contractor
at Olympic’s discretion.
b. No excavation or backfilling should occur within the immediate vicinity of the pipeline for
any reason unless prior permission is obtained from Olympic personnel who are on-site
and can review the work.
c. Prior to any earth disturbance, the pipeline depth of cover shall be confirmed by the
Olympic Damage Prevention Specialist.
d. Any excavation within two feet (2’) of the pipeline shall be done by hand, or by other non-
mechanical means as approved by Olympic personnel who are on-site and can review the
work.
e. Land restoration after construction shall not result in any grade reduction above the
pipeline.
10. There shall be no storage of material (i.e. excavation spoils) or equipment over the Olympic pipeline
without prior written approval.
11. Should silt fence placement be required close to or over the pipeline, the Olympic Damage
Prevention Specialist shall be contacted first in order to approve placement of the stakes (a
minimum of five feet (5’) from the pipeline) and flag the location of the pipeline.
12. Should project sign placement be required close to or over the pipeline, the Olympic Damage
Prevention Specialist shall be contacted first in order to approve placement of the sign posts (a
minimum of five feet (5’) from the pipeline) and flag the location of the pipeline.
13. If applicable, all Olympic signage, vent pipes and test stations shall be protected during
construction. Should any of these need relocation due to construction, this work shall only be
performed by or under the supervision of the Olympic Damage Prevention Specialist.
14. The following equipment inventory list was submitted for approval to cross Olympic’s pipeline:
a. Bomag Double Drum Roller
i. Maximum Operating Weight: 9,500 lbs.
ii. The vibratory function for any rollers must be turned off when operating within
twenty-five feet (25’) of the centerline of the pipeline.
iii. A sheepsfoot roller shall not be used for compaction purposes within
twenty-five feet (25’) or directly above the pipeline.
b. Caterpillar 930K Wheel Loader
i. Maximum Operating Weight: 30,479 lbs.
c. Ford F-450 Foreman Truck
i. Maximum Operating Weight: 16,000 lbs.
d. Kenworth T800 Dump Truck
i. Maximum Operating Weight: 54,000 lbs.
e. Sturdy Weld 3-axle Pup Trailer
i. Maximum Operating Weight: 45,000 lbs.
f. Wacker RE12L90 Double Drum Roller
i. Maximum Operating Weight: 2,964 lbs.
ii. The vibratory function for any rollers must be turned off when operating within
twenty-five feet (25’) of the centerline of the pipeline.
g. Carlson CP85 Paver
i. Maximum Operating Weight: 19,750 lbs.
h. Caterpillar 320CLU Backfill Excavator
i. Maximum Operating Weight: 51,706 lbs.
i. Caterpillar 340 Mainline Excavator
i. Maximum Operating Weight: 83,100 lbs.
j. Volvo P7110B Paver
i. Maximum Operating Weight: 41,810 lbs.
15. The above equipment inventory list has been approved subject to the following requirements:
a. Areas of crossing shall be clearly defined by the Olympic Damage Prevention Specialist
and kept to a minimum.
b. The pipeline shall be clearly flagged, and safety fence or silt fence shall be utilized to
prevent accidental/unauthorized equipment crossings.
c. The Olympic Damage Prevention Specialist shall confirm proper depth of cover exists at
the crossing location prior to the start of construction/crossing the Olympic pipeline.
d. The equipment shall only cross the Olympic pipeline at the proposed crossing location with
a minimum depth of cover to top of pipeline of 4.5’.
e. One layer of geotextile material (Johns Manville Spunbond polyester Type 011/250 or
similar) shall be placed beneath any additional fill and existing grade.
f. Where it is necessary for construction equipment (i.e., tractors, backhoes, dump trucks,
etc.) or equipment transporting construction materials to cross the pipeline, the crossing of
the pipeline right-of-way shall be at, or as near to, a 90˚ angle as is feasible.
g. The contractor shall not be permitted to transport construction materials or equipment
longitudinally over the pipeline.
h. No track type construction equipment shall be permitted to pivot or turn directly over the
top of the pipeline.
i. A scraper or pan type tractor shall not be used for removal of soil within ten feet (10’) of
the centerline of the pipeline. Rubber tire or small track type equipment is an acceptable

16. Should any additional equipment need to operate within twenty-five feet (25’) of any Olympic
utilities, the contractor and engineer shall coordinate with BP for review and approval of the
proposed equipment ground pressure loading. BP shall be provided a minimum of ten (10) working
days of notice to review provided documentation.
a. To gain access to the job site, the contractor shall submit a plan indicating where

c. A scraper or pan type tractor shall not be used for removal of soil within ten feet (10’) of
the centerline of the pipeline. Rubber tire or small track type equipment is an acceptable

17. As-builts of the proposed construction in the vicinity of the Olympic pipeline shall be submitted to
BP within 12 months after construction is completed.
Should your design require a field change in the vicinity of the Olympic pipeline, Gary Gomez must be
contacted and approve any revisions prior to actuating the changes in the field.
