NARRATIVE

This incident was captured on my body worn video camera. This report is a summary of events that
occurred and is not an exact sequencing of events. Statements have been paraphrased and
summarized.
On 04-18-2026 1 was working as a police officer in a fully marked, department issued uniform,
patrolling in a marked police vehicle for the city of Renton. At approximately 0255 hours I was
dispatched to an accident report at the Berkshire Apartments, located at 1300 Eagle Ridge Dr S, City
of Renton, County of King, State of Washington.
I gathered from the call notes, LINK TIME DELAY.... VEH VS. FENCE NEXT TO LEASING OFFICE...
VEH UNOCCD... RED TOYT SEDAN DUNK
I arrived on scene and parked my vehicle just east of the leasing office. I observed that there was a
red 2010 Toyota Corolla (license plate#416ZOP/WA) unoccupied, and it was parked over the
sidewalk which collided with the fence separating between the parking lot and leasing office. The
vehicle had severe rear- and front-end damage to the vehicle. The rear bumper had been completely
removed from the vehicle and was left on the ground. There were several noticeable indentation
inwards to the trunk and rear passenger side fender. The frame of the front end of the vehicle had
completely bent outwards and the front passenger side fender had been crushed.
The fence owned by the Berkshire Apartments has been severely damaged. Multiple metal bars to
the fence had been completely removed and a large portion of the fence had caved inwards towards
the leasing office.
The registered owner of the Toyota was listed as Elias E. Arriola-Mejia (DOB 01-15-2003). Elias'
registered address was at the Berkshire Apartments.
I examined the scene for additional clues to determine what occurred. I observed that there were two
separate tire tracks that led to the parking space where the Toyota was at, and another that appeared
to be headed towards the exit. Also, I observed that there were cracked red paint in the flower bed
where the sign for the "Berkshire Apartments" was at. Also, a trail of plants from the flower bed had a
straight-line trail towards the parking space where the Toyota was located at. Also, just west of the
flower bed I found a black plastic vehicle part that likely belonged to a different vehicle than the
Toyota.
I found that there were no witnesses at the scene who observed the incident.
Due to the low amount of staffing at the time, I was unable to attempt contact at Elias' apartment.
Gene Meyer towing arrived and towed the Toyota to their impound lot.
I canvassed the area and did not locate any surveillance cameras that could have captured the
collision.
I was unable to contact a member of the Berkshire Apartments regarding the collision. I left my card
with a copy of the case number.
On 04-18-2026 at approximately 1700 hours I attempted to contact the Berkshire Apartments by
phone. I was able to speak with a woman named "Carolyn" who verbally identified herself as an
employee at the location. Carolyn advised that there were no video surveillance cameras at the
leasing office that could have captured the collision. I asked Carolyn if she wished to be victims on
behalf of the Berkshire Apartments and press charges for the damage. Carolyn replied that she could
not make those decisions but would ask her boss. I provided Carolyn with my contact email to give to
her boss.
Later, I received an email from Elias, and he requested me to speak with him. I contacted Elias by
phone, and he advised the following occurred: On 04-18-2026 at approximately 1830 hours Elias was
at church in Kent. The service had ended around 2200 hours, and he dropped his brother-in-law off in
Auburn. Afterwards, Elias went straight home at the Berkshire Apartments in Renton. Elias parked his
Toyota directly in front of the leasing office on the furthest south parking space next to the curb. Elias
had parked his vehicle there at approximately 2300 hours and entered his apartment. Elias went to
sleep and woke up to find his Toyota no longer in the parking lot.

Elias went to the impound lot to collect his vehicle but also observed the severe damage to the rear
and front end.
Elias took photos of the vehicle at the impound lot and emailed them to me. Also, Elias emailed me
photos of what his vehicle looked like prior to my arrival to the initial call.
Elais said that previously his vehicle only had a minor indent to the rear- and front-end bumpers.
viewed the photos he sent me and did not observe any severe damage.
Due to the totality of the circumstances, the most probable scenario is that a second vehicle was
involved in a hit and run with Elias' Toyota and left prior to my arrival.
The proximate cause of the collision, Unit 1 drove over the flower bed and continued through the
parking lot toward unoccupied and parked Unit 2. Unit 1 collided with the rear of Unit 2 and pushed
Unit 2 into the fence of the Berkshire Apartments. Unit 1 then reversed away from Unit 2 and likely
fled the scene southbound.
There is no suspect vehicle information at this time.
If a suspect is positively identified, I have probable cause to believe that the driver of Unit 1
committed the crime of Hit and Run Unattended (RCW 46.52.010), by operating a motor vehicle
which collided with another vehicle and failed to notify or leave a written notice to the owner of Unit 2.
1 took photos of the crash site when dispatched, crash site of the following evening, and collected
photos of Elias' vehicle via email. All photos were uploaded to evidence.com.
This concludes my involvement in this case.
