NARRATIVE
On 04/24/2026, at approximately 1325 hours, I was dispatched to an accident at NE 7th St and
Edmonds Ave NE, while employed as a uniformed Patrol Officer for the City of Renton, County of
King, State of Washington.
I spoke with Unit#1, identified by her WADOL photo as Deloris, and advised that she was traveling
northbound on Edmonds Ave NE, coming to a complete stop sign on NE 7th St. She advised the road
was clear, and while she proceeded through the intersection, she was struck by Unit#2. Her vehicle
sustained damage to the front-right bumper. She claimed no injuries. Deloris believes that Unit#1
disregarded her stop sign, which caused the accident.
Witness #1, Anitra (family), advised that Deloris did stop at her stop sign, and Unit#2 did not. It
should be noted that Anitra appeared to be intoxicated, and when she spoke, I noticed her speech
was slurred and reeked of alcohol. Though she was intoxicated, she was not identified as the driver.
I spoke with Unit 2, identified by her WADOL photo as PHILIS, and she advised that she was
traveling eastbound on NE 7th St and came to a complete stop at NE 7th St and Edmonds Ave NE.
She stated she did not see another vehicle, so she proceeded through the stop sign. As she was in
the middle of the intersection, her vehicle was struck by Unit#1, causing damage to the rear-right
passenger side and the tire. The tire had a hole in it and was replaced with a spare. She claimed no
injuries and stated she believed that Unit#1 did not stop at her stop sign and proceeded through the
intersection.
It should be noted that the vehicle she was driving was from the dealership, Auto Quest. Philis was
test-driving the vehicle in the hope of purchasing it.
Witness #1 (Unit#2), Elijah (family member), who was seated in the front right passenger seat,
advised that Philis came to a complete stop at the stop sign. He said the road was clear, and she
proceeded through and was then struck by Unit#1.
Witness #2 (Unit#2) Manuel (Quest employee), who was seated in the rear back seat of the vehicle.
He advised that Philis did come to a complete stop at the stop sign and, when safe, proceeded
through the intersection. At the intersection, he stated that they were hit from behind. He also
believed that Unit#1 did not stop at her stop sign.
I also spoke with a higher-up from the dealership, who showed up on scene and identified himself as
Zion Ybarra. He was provided with a case number and informed about the situation.
Both vehicles were stable and still drivable. Witnesses claimed no injuries. Photos will be uploaded
as evidence. Both parties were provided with an exchange-of-information form and a case number.
As of now, it is unclear who actually stopped at the stop sign that caused the accident.
