After planting, GRADING SCHEDULE i summer of 1997. Som e additional removal of fill and was completed n the Preliminary grading of the wetland mitigation area p recontouring will need to occur prior to placement of topsoil and installation of plant material. All existing vegetation within areas to be planted (per the wetland mitigation plan) shall be cleared and grubbed prior to planting. This new grade work shall be completed in the summer months. Seeding of exposed ground shall occur immediately upon grading completion and structure installation. GENERAL SITE CONDITIONS Contractor shall give Talasaea Consultants a minimum of ten (10) days' notice prior to intention to proceed with construction. No construction work shall commence until there is a meeting between the Client, Talasaea Consultants, and participating Landscape Contractor. The approved plans and specifications shall be reviewed to allow parties involved to understand intent and the specific details related to the construction documents, specifications, and site constraints. Locations of existing utilities have been established by field survey or obtained from available records and should be considered approximate only and not necessarily complete. It is the sole responsibility of the Contractor to: (1) to independently verify the accuracy of utility locations and (2) to discover and avoid any other utilities within the mitigation area not shown which may be affected by the implementation of this plan. Such areas are to be clearly marked in the field. Talasaea Consultants to resolve any conflicts with the approved grading plan prior to the start of construction. A copy of the approved plans must be on -site whenever construction is in progress. Construction must be performed in accordance with Agency: standards, codes, permit conditions, and other applicable ordinances and policies. The applicant is responsible for obtaining any other related or required permits prior to the start of construction. A qualified wetland consultant shall be on -site as necessary, to monitor construction and approve minor revisions to the plan. Topographic elevations and existing tree locations represented on this plan are based upon topographic maps supplied by the project surveyor. Final elevations may vary depending on site -specific conditions. It is the responsibility of the Contractor to verify pre -construction topographic elevations and tree locations for accuracy prior to grading. Contractor to notify Talasaea Consultants immediately if any modifications to the plans may be necessary due to inaccuracies of original survey. STAKE LIMITS OF CLEARING Talasaea Consultants shall stake clearing limits prior to any vegetation removal. Contractor shall be responsible for avoiding disturbance to existing vegetation located outside the clearing limits. No removal of any vegetation shall occur without prior approval by Talasaea Consultants. EROSION CONTROL MEASURES Contractor shall install erosion control measures (silt fencing, strawbales, etc.) downslope of the clearing limits within the sensitive areas and sensitive area buffers on the project site prior to any construction activity, as directed by Talasaea. Contractor shall maintain erosion control facilities until completion of construction. Talasaea Consultants to verify locations of erosion control measures prior to site grading. Site areas exposed during grading and construction must be covered with straw (maximum depth of straw to be 3"), erosion control netting, plastic sheeting, or permanent erosion control within 48 hours of disturbance on slopes steeper than 33 percent (3:1). Contractor shall maintain erosion control measures during implementation of the mitigation plan. These measures shall remain in place until authorization is given by Talasaea Consultants for removal or location adjustment. As construction progresses and seasonal conditions dictate, erosion control facilities shall be maintained and/or altered as required by Talasaea Consultants to ensure continued erosion/sedimentation control. Where possible, natural ground cover vegetation shall be maintained for silt control. CONSTRUCTION ACCESS One or more construction access pads may be required. Contractor and Talasaea Consultants shall determine proper access and construction of access(es) into mitigation area. The pad(s) shall remain in place until construction is complete. Construction access(es) shall be located inside the grading limits. Contractor to remove construction access(es) upon completion of earthwork, prior to planting. CLEAR AND GRUB Contractor shall clear and grub areas all areas to be planted. Cleared and grubbed vegetation shall be exported from the site. Particular care must be given to ensure complete removal of tops and roots of reed canarygrass plants and any other invasive/exotic plant species. Invasive/exotic plant species to be removed and treated in the mitigation and buffer areas are: Scot's broom, Himalayan and evergreen blackberry, reed canarygrass, purple loosestrife, morning glory, Japanese knotweed, thistle, English ivy, and creeping nightshade. Talasaea Consultants to designate any additional plant species to be removed/treated prior to construction SURVEY/STAKE/FLAG PROPOSED GRADES Talasaea Consultants shall stake proposed grades upon completion of clearing and shall monitor during construction. EXCAVATE Grade mitigation area and corresponding buffer per civil and environmental grading plans. Talasaea Consultants to make minor field adjustments to environmental grading plan, as necessary, to ensure proper function of mitigation area. In the created wetland and graded buffer areas, over -excavate 6" below finished elevation shown on plans for later placement of 6" of imported topsoil, Cedar Grove or equivalent. Excavated soils shall be exported off site if not adequate for use in fill areas on the site. PLACE TOPSOIL/COMPOST Talasaea Consultants to approve subgrade earthwork in the mitigation and buffer areas prior to placement of topsoil. In all mitigation and buffer areas to be planted, place 6" of imported topsoil over subgrade. Till topsoil into subgrade a minimum of 6" to form 12" of planting medium. Compact topsoil by running a tractor up the side slopes to notch the soil to prevent rilling. IRRIGATION A temporary aboveground irrigation system shall be designed and installed by Contractor upon completion of finish grading and prior toinstallation of plantings within the mitigation and buffer areas. Temporary ryirrigation system will be tied into site system. All planted areas shall receive full irrigation coverage, except for ponded areas in the enhanced and created wetlands. It is the Contractor's responsibility to ensure proper function and connection of the irrigation systems located within the mitigation area on the project site. Contractor shall comply with City codes regarding street maintenance/cleaning during construction. Any changes or modifications to this plan must receive prior approval from Talasaea Consultants. PART 3 - PLANTING SPECIFICATIONS GENERAL CONDITIONS In the mitigation area, the Contractor shall remove weedy or exotic invasive species (e.g.; Scot's broom, Himalayan and evergreen blackberry, reed canarygrass, purple loosestrife, morning glory, Japanese knotweed, English ivy, thistle, and creeping nightshade) by manual or chemical means (approved by the Agencies) prior to plant installation. Contractor shall verify plant installation conditions within the mitigation and buffer areas. Any unsatisfactory conditions shall be corrected prior to start of work. When conditions detrimental to plant growth are encountered, such as rubble fill, adverse drainage conditions, or obstructions, notify Talasaea Consultants prior to planting. Beginning of work constitutes acceptance of conditions as satisfactory. LOCATE/STAKE/VERIFY PLANTING AREAS Contractor shall field locate, stake, and verify planting areas and configurations prior to planting. Talasaea Consultants shall review and approve locations prior to planting. Stake the proposed location of trees and shrubs with an approved coding system. For large groupings of a single species of shrub, Contractor may stake the boundaries. Talasaea Consultants shall review and approve locations prior to planting. APPROVE PLANTING LOCATIONS AND SPACING Planting locations shown on planting plans are approximate, based on anticipated site conditions. Actual planting locations may vary from those shown due to final site conditions and locations of existing vegetation. Nevertheless, any variations from the planting plan require prior approval by Talasaea Consultants. Plant spacing for species listed is to be random (naturalistic), and not in a regular grid pattern. On -center spacing called out on plant list indicates an average spacing dimension. For example, when the plan calls for 24" O.C., spacing shall vary from 18"-30" O.C., with an average spacing of 24 inches. Talasaea Consultants to review planting locations and spacing prior to plant installation. PART 4 - PLANT MATERIAL STANDARDS PLANT MATERIALS Plant material shall be examined by the Ecologist prior to planting. Original central leader must be healthy and undamaged. Maximum gap between branching not to exceed 9", length of top leader not to exceed 12". Shrubs shall have a minimum of three stems and be a minimum height of 24 inches. Native plant cuttings shall be grown and collected in the maritime Pacific Northwest. Cuttings shall be of one- to two -year -old wood, 112" dia. minimum. Cuttings shall be a minimum of 4' in length with 4 lateral buds exposed above ground after planting. The top of each cutting shall be a minimum of 1" above a leaf bud, the bottom cut 2" below a bud. The basal ends of the cuttings shall be cut at a 45 degree angle and marked clearly so that the rooting end is planted in the topsoil. Cuttings must be kept covered and moist during storage and transport, and no cuttings shall be stored more than three days from date of cutting. Cuttings shall only be used if planting occurs between December 1st and April 1st. For planting between April 1 st and December 1 st, use rooted cuttings or saplings. Within 30 days of award of the landscape contract, Contractor shall submit documentation that specified plant materials have been ordered and secured. A list of supplier names, addresses, phone numbers and the storage/growing location of the materials shall be submitted to Talasaea Consultants. VERIFY NURSERY STOCK CONDITION Talasaea Consultants to inspect plant material at the job site, including previously tagged trees, for compliance with requirements for plant size and quality prior to planting. This includes but is not limited to size and condition of rootballs, rootsystems, insects, latent injuries and defects. Trees must be untied and separated for inspections. Talasaea Consultants reserves the right to refuse any/all plant material that does not meet the requirements of the drawings and specifications at any time prior to final acceptance. Rejected material shall be immediately removed from project site. VERIFY STORAGE SITE AND METHOD Store plants in the manner necessary to accommodate their horticultural requirements. Protect plant material stored on -site from weather damage, construction activity and the public. Balled and burlapped material which cannot be installed immediately shall be "heeled -in" to keep from drying out prior to planting. Protect rootballs by covering with moist soil, mulch or sawdust. Water as required to keep rootballs moist. > DEG 1 iUUaUS { 1 V of o<> d SET TREE STRAIGHT AND PLACE ROOTBALL ON SOLID GROUND OR ON COMPACTED BAGKFILL. PART 5 - PLANT INSTALLATION SOIL PREPARATION/AMENDMENTS Prior to installation of plantings, ensure complete removal or non-native fill material used for the temporary construction access(es). Trees and shrubs shall be pit planted as shown in details. Include in the planting backfill a soil moisture retention agent (polymer) per manufacturer's specification (see General Planting Installation Notes). In high rodent use areas, Contractor shall install a tree guard made of 4" diameter slit corrugated black plastic pipe to prevent rodent damage at the base of planted trees and shrubs. Guard to be anchored 2" into the soil and shall be not less than 8" above ground. SOIL MOISTURE RETENTION AGENT Add SoilMoist, or equivalent, to the topsoil backfill of all planting pits. Follow manufacturer specifications for directions for use and application rates. FERTILIZER Fertilize woody plantings with a slow -release (8-month), high nitrogen granular fertilizer (21-3-7), with application rates as specified by manufacturer. Apply fertilizer after planting pit is backfilled, and prior to application of mulch. Do not apply fertilizer between November and March. MULCH A 3" layer of wood chip mulch shall be placed around the base of new tree (36" dia. ring) and shrub plantings (24" dia. ring) for erosion, weed control, and moisture retention. Mulch shall be obtained from ground up slash on -site, if available. STAKING Trees shall be staked with at least one stake, 3/4 the height of the tree. Contractor shall remove stakes at the end of the one-year guarantee period. RESEED DISTURBED AREAS Contractor shall hydroseed or hand seed and thoroughly water exposed soils with the seed mixes specified in the Plant Schedule following irrigation installation and again following plant installation to all exposed ground surfaces. RESTORE EXISTING NATURAL OR LANDSCAPED AREAS Existing natural or landscaped areas that are damaged during construction shall be restored to their original condition, unless improvements or modifications are specified for those areas. Contractor shall exercise care to protect from injury to trunk, roots, or branches, of any trees or shrubs that are to remain. Any living woody plant that is damaged during construction shall be treated immediately. "Wound shaping" treatment shall be used for scuffed tree bark and for broken branches. Notify Talasaea Consultants and prune wounded portions of plant immediately after damage occurs. Water plants thoroughly and undertake any additional measures to aid in plant survivability. CLEAN-UP Contractor shall be responsible for the removal of construction materials and debris on the site following installation of plant materials and fence construction. PART 6: WARRANTY This warranty shall include replacement of plants (same size and species shown on the drawings) that prove either to be mislocated or unsuitable as to plant material standards. Except for loss due to excessively severe climatological conditions (substantiated by 10-year recorded weather charts), installed plant materials are required to be guaranteed for one year against defects and unsatisfactory growth, except for cases of neglect by Owner or abuse/damage by others. Plants replaced shall be reinitiated under plant guarantee conditions. Any changes or modifications to this plan must receive prior approval from Talasaea Consultants. PART 7: SITE SPECIFIC CONDITIONS During construction, the Contractor must use materials and construction methods that prevent toxic material and other pollutants from entering the wetland and buffer areas. Preventative measures shall be used to protect existing storm drainage systems, existing utilities, and roads. PART 8: FINAL ACCEPTANCE Upon completion of the planting, the Contractor shall provide Talasaea Consultants with a set of clearly marked prints designating the actual locations of plantings within the mitigation area. Contractor shall keep a complete set of prints at the job site during construction for the purpose of "red -lining" changes or modifications to the approved plans and shall update said information on a daily basis. Talasaea Consultants shall approve planting locations. If items are to be corrected, a punch list shall be prepared by Talasaea Consultants and submitted to the Contractor for completion. After punch list items have been completed, the project shall be reviewed by Talasaea Consultants for final acceptance of plan implementation. The date of final acceptance shall constitute the beginning of the one-year guarantee period. PART 9: MAINTENANCE AND MONITORING Contractor shall review landscape maintenance recommendations with a qualified wetland biologist from Talasaea Consultants who is familiar with the stated goals and objectives of the mitigation plan. Contractor shall maintain trees and shrubs, as needed, to maintain healthy growth and habitat diversity, including; tighten and repair tree stakes, reset plants to proper grades and upright positions and correct drainage problems as required. Contractor shall be responsible for watering plants immediately upon installation, and again over the entire planting area upon completion of landscape installation. Irrigation is required within the wetland mitigation area for at least two growing seasons following planting to ensure adequate establishment. Contractor shall correct erosion and drainage problems as required. Contractor shall remove silt fencing one year after the Agencies have approved the mitigation construction, and restore the area by handseeding, if needed. Upon completion of planting, an inspection by Talasaea Consultants shall be conducted to confirm that the mitigation plan was properly implemented. If items are to be corrected, a punch list shall be prepared by Talasaea Consultants and submitted to the Agencies.
