Narrative
ASSIGNMENT/ARRIVAL
On 04/29/2026 at approximately 1500 hours, I was dispatched to a two vehicle collision at the
intersection of N 3rd Street and Sunset Boulevard N in the city of Renton, King County,
Washington.
Both vehicles were in the 300 block of Sunset Boulevard N for contact.
I arrived at approximately 1509 hours.
UNIT 1: LEXUS IS
Upon arrival I observed a white 2015 Lexus IS (WA/CTV3147, Unit 1) stopped facing northbound
in the northbound number one lane in the 300 block of Sunset Boulevard N. Unit 1 had minor
damage to the rear-driver door. Unit 1 was moved from its point of rest prior to my arrival.
UNIT 2: LEXUS RX
I observed a maroon 2014 Lexus RX(WA/CCX4824, Unit 2) stopped behind Unit 1. Unit 2 had
minor damage to the front-passenger bumper. Unit 2 had been moved from its point of rest prior
to my arrival.
DRIVER 1: LAMBERT ELISE M.
I contacted Elise M. Lambert(DOB: 12/14/1999) standing near the scene. I positively identified
Lambert by her valid Washington Driver License and established her as the driver of Unit 1 by her
admission.
Lambert was not injured in the collision.
This incident occurred in the sCity of Renton,King County,Washington State.

DRIVER 2: NGUYEN XUAN V.
I contacted Xuan V. Nguyen (DOB: 04/11/1975) standing near the scene. I positively identified
Nguyen by his valid Washington Driver License and established him as the driver of Unit 2 by his
admission.
Nguyen spoke mainly Vietnamese, so we communicated with a Language Line interpreter.
Nguyen was not injured in the collision.
STATEMENTS
I spoke with both parties about the incident and was unable to determine how the collision
occurred and what the proximate cause was. Neither party knew cardinal directions or street
names. I gathered Unit 1 possibly made a left turn in front of Unit 2.
VIDEO FOOTAGE
Nguyen later sent me video footage of the collision recorded by a dash camera.
Video footage showed Unit 2 driving east on N 3rd Street toward Sunset Boulevard N in the
number three lane,which was a left turn/straight lane.
Unit 1 drove east on N 3rd Street toward Sunset Boulevard N in the number two lane, a
straight-only lane, next to Unit 2.
Unit 1 turned left in front of Unit 2, and Unit 2's front-passenger bumper collided with Unit 1's
rear-driver door.

PROXIMATE CAUSE
The proximate cause of the collision was determined by damage observed to both vehicles and
the dash cam footage.
Lambert's action was the proximate cause of the collision, namely her violation of RCW
46.61.290(2).
DISPOSITION
This concluded my involvement in this case.
