The proposal includes placement of a manufactured home on an existing narrow through-lot with constrained buildable area. 1. Special Circumstances of the Property The subject property is uniquely constrained due to its small lot size (approximately 3,922 square feet) and limited depth of approximately 30 feet. The parcel is also a through lot with frontage on SW 4th Place and SW Sunset Blvd, resulting in two front yard setback requirements. Additionally, regulated slopes exist on the western portion of the property, further reducing the buildable area. These site constraints create practical difficulty in meeting standard setback requirements. 2. Hardship Created by Strict Application of Code Strict application of the required setbacks (20-foot front yard, 15-foot secondary front yard, and other required setbacks) would prevent placement of a reasonably sized single-family residence on the property. Due to the shallow lot depth and constrained buildable area, compliance with standard setbacks would eliminate the ability to develop the lot for residential use. The requested variance is necessary to allow reasonable residential development consistent with zoning. 3. No Detriment to Public Welfare The proposed single-family residence is consistent with surrounding residential development. The project will comply with applicable zoning, building, and safety requirements. Adequate access, parking, and utilities will be provided, and the proposal will not negatively impact public health, safety, or welfare. 4. Minimum Variance Necessary The requested setback reductions represent the minimum variance necessary to accommodate a modest prefabricated single-family residence on the existing lot. The home placement is designed to maximize available setbacks, maintain access, and provide functional residential use while respecting site constraints. Conclusion Due to the narrow lot depth, through-lot configuration, and slope constraints, strict application of setback requirements would prevent reasonable residential use of the property.
