NARRATIVE
On March 21, 2026, at approximately 1332 hours, I was dispatched to a hit and run vehicle collision
at 3519 Lincoln Ave NE, within the City Limits of Renton, County of King, State of Washington.
Upon my arrival I contacted the owner of Unit#2 and confirmed that no injuries had occurred
requiring immediate medical response at the time of report.
The owner of Unit#2, identified as Hazel McMillen, said she was visiting a friend at the listed location.
While spending the night, she left her vehicle unattended and parked along Lincoln Ave NE. Her
vehicle sat near the west sidewalk and faced south. Around 1915 hours, the homes surveillance
camera captured a silver Volvo SUV colliding with Hazel's Toyota Highlander. The Volvo sustained
severe damage to the front passenger wheel, causing the airbag to deploy from inside the vehicle.
The video also captured an older Asian male exiting the driver's seat. The male was wearing baggy
lighter pants, a sweater with a jacket on top. After the collision occurred, the male reentered the
vehicle and proceeded to travel south on Lincoln Ave NE.
Unit#2 sustained moderate damage to the rear bumper and rear quarter panel.
Today, Hazel's friend walked up the street to 3321 Lincoln Ave NE and located the involved silver
Volvo. The vehicle had consistent damage that matched the collision seen on camera.
I checked the vehicle as well and noticed that its air bags were deployed. The vehicle returned to a
man named Derek M. Leung (06/25/1950). Derek's DOL picture and listed physical descriptors
resembled the subject seen on camera, but I was unsure if Derek was the driver. The camera was
grainy and not clear.
I knocked on Derek's door, but no one answered.
Later, on April 16, 2026, around 1600 hours, I tried contacting Derek again. We spoke through his
Ring camera, but he said he was having a difficult time hearing me. 1 advised him of my contact, but
he stated he had no idea what 1 was referring to. I gave him my contact number and requested that
he call me instead.
Later, Derek and I spoke over the phone. There, he admitted to being involved in the collision. Derek
said he was the driver and remembered hitting a vehicle. He remembered seeing the Toyota's
damage but it seemed minor. He reentered his vehicle and drove home.
Derek said he tried recontacting the owner of the Toyota but never saw the vehicle again.
Based on the above statements, 1 determined that the Driver of Unit#1 (Derek) is the proximate
cause for the collision due to inattention causing a collision. He should have been paying closer
attention to the roadway.
This is an information report only. No criminal citations were given to Derek.
