The proposed short plat development does not include alley access for the following
reasons:
The proposed development is a short plat consisting of 6 lots. Given the limited scale of the
project, the introduction of an alley system would be disproportionate to the size of the
development and would unnecessarily reduce the buildable area available for each lot.
The addition of an alley would require additional surface coverage beyond what is
necessary for the development. This would increase stormwater runoƯ, reduce natural
infiltration, and create a greater environmental footprint compared to a standard street-
fronted lot pattern without alleys.
The site configuration, lot dimensions, and street frontage along new street would allow for
adequate and safe vehicular access directly from the public right-of-way for each proposed
lot. The site geometry does not lend itself to an eƯicient alley layout, and individual
driveway access from the fronting street is both practical and consistent with the
surrounding neighborhood pattern.
The subject property is zoned R-4, within the Residential Low Density designation. Per RMC
4-6-060, the alley access preference explicitly does not apply to R-4 zones. Additionally, at
approximately 74 feet of lot width, alley dedication would disproportionately reduce the
usable rear yard and buildable envelope of each lot. Individual driveway access from the
fronting street is adequate, practical, and consistent with the surrounding neighborhood
pattern.
