In accordance with your authorization, Cobalt Geosciences, LLC has prepared this letter as part of
permit reinstatement. We previously visited the site to observe temporary excavations and soil
bearing for the detention vault. The geotechnical recommendations from our previous letters and
reports remain valid for the continued construction, which to our knowledge, has not changed
significantly.
We should be on site periodically during vault backfilling to verify soil compaction, soil
composition, foundation drain placement, and temporary excavations. We may provide location
specific recommendations for backfill compaction and drainage placement depending on the soil
conditions and results of soil compaction efforts on the native soils.
