The levee system is located between Lake Washington and the Williams Avenue South Bridge and is approximately 2.5 miles in length (1.25 miles on each side of the river). The 100% Design was submitted to the City in November 2025 as well as a FEMA kickoff meeting in December 2025. During the 100% design and permitting phase of this project additional scope items were identified: Past Work for Deliverables and Services x Additional meeting with FEMA pre-submittal review team and additional scope for city comments and revisions. x Additional scope and services needed for Boeing waterline survey and location services, which included PACE Engineering Surveying support services. Additional effort to finalize review comments on 100% PS&E. x MT-2 form updates per new requirements and notes from FEMA review team pre-submittal meeting. x 2025 Flood Event support. Future Work x Task 1: Project Management for FEMA CLOMR submittal and related coordination estimated at approximately 16 months. IE Meetings with City project manager, design team, quarterly schedule updates. x Task 9: Updates and technical support revisions and documentation for FEMA CLOMR electronic submittal package. x Task 10 Respond to FEMA Comments/Meetings x Task 12: Contingency Task - Including but not limited to: additional work as required to Plans, Specifications, and Estimate resulting for FEMA review. Expenses: FEMA Review Fee Estimate         Attach 2-2 April 2026 PHASE III – Engineering Design, Permitting and Environmental Compliance Scope of Work (Amendment 8) PPHASE III – Engineering Design Amendment 8 Summary The amendment covers additional scope previously performed and future services previously described in the project overview section. These items were identified while developing the Phase III project Consultant will perform the services identified below with appropriate diligence in conjunction with the standard of care. The additional scope impacts the following tasks: Task 1. Project Management and Meetings 2026/2027 – This task is amended for additional Project Management time to manage and address new scope, and account for schedule extension of an additional 16 months Task 8 Waterline locate services – This task involved the use of survey and utility location professionals to identify and locate the Boeing water crossing adjacent to the Senior Center, this effort was performed to support the 100% design recently submitted. This data was used to identify utility depth near the proposed flood wall. This work was completed to support the 100% submittal. Task 9 Update CLOMR Submittals – This task is amended to update MT-2 forms to current standard, attend meetings with FEMA reviewers, electronically submit for a CLOMR and pay FEMA submittal fee for reimbursement by the City (included in Fee as an ODC). Task 10 - Respond to FEMA Comments – This task is amended to provide support during the FEMA review of the updated CLOMR submitted in Task 9, this includes comment responses and meetings with FEMA. Task 12 Contingency (Unforeseen Design to support FEMA CLOMR plus other support) – Amend this task to provide budget for unforeseen analysis and design associated with FEMA comments plus other support. If significant changes associated with FEMA comments occur a separate scope and fee will be submitted for City approval. The scope details are discussed below. Task 1 - Project Management and Meetings 2026 (Amended Task) Project management activities required for the completion of the Levee Improvement design and FEMA review (henceforth referred to as “design”) are described below. Subtask 1.1 – General Management (Amended Subtask) The CONSULTANT will continue typical project management activities which will involve team management, invoicing, and budget monitoring. Schedule Updates The CONSULTANT will prepare and submit an updated project schedule within two weeks of contract execution to the CITY and provide updated milestone dates monthly and a complete revised schedule (gantt chart style) no less than at the end of each quarter which details activities and clearly defines the following: 1. Critical path design elements and the CITY or CONSULTANT responsibility 2. CONSULTANT Task deliverables 3. Reasonable / forecasted timeline for FEMA CLOMR approval and acceptance         Attach 2-3 April 2026 4. Other Agency permits and submittals 5. Anticipated construction bid, award, and start date The CONSULTANT will identify potential time frames associated with uncertainties connected with approvals of permits and other submittals by agencies. The CITY will provide input as requested during schedule updates regarding durations for review periods as needed. The schedule will be used to determine what tasks will go forward while submittal approvals are awaiting. Risks associated with going forward with certain tasks or subtasks prior to receipt of permit approval will also be identified and discussed to help inform scheduling decisions. Additional project management activities will involve team management, invoicing, and budget monitoring. Subtask 1.3 – Monthly 30 Minute Phone Call (Amended Subtask) Monthly 30-minute calls to discuss project progress will be held between the City of Renton PM and the Tetra Tech PM. Sixteen (16) additional meetings are assumed for the duration of Phase III. Task leaders will attend those meetings when there are specific issues that need to be discussed in detail for their task. Prior to these meetings, internal staff progress and coordination meetings will be conducted. Subtask 1.5 – QA/QC (Amended Subtask) The Project team will coordinate and perform QA/QC on the updated deliverables and report updates. Comments will be documented and saved in a QA/QC folder. Data logs from locate services         Attach 2-4 April 2026 TTask 9 – Update CLOMR Submittal (Amended Task) The body of the certification report summarizes the results of the technical analyses, and the report attachments include the supporting information. Under this task, the previous CLOMR submittal will be updated to include updated MT-2 forms required by FEMA. Subtask 9.7 – Update Report MT-2 Forms This task is being amended to update MT-2 forms and pay FEMA submittal fee for reimbursement by the City. The project team will update the MT-2 form to the most current version. Pay FEMA Submittal fee (ODC) Task 10 Respond to FEMA Comments (Amended Task) This task involves responding to FEMA comments including coordination with FEMA on the CLOMR submitted under Task 9 of this Scope of Work. After the previous Phase II April 2018 CLOMR submittal, there was extensive coordination with FEMA. However, for resubmittal of the CLOMR in Phase III, it is anticipated that the level of coordination with FEMA will be reduced from Phase II. Based on input from FEMA during the previous Phase II CLOMR submittal process, the only remaining issue to resolve is compliance with environmental regulations, in particular, the Endangered Species Act. However, FEMA would not commit that all the documents would not go through the complete review process which could result in new questions and issues to resolve that were not brought up during the previous CLOMR submittal. Therefore, a reserve pool of hours has been established to address potential comments. This task includes the following work items: 1. Respond to FEMA Comments 2. Attend up to 3 Meetings with FEMA staff Task 10 - Deliverables: x Meeting Notes x Comment Responses         Attach 2-5 April 2026 TTask 12 Contingency (FEMA comments and other Support) (Amended Task) This task is created to provide a pool of hours to cover unforeseen report revisions, design changes and other needs that come up as the project is executed. The funds under this task may be distributed to any of the Tetra Tech team members as determined appropriate by the City and Tetra Tech to perform the unforeseen work. If significant changes associated with FEMA comments occur, a separate scope and fee will be submitted for City approval. Task 12— Assumptions x Funds in this task will be allocated to the appropriate Tetra Tech team members when unforeseen work is identified. x When the need for conducting work covered by this task arises, Tetra Tech will prepare a scope of work and cost estimate and submit it to the City's Project Manager for approval.
