TENW SUBJECT: Proposed Streetlight Clearances to Existing Aerial Utilities Project Name: Wang Short Plat TENW Project No. 2026-064 Overview This memorandum has been prepared in response to the City of Renton’s request to verify that the existing aerial transmission and fiber communication line clearances are acceptable relative to the proposed streetlight poles along 116th Ave SE associated with the Wang Short Plat. WAC and NESC Guidelines Aerial Transmission Line Clearance: TENW has confirmed with Puget Sound Energy (PSE) that the required clearance between existing aerial transmission lines and structures along 116th Ave SE is up to 20 ft, with a minimum working clearance of 15 ft. Applicable minimum clearance requirements are outlined in Washington Administrative Code (WAC) Sections 296-155-53408 and 296-155-428. Fiber Communication Line Clearance: Although fiber communication lines do not carry electrical current and are not subject to the same clearance requirements as energized conductors, the National Electrical Safety Code (NESC) provides guidance for comparable configurations: Description Required Clearance NESC Rule Comm to grounded luminaire bracket/span wire 4 inches min. 238C Comm to street light drip loops 12 inches min. 238D Proposed Clearances The following table summarizes the measured clearances between existing aerial utilities and the proposed streetlight poles: Pole Description Transmission Clearance Fiber Clearance Pole 1: 40-ft Dual Standard 23.4-ft 3.7-ft Pole F: 18-ft Pedestrian Standard 45.6-ft 4.0-ft Pole 2: 40-ft Dual Standard 27.0-ft 8.5-ft Overhead Clearance Memorandum Wang Short Plat (Renton) April 3, 2026 Refer to Exhibit C for graphical representations of the proposed streetlight poles and associated aerial utility clearances. Conclusion As shown in Exhibit C, the clearances between the existing aerial transmission and fiber communication lines and the three proposed streetlight poles along 116th Ave SE meet or exceed the requirements established by PSE, WAC, and NESC. There are different variables but refer to WAC- Working near high-voltage power lines in Washington state requires adherence to strict safety clearances established by the Washington Administrative Code (WAC) to prevent electrocution, with a general minimum clearance of 10 feet for voltages up to 50 kV. For higher voltages, the clearance must be increased by 0.4 inches for each 1 kV over 50 kV, or as specified by federal regulations.
