A trooper with the Washington State Patrol was already on scene. I arrived at approximately 1226 hours. UNIT 1: HYUNDAI ELANTRA Upon arrival I observed a blue 2013 Hyundai Elantra (WA/CSY7413, Unit 1) stopped along the south shoulder of eastbound Maple Valley Highway just east of 154th Place SE. Unit 1 had moderate damage to the front end. Unit 1 had been moved from its point of rest prior to my arrival. UNIT 2: HONDA CIVIC I observed a blue 2003 Honda Civic (WA/CCX4725, Unit 2) stopped behind Unit 1. Unit 2 had minor damage to the front-driver wheel and bumper. Unit 2 had been moved from its point of rest prior to my arrival. DRIVER 1: OLMEDO PACHACAMA, GERARDO A. I contacted Gerardo A. Olmedo Pachacama (DOB: 03/19/1996) standing near Unit 2. 1 positively identified Olmedo Pachacama by his Ecuadorian passport and established him as the driver of Unit 1 by his admission. Olmedo Pachacama was not injured in the collision. Olmedo Pachacama also did not have insurance. DRIVER 2: DILLON TRENT M I contacted Trent M. Dillon (DOB: 08/16/1992) standing near Unit 2. 1 positively identified Dillon by his valid Washington Driver License and established him as the driver of Unit 2 by his admission. Dillon was not injured in the collision. PASSENGER I identified Ali M. Trueworth (DOB: 05/06/1995) as the front passenger of Unit 2.Trueworth was not injured in the collision. STATEMENT: DILLON,TRENT M. I spoke with Dillon about the collision. The following is a summary of our conversation: Dillon drove Unit 2 east on Maple Valley Highway in the number two lane through the intersection of 154th Place SE. Dillon saw Unit 1 driving south in the intersection on 154th Place SE. Unit 1's front bumper collided with Unit 2's driver side. Dillon said his traffic signal was green and believed Unit 1 entered the intersection against a red traffic signal. This concluded my conversation with Dillon. Olmedo Pachacama said the traffic signal for traffic turning left was green, but his traffic signal to continue straight was red. Olmedo Pachacama entered the intersection against the red traffic signal and collided with Unit 2. This concluded my conversation with Olmedo Pachacama. PROXIMATE CAUSE The proximate cause of the collision was determined by statements by Dillon and Olmedo Pachacama. Olmedo Pachacama's action was the proximate cause of the collision, namely his violation of RCW 46.61.050(1). CITATIONS I issued Olmedo Pachacama two citations: one for a violation of RCW 46.20.005 (Citation #6A0174094) and one for violations of RCW 46.61.050 and RCW 46.30.020 (Citation #6A0174093). I referred the citations to the Renton Municipal Court.
