During our review, staff had determined that additional information was necessary in order to proceed further, and thus the land use application was put on hold January 16, 2026. On April 23, 2026, the City received additional submittal documents responding to the January 16, 2026 information request and was taken off hold. During our review, staff has determined that additional information is necessary in order to proceed further. The following information will need to be submitted before August 13, 2026 so that we may continue the review of the above subject application: Planning • See attached comments from Planning. Engineering • See attached comments from Development Engineering. Renton Regional Fire Authority • See comments from the Renton Regional Fire Authority attached. Technical Services • Possible Fence Encroachments: There is an apparent fence encroachment shown on the preliminary plat on the north boundary of the parcel. As an advisory note, resolution of the encroachment(s) will be reviewed prior to final plat review if the fences do not belong to the applicant. • Ownership: The property is under contract for sale by the Owner Thomas Earl Carpenter III. The final short plat and all related legal documents will need to be signed by the current owner of record at the time of execution. Per Section 5.1.3.1 of the 2022 Renton Surface Water Design Manual (2022RSWDM), any storm detention vault to be maintained by the City shall be located in a storm water tract. However, the submitted drainage control plan sheet No. 10 depicts the storm detention vault as located within the City’s public right of way, which is considered unacceptable. Please revise the storm drainage design to locate the storm detention vault within a stormwater tract. 2. The 15-foot-wide public sewer easement shall include a maintenance access road meeting City standards (e.g., 12-feet wide minimum) up to the farthest manhole either from Tract A or from Lincoln Ave NE. Staff recommends extending the Tract A pavement further north to meet this requirement. DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE: May 18, 2026 FROM: Mariah Kerrihard, Associate Planner SUBJECT: Lincoln Peak Short plat 3601 Lincoln Ave NE, Renton, WA 98056 LUA25-000433 Please submit revised plans and materials addressing the correction items below and provide a written response identifying where each item has been addressed in the resubmittal. Advisory comments should also be considered as the application materials are updated. Corrections/Revisions: Environmental (SEPA) checklist Please revise the Environmental Checklist to provide additional clarity in the following areas: 1. Identify any observed invasive species on site or provide representative examples if invasive species are suspected. 2. Confirm the distance from the wetland to the subject property and ensure the checklist is consistent regarding wetland location, buffer, and structure setback. 3. Provide measures to reduce or control light and glare impacts. 4. Clarify whether construction will affect access to the nearby community garden. 5. Clarify whether comments from the Duwamish Tribe are adequately addressed in the Historical and Cultural Preservation section. 6. Please clarify whether the wetland referenced in the application materials is approximately 320 feet from the site, as stated in the Environmental Checklist, or whether a different distance is being relied upon elsewhere in the record. (Mentioned as 100 ft within the submitted Wetland Reconnaissance) 7. Please also confirm the wetland buffer and structure setback assumptions used for the proposal and reconcile any inconsistency in the supporting materials. Clarify in the revised submittal that each lot can comply with the applicable dimensional standards identified in the staff comments, including minimum lot width, minimum lot depth, and maximum building coverage. Street Modification Justification 9. Please revise the street modification narrative to more directly address the required decision criteria and better explain why terminating improvements at the hammerhead may be supportable. Advisory Comments: 1. Access and streetscape design • Where feasible, the site design should prioritize shared or consolidated access rather than multiple individual driveways on the street frontage. • Staff also suggests orienting homes and garages in a way that maintains a more pedestrian-oriented streetscape along NE 36th Street and Lincoln Ave NE. 2. Environmental checklist completeness • As the project materials are refined, all narrative descriptions in the Environmental Checklist should remain consistent with the current civil, landscape, and critical area documents. M E M O R A N D U M DATE: May 11, 2026 TO: Mariah Kerrihard, Associate Planner FROM: Hugo Sotelo, DFM SUBJECT: Lincoln Peak Short Plat LUA25-000433 Environmental Impact Comments: 1. Fire impact fees apply at a rate of $779.24 per dwelling unit. Credit will be provided for the removal of the existing residence. Payment of the fire impact fee is required at the time of building permit issuance. Fire Code Comments: 2. The fire flow requirement for a single-family home is 1,000 gpm minimum for dwellings up to 3,600 square feet (including garage and basements). If the dwelling exceeds 3,600 square feet, a minimum of 1,500 gpm fire flow would be required. A minimum of one fire hydrant is required within 300 feet of the proposed buildings and two hydrants if the fire flow increases to 1,500 gpm. 3. Fire department apparatus access roadways are required to be fully paved with a minimum clear width of 20 feet. Turning radii shall provide a minimum of 25 feet on the inside and 45 feet on the outside. Access roadways must be designed and constructed to support a 30-ton fire apparatus with a 75-psi point load.
